However, not all monitoring substations pass the electrical fast transient/burst (EFT/B) immunity test and the explosion-proof test simultaneously. To enhance the immunity, the values of capacitance and inductance should be increased, which are actually limited by coal mine explosion-proof standards. Hence, for the first time, an active filter was applied in an electromagnetic interference (EMI) output filter. As a result, the interference within 30 MHz clearly weakened, but the frequency spectrum had a wide range. An EMI input filter and ferrite beads were adopted to restrain higher frequency interference. An output interference spectrogram of the substation was obtained with an analyzer. The results indicate that the improved complex filtering markedly help to control interference. With the support of improved complex filtering and other enhancing immunity means about I/O ports, the substation managed to pass both the EFT/B immunity test and the explosion-proof test synchronously. We conclude that improved complex filtering is of vital importance in enhancing the electromagnetic compatibilitv (EMC) of the coal mine monitoring system.展开更多

As any programmati...This paper reports on the current state of an ongoing research project which is aimed at implementing intelligent models for hardly predictable hazard scenarios identification in construction sites. As any programmatic actions cannot deal with the unpredictable nature of many risk dynamics, an attempt to improve the current approach for safety management in the construction industry will be presented in this paper. To this aim, the features offered by Bayesian networks have been exploited. The present research has led to the definition of a probabilistic model using elicitation techniques from subjective knowledge. This model, which might be meant as a reliable knowledge map about accident dynamics, showed that a relevant part of occurrences fall in the "hardly predictable hazards" category, which cannot be warded off by programmatic safety measures. Hence, more effort turned out to be needed in order to manage those hardly predictable hazardous scenarios. Consequently, further developments of this research project will focus on a real time monitoring system for the identification of unpredictable hazardous events in construction.展开更多

The change of era produces n...This paper assumes as a focal point the concept that the "post-Brexit" may represent a change of era for European and global financial service and particularly for capital market sector. The change of era produces new "global systemic interrelation" in which financial globalization, governance and regulation will give place to new, largely unknown complexities. In general, the different interests and immediate priorities of euro and non-euro countries, coupled with a need for prompt and, at times, politically sensitive action, have had the result of a greater fragmentation or a differentiated integration in EU governance in the financial sector. On this assumption, we may say that the post-Brexit scenario is in some way preceded by a series of "fractures" in European governance. The direct effect of the post-Brexit era is that UK regulated financial entities will still need "passporting" across the EU single market: UK is going to vest the role of third party country, which will require an "equivalence regime" similar to the "substituted compliance" used in the same direction by US regulators. At the same time, while an equivalence regime may work in principle to deal cross-border issues at the global level, in the long term, it may be an instrument for a "battle of ideas" in the new political arena of global financial governance.展开更多

This will entail e...To modernize food safety governance, we must carry out basic restructuring of its internal logic at the national level to reflect the features of contemporary Chinese society that shape food safety. This will entail establishing an overarching, macro-level conception of food safety that integrates "baseline safety", "hub safety", "co-constructed safety" and "endogenous safety". These four dimensions of safety represent four fundamental requirements of food safety governance in modern Chinese society, which is a "risk society"(Beck 1992) and one that is also complex, open and pluralist. These requirements are: maximum legal liability, a unified, authoritative and efficient supervision system, a concept of social co-governance, and enterprises being the primary entities accountable for food safety. This article uses this analytical framework to interpret the basic contents of the newly revised Food Safety Law of the People’s Republic of China, and uses a focus on social co-governance to present the institutional highlights of this law and the transformation of the internal logic of food safety governance.展开更多
