Discussion on the Mode of China's Low-carbon Society and Construction Routes

In responding to global climate change,the idea of low-carbon economy emerges as the times require.Developing low-carbon economy is based on the construction of low-carbon society.The so called "two-orientation society"(resources conservation orientated society and environmental friendly orientated society) is the concrete representation of low-carbon society with Chinese characteristics,and an actual action for China in developing low-carbon economy.Based on urban agglomeration,the paper discusses the meaning of and the route to low-carbon society which would better reflect the intrinsic requirements of such a society.

Low Carbon Technology Development Roadmap for China

It is essential that China follows a low carbon pathway, in which technology plays a key role in the future economy and social development. Based on the Integrated Policy Assessment Model for China, this paper analyzes a technology development roadmap for China to achieve a low carbon scenario. The results show that there are plenty of potential and opportunities for China to move towards a low carbon society when given enhanced and accelerated applications and expansions of key low carbon technologies. Strong policy and measure supports from all sectors in China are needed to achieve this goal.

Role of Researcher/Academia in Making UK Low Carbon Policy

This study focuses on the role of researcher/academia in making low carbon policy in the UK. UK researchers and universities enjoy relatively high degree of independence of their research from the government due to its statute that guarantees its independence （＂The Haldene Principle＂）. In addition, there was a recent movement for evidence-based policy in the UK, which requires more economic and scientific robustness, therefore role of engineers and social scientists are increasingly important. In particular, social science will have a greater role in changing people＇s behavior with high level of uncertainty. UK businesses have played a leading role to move forward the climate policy such as UKETS （United Kingdom Emissions Trading Scheme） as well as low carbon policy. The regular communication and consultation is a crucial basis for making integrated policy, which involves wide range of stakeholders. The legally binding targets set out by Climate Change Act 2008 required structural change of the government to implement the necessary policies and measures especially by integrating climate and energy policy.

Developing newly emerging high-end industries in the low-carbon economy

Global warming has exerted severe challenges on the sustainable development of economic society and the food security,resource security,energy security and ecological security of the world.Low-carbon economy has become the current trend of the global economic development.Thus,the industrial development of China must seek the institutional innovation and technological innovation so as to improve the efficiency of energy.High-end industry has become the main factor of the future development of the economic society.Thus,to develop the high-end industry is an important approach to realize low-carbon economy.This paper explores the strategies of the development of newly emerging high-end industries against the background of low-carbon economy form such perspectives as effective use of resources,the improvement of independent innovative ability,and leading the high-end,high quality and high efficiency industries to the important region.

Planning Strategic Sustainable Development in Malaysia by Incorporating the Concept of Low Carbon Society

Malaysia has undergone rapid urbanization and economic growth for past decades and is expected to continue to have an average economic grow at 5%-6% per annum in the next five years. This phenomenon of growth and pursuit of socio-economic progress has great impact not only on the economy but also on community life style and environment. The concept of sustainable development was adopted by Malaysia government as early as mid 1990s to address some of the emerging environmental issues and more specifically on climate change issues recently. Malaysia government announced a commitment of voluntary 40% reduction in CO2 emission intensity by 2020 during the Conference of Party （COP15） meeting in Copenhagen in 2009. In parallel to this commitment of CO2 emission reduction, the concept of sustainable development in urban planning should incorporate a more comprehensive and quantitative approach in the preparation of development plan as well as in exercising the routine development control practice at the local planning authority. This paper prepares a quantitative scenario study on the establishment of low carbon society in Iskandar Malaysia.

Analvsis of the Low-Carbon Tourism Route

With the economic development and social progress, the attention of the people of the ecological civilization has been improved. People＇s consumption patterns have been gradually improved, and the recent low-carbon technologies and low-carbon consumption go constantly into people＇s lives. The development of tourism is the manifestation of the pursuit of ecological civilization. It is a natural use of low-carbon technologies, and is the way the economy of low-carbon consumption. And the low-carbon tourism in further also becomes a necessity.

Low Carbon Society in China: Research and Practice

This paper aims to provide an overall image in terms of low carbon society （LCS） and its development in China. It mainly introduced and analyzed low carbon development which was addressed as crucial initiative for implementation of LCS in China. A comparative analysis was carried out on concepts and experiences of LCS between China and developed countries. The trends and characteristics of CO2 emissions in China have also been analyzed. Because of large amount of CO2 emissions generated in the production process and relatively small amount of CO2 emissions in the consumption process, China is facing a severe challenge of imbalance in economic growth and CO2 emissions. If the consumption and production pattern of developed countries are duplicated, China is very likely to experience a development pattern of boosting economic growth and improving living standards significantly but meanwhile risking and suffering by large amount of resources consumption and CO2 emissions. Thus, a comprehensive, systematic and scientific scheme for implementing a low carbon society is urgently needed in China. Through literature research, mainstream perspectives of scholars with respect to development of LCS are concluded. In the meantime, CO2 emissions reduction target, carbon taxation and different debated issues are also presented. The achievements, China has rflade, consist of concrete actions taken by local governments, some new policies and regulations for carbon reduction at national level, in particular energy-saving and renewable energy policies proposed in the l lth Five-Year Plan （2005-2010）. Carbon trading markets and carbon capture and starage technology have also made progress in China. There are still many limitations and barriers remaining and in need to be solved in the next steps.

Interaction between Standardization and Low-Carbon Economic Development

Low-Carbon economy is the main direction of China＇s sustainable development in the future, in which technical innovation is the key. Standardization and low-carbon economy interact with each other and develop together in the principle of continuous improvement and spiral progress. They embed the social development system in a flexible mode of technical penetration, and become the important links in the industrialization chain of technical innovation. Standardization promotes the low-carbon economic development in seven aspects including ＂systematic coordination and overall promotion＂, ＂technical accumulation and innovative diffusion＂, ＂quality improvement and waste reduction＂, ＂continuous improvement and spiral progress＂, ＂barrier elimination and cooperation enhancement＂, ＂technical support for market mechanism＂ and ＂local standards and regional emission reduction＂, etc. This paper is a periodical research achievement of Two-oriented Society.

Application of Solar Power in Less Developed Regions Under the Background of Low-Carbon Economy

Development of a low-carbon economy and reduction of carbon emissions is the trend of future global socio-economic change, and the only way to mitigate climate change under the frame- work of sustainable development. Based on the concept of a low-carbon economy, the author at- tempts to find a way for underdeveloped regions, which can satisfy their own development without increasing the pressure on the local environment.
