Chinese Communist Party has been striving to improve its government ability over the past decades. Mass mobilization and political movement were widely used to monitor local agents as well as implement policy in Maoist era. But mobilization and political movement were inappropriate under market circumstance which demands social order, regulation and law. In order to enhance the ability to enforce policy effectively, the Party sets up cadre responsibility system consisting of targets management, responsibility contract and competitions between cadres at the same administrative hierarchical level. Through cadre responsibility system, the Party-state enhances its government ability and it also leads to selective implementation.展开更多

However, recent work may have led to misconceptions concerning the Brown-headed Cowbir...Avian brood parasitism is a model system for studies of coevolution and ecological interactions between parasites and their hosts. However, recent work may have led to misconceptions concerning the Brown-headed Cowbird (Molothrus ater), the most widely studied brood parasitic bird in the world, and its effects on host species. Potential misconceptions about this species that could affect management issues are as follows: cowbird populations are increasing; cowbirds are relatively new to North America; recently exposed hosts are defenseless against parasitism; cowbirds have caused widespread declines of songbirds; and cowbird control is always effective in increasing the size of endangered host populations. Potential coevolutionary misconceptions are that cowbirds are typically 'host tolerant'; cowbirds evict host nestmates; and the mafia effect is widespread. It is important to clarify these issues because such misconceptions could hinder our understanding of parasite-host interactions, and thus obscure the direction of basic research and of management efforts taken to limit cowbird impacts on endangered species. We discuss these issues and suggest future research directions to enhance our understanding of this fascinating species.展开更多

The article will argue that the relationship of the Albanian Communist Party with other communist parties including the Yugoslav one and the management of the internal member's relations was motivated by the quest for power rather than the ideological motives. Hoxha was largely responsible for Albania's virtual isolation from the world. Little interest, understanding combined with negligence of the Western comprehension of the grip of Stalinism in Albania left the country to adhere Stalinism until the end of Communism in the 1990s.展开更多
A near infrared spectroscopy(NIRS) approach was established for quality control of the alcohol precipitation liquid in the manufacture of Codonopsis Radix. By applying NIRS with multivariate analysis, it was possibl...A near infrared spectroscopy(NIRS) approach was established for quality control of the alcohol precipitation liquid in the manufacture of Codonopsis Radix. By applying NIRS with multivariate analysis, it was possible to build variation into the calibration sample set, and the Plackett-Burman design, Box-Behnken design, and a concentrating-diluting method were used to obtain the sample set covered with sufficient fluctuation of process parameters and extended concentration information. NIR data were calibrated to predict the four quality indicators using partial least squares regression(PLSR). In the four calibration models, the root mean squares errors of prediction(RMSEPs) were 1.22 μg/ml, 10.5 μg/ml, 1.43 μg/ml, and 0.433% for lobetyolin, total flavonoids, pigments, and total solid contents, respectively. The results indicated that multi-components quantification of the alcohol precipitation liquid of Codonopsis Radix could be achieved with an NIRS-based method, which offers a useful tool for real-time release testing(RTRT) of intermediates in the manufacture of Codonopsis Radix.展开更多

When designi...The need to simultaneously balance security and fairness in quantum key agreement(QKA) makes it challenging to design a flawless QKA protocol, especially a multiparty quantum key agreement(MQKA) protocol. When designing an MQKA protocol,two modes can be used to transmit the quantum information carriers: travelling mode and distributed mode. MQKA protocols usually have a higher qubit efficiency in travelling mode than in distributed mode. Thus, several travelling mode MQKA protocols have been proposed. However, almost all of these are vulnerable to collusion attacks from internal betrayers. This paper proposes an improved MQKA protocol that operates in travelling mode with Einstein-Podolsky-Rosen pairs. More importantly, we present a new travelling mode MQKA protocol that uses single photons, which is more feasible than previous methods under current technologies.展开更多
