Various additional features like scalability, flexibility and easy deployment process creates a window for the organizations even relatively smaller in size to get benefitted by the highly advanced & modern technologies without incurring substantial cost. In such a situation, the number of servers is increas...Advancement of the information society has proceeded with the development of information and communication technology, and a demand on a data center has increased. In such a situation, the number of servers is increasing in a data center. Thus, the heat density in a data center is much higher than that of usual offices. And typically, almost 40% of the total power consumption is used for cooling servers in a data center. Thus, cooling effectiveness is one of the most important factors in evaluating the value of the data center. The data center taken up in this paper is located in Ishikari, where is a cold district in Japan. Using the cool outdoor air for cooling servers helps us to cut the power consumption for cooling. This paper first assesses the efficiency of Ishikari data center measuring the temperature of seven parts in a building where the cooling air flowing. Second, this paper describes the most efficient method for the operation and estimates 1.11 of PUE (power usage effectiveness).展开更多

Principally, people who are deaf find it difficult to communicate with the hearing community and due to recent technological advancement they communicate amongst themselves and with the hearing community via text messaging on mobile phones. Existing messaging function is limited to writing based on the Roman alphabets or pictographic languages like Mandarin; writing in signs is deemed to be deficient in a mobile context. Hence, the aim of this paper is to examine the feasibility of writing and reading text messages in signs as an alternative communication mean besides Short Messaging Service (SMS). Initial experimental results have significantly exemplified that sign writing gains well acceptance and is preferred among the hearing-impaired community to communicate within or between the hearing communities.展开更多

Students in the cou...The present project provides information about a service-learning project in an undergraduate technical writing course assigned in the Fall Semester of2011 at a small public university in Oklahoma. Students in the course were assigned to "performance teams" and tasked with interviewing faculty advisors and officers of international student organizations on campus. Based upon the results of these interviews, the members of each team were asked to compose documents or deliver presentations that met the expressed needs of the student organizations. The assignment was designed to allow students an authentic experience in assessing the needs of a particular audience and in working with students from a different cultural group. The outcomes of the assignment and the challenges expressed by the students were discussed. The China-US Million Book Digital Library Project (Million Book Project) is an intemational cooperation program between China and the US. However, one million digitized books are considered not to be the ultimate go...The China-US Million Book Digital Library Project (Million Book Project) is an intemational cooperation program between China and the US. However, one million digitized books are considered not to be the ultimate goal of the project, but a first step towards universal access to human knowledge. In particular, there are four challenges about the new way to analyze, process, operate, visualize and interact with digital media resource in this library. To tackle these challenges, North China Centre of Million Book Project (in Chinese Academy of Sciences) has initiated several innovative research projects in areas such as multimedia content analysis and retrieval, bilingual services, multimodal information presentation, and knowledge-based organization and services. In this keynote speech, we simply review our work in these areas, and argue that by technological cooperation with these innovation research topics, the project will develop a top-level digital library platform for the million book library.展开更多

We propose that the technology must support principles such as human rights, privacy, safety, and dignity. The voluntary contribution of people as participants in research must undergo the scrutiny of research plans by ethical review boards. Informed consent processes and procedures must be observed in this realm. Ethical issues arising in heterogeneous fields involving technology, end-users, service providers, and formal and informal caregivers pose important challenges. Attempting to maximize the ethical compliance of the results of this ICT (information and communication technology) project, we explore and suggest preventive measures for possible scenarios of misuse of this or related technology. Concluding, the observation of ethical principles throughout the development process can empower users to make informed decisions on the acceptance of ICT systems and services when these reach the market.展开更多

First, the global standards of information exchange within power...This paper resumes a research project developed in the concession area of AES Eletropaulo, the largest electrical energy distribution company in Brazil. First, the global standards of information exchange within power transmission and distribution area were evaluated, allowing the definition of state of the art on the theme, followed by determining its applications considering technologies already applied by the company. The specifications needed for the generation of a data integration model are adapted to radial overhead network at company concession area. The project developed an intermediary connectivity layer, based on the CIM (common information model), which enables corporative systems to communicate in a standard way, through the use of integrating technologies. It, therefore, enabled modeling all main subjects of an electrical network in an open, extensible and non-proprietary way, in a model that contains classes and attributes of such subjects, as well as their relationships. Calculation and planning products adopted by the company were integrated to the technological layer implemented.展开更多

How this issue is ca...This paper explores key policy issues of national information and communication technology development to identify the gap between the heterogeneity in issues pertaining to the "digital divide". How this issue is cast often as a problem to be solved in recent years. On the public policy front, a series of reports issued by Taiwan Residents policymakers were endeavored to address universal services and digital divide issues. Government also has taken various steps to mitigate the disparity in opportunities to access the Internet (e.g., "e-Taiwan" for broadband services, "M-Taiwan" for broadband infrastructure and heterogeneous network services, and "i-Taiwan" for ubiquitous networks and digital convergence by Taiwan's Cabinet). However, when policymakers worked to craft solutions to the pressing societal concern, they found lots of policy agendas need to redefine to foster greater understanding and enlighten practice for policy going forward. An examination of conflicting narratives within policy has been conducted, which identified not only the earlier debates were framed, but also key agendas of the most studied and empirical data used among them. The article attempts to examine the topic from a longitudinal perspective by using sets of documents revealed a tendency over time to explore how particular the agendas and debates of "digital divide" were framed. The study traced back to policy debates from cultural, economic, educational, and political perspectives at various Internet diffusion stages.
