Developing a theoretical relativistic framework for any research study is first and prime step in walking on the track to reach the distinction set by the researcher. Open and flexible learning is a new trend in education, enriched with ICT-use as a basic demand of the 21st century generation in all parts of the globe. So, it requires a theoretical framework for its initiation, implementation, development and evaluation which is relatively developed and advanced from the existing framework. In any research study the literature review is carried out in order to develop, build or construct a theoretical framework. The researcher of the study has observed while attending the international conference on ODL (AAOU, 2013) that most of the studies require theoretical underpinning for ICT-use in education. The researcher assume that being a new trend in education to use ICT for teaching learning purpose; it requires conceptual clarity and theoretical background of the user and researcher, because, without theory the practice is wastage of money, time and energy and it becomes ineffective and requires relatively new conceptual development. So, the problem stated by the researcher for the study was: Developing theoretical relativistic framework for research in open and flexible learning: A new trend in educational research. The objective of the study was integrating the interrelated concepts to build a pnemonological network for identifying the constructs in ICT-rich open and flexible learning environment. The study was significant because it provided theoretical background for conducting research in ICT-use for teaching and learning through open and flexible systems; whether blended or online learning and training. The methodology used by the researcher was qualitative and interpretive because there were reviewing of literature and meta-analysis for building the framework. The data were analyzed and interpreted by the researcher for the findings and drawing conclusions. On the basis of conclusions the researcher has made suggestions and recommendations for conducting research in open and flexible learning environment by using this theoretical relativistic framework. E-learning, as an alternative approach to traditional face-to-face education, is creating immense challenges for educational institutions to develop new approaches for the production and delivery of cost effective and efficient e-contents. Although, there have been many developments in web-based programmes, they have not fully attained their potential due to a variety of factors. These include: 1) lack of exchangeability between learning materials, 2) delivery mechanisms incompatible with the pedagogical design, 3) low student interaction and insensitive learning processes, 4) absence of intelligent online programme advice and guidance, 5) inflexibility in meeting diverse needs, and 6) institutionally centred ineffective implementation strategies. This quantitative evaluation is numerical modeling of biomaterial of human body. Measurement for rehabilitation and developing numerical modeling in patients are useful for information technology education with healthcare background. The resistive torque and electromyogram were measured. Electromyogram is the neuronal activity from eight lower limb muscles. Both activities are output signals for angle input signals. The resistive torque of a stroke patient shows a hysteresis curve, and this is a velocity-dependent component, particular for stroke. Differentiated angle by muscle spindle, a velocity-dependent component, is a stretch reflex (spasticity). In an electromyogram of a stroke patient, SLR (stretch reflex via spinal cord) means a short latency reflex, and LLR (stretch reflex via cerebral cortex) means a long latency reflex. An example of some stroke electromyogram shows long latency reflex, and this is voluntary movement during the experiment. The example of some stroke resistive torque reveals that viscoelasticity is used for the intrinsic component. The example of some stroke electromyogram reveals that long latency reflex is used for the reflex component of lower limbs. Current research needs improvement. Intrinsic viscoelasticity is modeled by a second-order differential equation. The reflex component of stroke patients is modeled by a double exponential function. Open source software is in use. There have been numerous attempts recently to promote technology based education (Shrestha, 1997) in the poorer third world countries, but so far all these have not provided a sustainable solution as they are either c...There have been numerous attempts recently to promote technology based education (Shrestha, 1997) in the poorer third world countries, but so far all these have not provided a sustainable solution as they are either centered and controlled from abroad and relying solely on foreign donors for their sustenance or they are not web-based, which make distribution problematic, and some are not affordable by most of the local population in these places. In this paper we discuss an application, the Local College Learning Management System (LoColms) , which we are developing, that is both sustainable and economical to suit the situation inthese countries. The application is a web-based system, and aims at improving the traditional form of education by empowering the local universities. Its economicability comes from the fact that it is supported by traditional communication technology, the public switching telephone network system, PSTN, which eliminates the need for packet switched or dedicated private virtual networks (PVN) usually required in similar situations. At a later stage, we shall incorporate ontology and paging tools to improve resource sharability and storage optimization in the Proxy Caches (ProCa) and LoColms servers. The system is based on the client/server paradigm and its infrastructure consists of the PSTN, ProCa, with the learning centers accessing the universities by means of point-to-point protocol (PPP) .展开更多

And it has analyzed 2011-2013 investment and construction of the status quo in education funding for information technology equipment. The results show: Less Developed Areas in primary and secondary school education information and technology education equipment cannot meet the needs of the development of education with lack of funding support, poor school environment and information technology teaching conditions. Also, it is a very common problem that students cannot apply mathematical language and concepts into other science areas such as physics, engineering, etc. For example, students start learning about vectors in mathematics in secondary school. Vectors are very important because they have a wide area of applications especially in physics, engineering and navigation to represent forces, tension, velocity, etc.. Using the free mathematical software GeoGebra, a simulation of using vectors in these areas is made. When the semester finishes, it conducts testing andd questionnaire survey, collecting the relevant data, analyzing the changes of students in the aspects of performance, learning interest and attitude, autonomous learning consciousness and ability after experiment class adopting new teaching methods. Result: The exam performance of experiment class is obviously higher than the comparison class, and the experiment class has an obvious improvement in the aspects of learning interest, autonomous learning consciousness and ability, and the difference has statistical significance.
