Regional development is a course of accumulation based on many factors, which is directly related to resources utilization and conversion. And material wealth production and accumulation embody the outcome of regional...Regional development is a course of accumulation based on many factors, which is directly related to resources utilization and conversion. And material wealth production and accumulation embody the outcome of regional development. Thus, focusing on material wealth, regional development can be evaluated from resources and perspective of resources conversion. Taking the infrastructural level, transportation accessibility and economic development level into full account, the concept of "material-based development" was presented and the material-based development index (MDI) model was established. By using the MDI model, geographic information system technology and mathematic methods, this article then calculated MDI of each county and province of China in 2005 and systematically evaluated the material-based development of China at county and provincial scales, so as to bring some scientific references and policy-making supports to the population development function oriented zoning and population spatial distribution planning of China. The result showed that: (1) At county scale, the material-based development of counties within China in 2005 was significantly different, in which there were 1876 counties belonging to the mid-level material-based development and accounted for 78.10% of the total. The numbers of high-level and low-level counties were 144 and 382 and accounted for 6.00% and 15.90% respectively, demonstrating a spindle shape in general. The spatial distribution of material-based development was unbalanced, and it was much better in southeastern part of the line of "Daxinganling–Yinshan-Liupanshan–southeast edge of Qinghai–Tibet Plateau" than that of northwestern. Furthermore, there were also differences of the sub-index between different material-based development levels. Therefore, for different regions, key issues and measures adaptable to local condition should be prioritized and taken in order to realize regional balance development. (2) At provincial scale, there was also significant difference between each province and the spatial distribution of it was "high in the east, low in the west" in general. It meant that the capacity of natural resources attraction and conversion of east China was better than that of west China. The infrastructure level was the main factor ac- counting for the differences of material-based development levelsamong provinces. As a result, our government should make great efforts to improve infrastructure condition, especially the western part of China, so as to narrow the gap between the western part and the eastern part to realize the coordinated development within different regions and rapidly socio-economic development of China.展开更多

As a result, information technology (IT) is now an indispensable tool in the business world, whic...In modem society information has become one of the most important resources, playing a crucial role in everyday life. As a result, information technology (IT) is now an indispensable tool in the business world, which has a direct impact on company competitiveness and performance. With all the changes in business environment there is also a dramatic shift in the way the management functions. In order to efficiently perform their tasks and thus rise up to the challenges of the information society, managers need not only to master appropriate IT skills, but also to understand the processes launched by the information revolution. The aim of this paper was to determine the extent to which Croatian managers are prepared for the information society. In addition to the data regarding the level of IT equipment at managers' disposal, the paper presents the results on computer usage, self-assessment of IT competencies, and the level of acceptance of modern technologies. Although satisfactory attainment has been recorded in some areas, the results of the analysis reveal that additional effort should be devoted to further improve computer and information literacy of Croatian managers.展开更多
USA as an ICT (Information and Communication Technology) innovative leader, Europe with its knowledge offensive and Asia as the fastest growing economies share the common fate: ICT projects do under perform. Numero...USA as an ICT (Information and Communication Technology) innovative leader, Europe with its knowledge offensive and Asia as the fastest growing economies share the common fate: ICT projects do under perform. Numerous surveys point at human factor as a source of this malheur. The question emerge to what extent project manager is responsible for improvements there, and which particular skills are demanded to turn the ICT projects course towards more predictable, more efficient and better budget able endeavours. Authors examined and compared the scientific and practitioners views. Twenty-nine journal and conference papers and 46 monographs and standards dedicated to project manager skills have been scrutinized. Further 324 jobs advertisements for the ICT project managers in USA, Switzerland, Poland and Thailand underwent an analysis related to the demanded soft skills of the project manager. The L-Timer~ taxonomy of human factor related processes in project management is applied as comparison vehicle. Methodology extracted main (global) terms and detailed aspects, both weighted appropriately. The practitioners on all continents expect primarily communication skills followed by the team management abilities. Human resource is partially treated, while conflict management is underrepresented. The science seems to be focused on leadership followed by the communication skills, neglecting self management skills of project managers. The last are surprisingly well represented in the US advertisement. The USA job advertisements are the most comprehensive and elaborated one--and, what might be explained by high impact of American science on job definition--close to the scientific details of skill description, self management excluded. In Poland, team management appears to be a problem, while Thailand's companies seek leaders first. The best balanced approach might be found in Swiss job advertisements. The inter-cultural differences point at impact of cultural heritage, which call for differentiated view of science on demanded project manager human factor related skills.
