The application capability of IT plays the critical role, which determines the efficiency and effectiveness of the aforementioned four processes. The process model of IT impacts on firm competitiveness can also be used to explain why, under what situations and how IT can generate positive organizational outcomes, as well as theoretical bases for further empirical study.展开更多

Since China was first connected to the Internet in 1994, the development...As the wide application of new Information and Communication Technologies (ICTs) shows, the world is moving fast to- wards an information age. Since China was first connected to the Internet in 1994, the development of ICTs in China and around the world has been astonishingly fast, and yet there is a clear 'digital divide' among different regions in China. Although Chinese geogra- phers have paid attention to regional differences in informatization, they usually employ a limited number of indicators, mainly focusing on the Intemet. In fact, infi^rmatization is a much broader concept, covering not only the lntemet, but also mobile phones as well as user ability. In the light of these considerations, this study provides a comprehensive examination of the development of informatization and its spatial differences in China. First, based on a literature review, the paper identifies 29 preliminary indicators for measuring informa- tization, and employs prin,-ipal components analysis and the fuzzy analytic hierarchy process to streamline them into 12 indicators to form an ICTs Developmen: Index (ID1). Second, by using the data from provincial statistical yearbooks and the China Internet Network Information Center, the paper calculates the 1191 of each mega-region and each province in 2000-2010, and measures the changing spa- tial differences in the development of informatization in China. Lastly, the paper quantifies the relationship between informatization and economic growth. The empirical results show that the IDI of the western and central China has been increasing faster than that of the coastal region, indicating that the digital divide in China has been narrowing.展开更多

The algorithm can mine the association rules with decision attributes directly without processing missing values. Using the incomplete dataset Mushroom from UCI machine learning repository, the new algorithm was compared with the classical association rules mining algorithm based on Apriori from the number of rules extracted, testing accuracy and execution time. With the trend in the prevalence and the easy use of ICT, it is of necessary to pay much attention to the issue how the ICT can threaten the privacy of individuals on the Internet. While the Email and P2P (Peer-to-Peer) tools are the most popular ICT, this paper aims at understanding their respectively dissemination patterns in spreading of personal private information. To this purpose, this paper using dynamic model technique to simulate the pattern of sensitive or personal private information propagating situation. In this study, an Email propagation model and a Susceptible-lnfected-Removed (SIR) model are proposed to simulate the propagation patterns of Email and P2P network respectively. This study aims to utilize geo-informatics technology to increase accuracy of a shoreline prediction model along two study sites in Samutprakarn province and in Prachuabkirikhan province. Predicting coastline change using remote sensing together with GIS (geographic information system) is a spat^o-temporal technology, which can continuously provide perspectives of coastal areas. Due to a long term of operational period of LANDSAT satellite, it is useful to enhance accuracy of prediction model. LANDSAT-5 TM images acquired during 1999-2009 were used to produce historical shoreline vectors. Physical data were modified to be input data of digital shoreline analysis system. The model was validated. Linear regressions were applied in order to derive equations of erosion magnitude. The result presents that averaged erosion and accretion rate along Samutprakarn province was 22.30 meters/year and 2.94 meters/year, respectively. On the other hand, the average rate of coastal erosion along Prachuabkirikhan province was much lower, being 2.48 meters/year while the accretion rate was approximately 4.11 meters/year. The predicted shoreline change at Samutprakarn province in 2019 is about -132.69 ~ 0.758 meters while at Prachuabkirikhan is 40.58 ~ 0.0012 meters. In conclusion, this prediction model focused the changing of shoreline in long term and accuracy of the model could be improved by increasing number of shorelines vectors, transect intervals and resolution of satellite images. Clearly, the model is flexible and can be applied in other particular areas for coastal zone management in Thailand.展开更多

This paper aims to study the...Communities in developing country mountain areas,in part due to their remoteness,find themselves excluded from social,political and economic systems; and excluded from access to resources. This paper aims to study the impact of information and communication technologies (ICTs) on remoteness and exclusion. It utilises two models - the resource movement framework,and the "information chain" - to analyse a telecentre in one district of mountainous Huancavelica,Peru's poorest region,set in the high Andes. It finds ICTs enabling new and positive resource flows for the two key user groups:teenaged school students and young farmers. These help to maintain social networks. They also support information searches that have improved agricultural practice where other information chain resources have been available. But non-use and ineffective use of the telecentre are found where information chain resources are lacking. ICTs have some impacts on intangible elements of remoteness. In this particular example,they also offer access to some previously-excluded resources. But they have not really addressed the systematic exclusions faced by mountain communities. And they so far appear to be a technology of inequality; favouring those residents who begin with better resource endowments.The paper concludes by offering some recommendations for mountain ICT project practice.展开更多

Open and flexible learning is a new trend in education, enriched with ICT-use as a basic demand of the 21st century generation in all parts of the globe. So, it requires a theoretical framework for its initiation, implementation, development and evaluation which is relatively developed and advanced from the existing framework. In any research study the literature review is carried out in order to develop, build or construct a theoretical framework. The researcher of the study has observed while attending the international conference on ODL (AAOU, 2013) that most of the studies require theoretical underpinning for ICT-use in education. The researcher assume that being a new trend in education to use ICT for teaching learning purpose; it requires conceptual clarity and theoretical background of the user and researcher, because, without theory the practice is wastage of money, time and energy and it becomes ineffective and requires relatively new conceptual development. So, the problem stated by the researcher for the study was: Developing theoretical relativistic framework for research in open and flexible learning: A new trend in educational research. The objective of the study was integrating the interrelated concepts to build a pnemonological network for identifying the constructs in ICT-rich open and flexible learning environment. The study was significant because it provided theoretical background for conducting research in ICT-use for teaching and learning through open and flexible systems; whether blended or online learning and training. The methodology used by the researcher was qualitative and interpretive because there were reviewing of literature and meta-analysis for building the framework. The data were analyzed and interpreted by the researcher for the findings and drawing conclusions. On the basis of conclusions the researcher has made suggestions and recommendations for conducting research in open and flexible learning environment by using this theoretical relativistic framework. Consequences of climate change are not only the rise in global temperatures, but also changes in the precipitation patterns, which could affect agricultural production, food security, human health and long-term ecosystem properties balance. The deforestation and land degradation are major sources of GHG (greenhouse gas) emissions. International negotiations and dialogues on REDD+ mechanism are held for both national and local level mitigation policies formulation for the reduction of carbon emission from land use, land use change and forestry sector. The reduction of emissions from fossil fuel combustion and avoidance of deforestation and forest/land degradation constitute lasting and long-term solutions for mitigating climate change. There is an urgent need of relevant and efficient methods of measuring forest and soil carbon through application of the latest geospatial technologies, i.e., GIS (geographic information system), Remote Sensing and LiDAR (Light Detection and Ranging). These technologies can support the precise measurement of carbon stocks, as well as, offer cost effective and interoperable data generation methods. The REDD+ mechanism is being promoted worldwide mainly to reduce the diminishing of forest in developing countries. Based on the conceptual network model, our mobile robot can understand user's instructions and recognize the object referred to by the user and perform appropriate action. The researcher assume that being a new trend in education to use ICT for teaching learning purpose; it requires conceptual clarity and theoretical background of the user and researcher, because, without theory the practice is wastage of money, time and energy and it becomes ineffective and requires relatively new conceptual development. So, the problem stated by the researcher for the study was: Developing theoretical relativistic framework for research in open and flexible learning: A new trend in educational research. The objective of the study was integrating the interrelated concepts to build a pnemonological network for identifying the constructs in ICT-rich open and flexible learning environment. The study was significant because it provided theoretical background for conducting research in ICT-use for teaching and learning through open and flexible systems; whether blended or online learning and training. The methodology used by the researcher was qualitative and interpretive because there were reviewing of literature and meta-analysis for building the framework. The data were analyzed and interpreted by the researcher for the findings and drawing conclusions. On the basis of conclusions the researcher has made suggestions and recommendations for conducting research in open and flexible learning environment by using this theoretical relativistic framework. The framework was named as Virtual Learning Environment Framework (VLEF).
文摘The degradation of forest and soil contribute significantly to carbon emission to the atmosphere leading to the build-up of carbon dioxide in atmosphere and contributing to global warming. Consequences of climate change are not only the rise in global temperatures, but also changes in the precipitation patterns, which could affect agricultural production, food security, human health and long-term ecosystem properties balance. The deforestation and land degradation are major sources of GHG (greenhouse gas) emissions. International negotiations and dialogues on REDD+ mechanism are held for both national and local level mitigation policies formulation for the reduction of carbon emission from land use, land use change and forestry sector. The reduction of emissions from fossil fuel combustion and avoidance of deforestation and forest/land degradation constitute lasting and long-term solutions for mitigating climate change. There is an urgent need of relevant and efficient methods of measuring forest and soil carbon through application of the latest geospatial technologies, i.e., GIS (geographic information system), Remote Sensing and LiDAR (Light Detection and Ranging). These technologies can support the precise measurement of carbon stocks, as well as, offer cost effective and interoperable data generation methods. The REDD+ mechanism is being promoted worldwide mainly to reduce the diminishing of forest in developing countries. Such an approach must consider use rights, sustainable management of forests, ensuring and safe-guarding the benefit sharing mechanism and good governance, along with the legal framework and local livelihood concerns.
文摘To build robots that engage in intuitive communication with people by natural language, we are developing a new knowledge representation called conceptual network model. The conceptual network connects natural language concepts with visual perception including color perception, shape perception, size perception, and spatial perception. In the implementation of spatial perception, we present a computational model based on spatial template theory to interpret qualitative spatial expressions. Based on the conceptual network model, our mobile robot can understand user's instructions and recognize the object referred to by the user and perform appropriate action. Experimental results show our approach promising.
