The greenhouse gas （GHG） abatement mechanisms in Kyoto Protocol have served a remarkable function but also been questioned during the practices of past three years about its environmental effectiveness. A lot of new international GHG emission reduction proposals are proposed from many new a.spects, some of which especially impose pressure on developing countries. So it is of great importance to research on these new proposals in time for negotiation beyond Kyoto and institution of Chinese relevant climate policies. As this paper focutses on the way of commitment distribution of mechanisms, the mechanisms here are categorized in one of two types： those distribute commitment based on countries and those based on sectors. According to the characteristi...It is an effective way in realizing urban coordinated and sustainable development to establish a series of in- dicators and to evaluate urban environmental and socioeconomic development. According to the characteristics of Harbin City in Northeast China, an indicator system including five subsystems and 37 indicators was established for comprehensive evaluation on urban sustainable development. The development indexes of all urban subsystems and complex system were calculated quantitatively using the comprehensively integrated methods composed of Principle Component Analysis, Analytic Hierarchy Process and weighed index method, and then the comprehensive level of ur- ban sustainable development and the degree of urban interior coordination were analyzed. The results indicated that 1) the overall urban development presented an uptrend, however, the interior development was not well balanced from 1996 to 2006; 2) the development in each subsystem presented a strong fluctuation; and 3) the development in re- sources subsystem showed a downtrend. Based on those results, the suggestions of urban sustainable development were put forward at the end.展开更多

However, after the foreign exchange crisis, members of the South Korean society are faced with unstable employment and income instability, where the degree of risk of unemployment is higher than ever before. Deepening of globalization has a complex influence on social welfare development. Despite social welfare developing, the reasons of income inequality and more serious poverty are diverse. Developmentalism strategy since the 1960s in Korea has obvious limitations, which cannot continue to play an effective function according to changing internal and external conditions. In order to get rid of this situation, it should create a virtuous cycle of welfare and growth, and materialize the development strategy of the social welfare in the macro-economic and social development stratezv.展开更多

According to the surveys, per capita net income level of the villages maintained consistent growth, as indicated by survey data on the years of 1930, 1936, 1957, 1986 and 1997, except for 1946 which saw decline, and enjoyed rapid growth particularly in the years of reform and opening-up after 1986. The changes reflect the national trendsustained decline of the proportion of net income from household operations versus eontinuous growth of the proportion wages income takes of the whole income.展开更多
