浅谈全方位承包与全面质量管理相结合

我国的企业承包制如何配套、完善、丰富、发展,怎样从根本上解决包管脱节、两个文明建设不同步、经济工作与政治工作一手软一手硬等问题,从而克服企业诸多的短期化行为,使企业步入良性循环的轨道,实现企业生产经营管理的科学化?我认为,企业只有实行全方位承包与全面质量管理相结合办法(以下简称“两全”包管工作法),才是全面深化企业改革,丰富发展承包制,搞活企业的重要途径和科学的选择。下面就“两全”包管工作法的有关几个问题做如下说明: 一、“两全”结合的基本条件 由于目前的承包制和全面质量管理办法都有各自的局限性,所以必须扬长避短,兴利除弊,而后相互结合融为一体,服务于企业的振兴和繁荣。 具体条件是:

Design and Implementation of Traceability Management System of Agricultural Products Quality and Safety Based on Domestic Basic Software of China

[Objective] To establish the traceability mechanism of agricultural products safety, and the application of promote domestic based software in the supervision area of agricultural products quality and safety. [Method] Through the analysis on the circulation characteristics of agricultural products, like fruits, vegetables, livestock and poultry, the agricultural products quality safety management and traceability query business component libraries were designed. Based on the run-time-supporting environment provided by domestic based software, traceability management system of agricultural products quality and safety was constructed. [Result] The traceability management system provided the information interaction and comprehensive management platform of agricultural product quality and safety based on domestic based software for the government, enterprises and consumers. [Conclusion] Through the application demonstration, the quality control and information traceability of full circulation of agricultural products was achieved effective and reliably, and the management level of agricultural products quality and safety was improved.

朱庄矿实现煤质目标控制的实践

分析了朱庄矿原煤灰分偏高的主要影响因素 ,并从该矿生产的实际情况出发 ,有针对性地采取了一系列有针对性的管理手段 ,扭转了该矿煤炭质量管理工作的被动局面 ,大大提高了矿井的经济效益。

Tourist Behaviors in Wetland Park:A Preliminary Study in Xixi National Wetland Park,Hangzhou,China

Public education as well as tourism and leisure are the two important functions of national wetland park, and tourist behaviors act as the guiding factor in the national wetland park construction and management.As the first national wetland park in China, Xixi National Wetland Park, located in Hangzhou City, Zhejiang Province, will give constructive instructions to the construction and management of other wetland parks and ecotourism resorts.This paper analyzed the tourist behaviors in Xixi National Wetland Park.By the observation, in-depth interview and questionnaire, the results show that tourists in wetland parks are different from those in the other common destinations, and they are also different from those strict eco-tourists.In fact, the tourists in wetland park have unique characteristics, such as the intense perception to the functions of wetland ecosystem and the environment impact behaviors.Those tourists are preferred to natural landscapes in their motivations and expectations.Wetland landscapes are the main image to those tourists in the Xixi National Wetland Park.Tourist expectation, experience and satisfaction are all critical factors for the success of the planning and management in national wetland parks.Based on the results, some measures for the sustainable development of wetland parks, including to optimize wetland theme landscape and tourism products, to improve tourist facilities and services, to enhance quality of visitor experiences, and to implement total quality management based on tourist characteristics, are given to national wetland park ecotourism.

Web-based supplier relationship framework using agent systems

In order to enable both manufacturers and suppliers to be profitable on today’s highly competitive markets, manufacturers and suppliers must be quick in selecting best partners establishing strategic relationship, and collaborating with each other so that they can satisfy the changing competitive manufacturing requirements. A web-based supplier relationships (SR) framework is therfore proposed using multi-agent systems and linear programming technique to reduce supply cost, increase flexibility and shorten response time. Web-based SR approach is an ideal platform for information exchange that helps buyers and suppliers to maintain the availability of materials in the right quantity, at the right place, and at the right time, and keep the customer-supplier relationship more transparent. A multi-agent system prototype was implemented by simulation, which shows the feasibility of the proposed architecture.

Developing a matrix to explore the relationship between partnering and total quality management in construction

Recently, there has been an increasing awareness and implementation of practices associated with Partnering and Total Quality Management (TQM) in the construction industry. Partnering and TQM both seek to enhance construction outcomes, yet rigorous studies of Partnering and TQM have been conducted separately and have not carefully examined common or unique practices associated with these techniques. This paper presents the findings of a theoretical analysis of an integrated approach for the use of Partnering and TQM. A matrix approach has been used to explore the extent to which Partnering may improve TQM implementation in construction. The matrix is based around 3 indexes, namely; the Degree of Partnering, the Degree of TQM and the Project Success Index and enables the relationship between Partnering and TQM to be analysed quantitatively. It also assists in understanding the trends of Partnering and TQM and their relationship to project performance. The results of a case study using this matrix are also presented. It has been concluded that the integrated use of Partnering can facilitate improvements in the way TQM is implemented in construction.

MECHANISM ON PROGRESSIVE INTRUSION OF PRESSURE WATER UNDER COAL SEAMS INTO PROTECTIVE AQUICLUDE AND ITS APPLICATION IN PREDICTION OF WATER INRUSH

This article proposes a water inrush mechanism of progressive intrusion of pressure water up into the coal floor aquiclude according to injection tests and observations. A numerical model and a criterion of water inrush are established based on the mechanism. The theory is succesSfully used in predictions of water inrush.

Sustainable Nutrient Management in Chinese Agriculture: Challenges and Perspective

China has to raise agricultural productivity in its limited and shrinking farmland to guarantee food security for its huge and ever-growing population. Sustainable soil nutrient management is of paramount importance to the world's most populous country. Critical challenges the country is facing in sustaining soil fertility and in alleviating the hazardous impact of intensive fertilizer use are discussed in this paper. It is emphatically pointed out that national strategies as well as area-specific action plans with respect to scientific nutrient management are urgently needed to balance productivity and sustainability in the future. Relevant proposals for addressing those challenges are also presented.

IMPROVEMENT OF PRODUCT QUALITY AND PRODUCTION PROCESS PERFORMANCE IN JEWELLERY MANUFACTURING THROUGH “INTEGRATED CRAFTSMANSHIP”

This paper attempts to identify the loss of quality of craftsmanship intensive products. It shows that errors in production process and degradation in the jewellery pro duct quality in the (complex) transition from hand crafted silver model making to mass production are largely due to the ignorance of the importance of design——craftsmanship in production process. In fact, the design can be employed to solve the problems of the quality degradation or even as a tool to prevent error in the stages of product design, development and production. In testing this hypo thesis, production processes (from designing, model making, casting, polishing, buffing to texturing) are all examined in order to identify the root causes of product quality degradation in mass production. After the analysis, the concept of “integrated craftsmanship” is proposed to assist integration of traditional goldsmith′s and je wellery designers′ techniques in jewellery designing and making, and to change the attitudes to quality control in mass production systems. Finally, the model of “integra ted design craftsmanship” as a comprehensive design conceptual and quality organizational tool is formulated for managing and improving product quality.

A TOTAL QUALITY PROCESS FOR DESIGN OF A PERFORMANCE APPRAISAL SYSTEM

This paper proposes an improved performance appraisal system (PAS) that is based on the philosophy of total quality management(TQM). It focuses on understanding the customer′s (both management and employees) requirements for the PAS in order to prioritize and simplify the basic elements of the appraisal system and implementation process. The improved process is defined by performance planning, counseling and evaluation with assessments for individual, team and management contributions. In addition, reducing the rating scale to three categories should facilitate a very positive evaluation process for most employees and still allow a constructive focus on those individuals that must be improved. Finally, if people come first in the TQM organization, then the personnel systems must reflect this philosophy.

APPLICATION OF QUALITY MANAGEMENT IN A CHINESE BASED SOCIETY——HONG KONG

Hong Kong′s current quality management philosophy can best be described as imported and experimental. This is because Hong Kong is at the interface of Eastern and Western culture, and modern quality management philosophies are at first imported from the West and implanted into the Hong Kong Subsidiaries of American and European controlled companies. Local experience in quality management is usually obtained via trial and error, and through progressive modifications. The influence of Chinese culture on quality management in Hong Kong has formed the main subject of this study. This study is to initiate the interest to develop modern quality management concepts based on Chinese culture. Some initial results suggest that Hong Kong managers have great interest in applying Chinese working principle to quality management.

AN ORGANIZATIONAL CULTURE FOR QUALITY THROUGH EMPOWERMENT MANAGEMENT

Total quality management (TQM) is of strategic significance in winning the required edge for manufacturers in Hong Kong to survive in the ever increasingly competitive market. Mere capitalization on the cheap availability of labour and land in the China's Mainland for competitiveness is no longer viable because of the emergence of new competitors in particular those in Asia countries. TQM aiming for continuous improvements is the key for profitability growth and long run competitiveness. Over emphasis in the “hardware” for quality improvement without the complementation of it with the cultivation of the “software” for its implementation will not only delay the real implementation of real TQM but may also result in catastrophic failure of the organization in the face of rapid changes in demand and expectations of customers. An organizational culture for quality improvement through management empowerment is believed to be fruitful in helping the Hong Kong manufacturers to win the uphill battle for their well being and even survival in the world competition.

Economic Cost-Effectiveness of the Implementation of the Quality Standard ISO 9001 in the Health Sector

The quality standard ISO 9001 helps and enables organizations, regardless of the sector where they exist, to implement the quality management properly. Recent years have attracted attention to the possibilities of implementing this standard in the health sector and the economic viability of that long-term investment. Health care organizations are recognizing the value system that combines all the criteria for managing quality, including management of business, compliance and management of procedural steps, and most importantly, the total quality management. In general, the implementation of ISO 9001：2008 standard for quality in health care institutions is seen as an opportunity to improve the quality of health care, and the entire process is to be completed by reducing costs and improving services in the sector. The implementation of a quality standard is directed towards patients, medical staff, and management in order to achieve reduction and complete relief from the pain, correct and professional services, conducted services with an appropriate skilled and professional care to obtain results that are comparable to known standards, and protection services with appropriate insurance policies, and the management expects the implementation of a quality system to justify and return their investments. The methods used in this paper are based on the quality standard ISO 9001：2008--Quality Management System and the Guidelines for Improving Performance, developed based on ISO 9004：2000： Quality Management System-43uidelines for Continuous Improvement. These guidelines contain a big part of the text in ISO 9004：2000, but they are supplemented with specific guidelines for their implementation in the health sector. The implementation of the system and monitoring guidelines evidently contributes to the overall resolution and closure of problems in over 50% of cases. This not only results in saving money for the institution, but it also globally leads to reduced variations in the healing process. Expected benefits from implementing the system in the health care sector in the Republic of Macedonia relate to providing a substantial foundation for obtaining all the necessary facilities and reduction of the costs by reducing the inappropriate staff in exactly determined departments. Implementation of future accreditation processes can be accomplished in a much shorter period of time, especially when there is good communication and cooperation among the departments. Improved working systems, processes, and final results inevitably contribute to happy and healthy patients.

Model of Integrated Management System for Quality and Food Safety of Biscuit Products

The revised version of ISO 9001：2015 places a demand before many food producers to face the problem of updating the old or developing new food quality and safety management systems. In order to help the organizations in this endeavor, this paper presents a model for planning and implementation of IMS （integrated management system） for quality and food safety, using the example of biscuit products manufacturing, and explains its conception. The integrative approach is based on the synergetic effect between the mutually related business processes. It has been established that the introduction of the model can help the biscuit producers in efficiently addressing such challenges as limited resources, increasing competition, as well as higher expectations of customers and other stakeholders.

How PDCA cycle implementation improved surgical time-out compliance rate

Objective： To explore the effect of PDCA-cycle in improving time-out compliance rate and improvement in quality and safety management of surgery. Methods： We improved time-out compliance rate by using PDCA-cycle （a quality improvement tools）. Data were collected before and after the implementation of PDCA-cycle. The results were analyzed. Results： After implementation of PDCA-cycle, over all time-out compliance rate was increased from 80% to 99.8% （P=0.000）. The compliance rate of identifying patient, performing site marking before surgery, verification of correct-site and correct procedure were increased from 85.1%, 79.2%, 89.7% and 89.1% to 99.8%, 99.9%, 100% and 100% （P〈0.05） respectively. Conclusion： Our study validated the PDCA-cycle methodology improves time-out compliance rate, and it is one of the most effective quality improvement tools for hospital management.

Explore the Practice and Application of Nursing Safety and Quality Management

Objective： Explore the practice and application of safety care management and quality management at work. Methods： Establish and improve the nursing management system, safety assurance and quality improvement through the development of clinical nursing assessment standards, supervision, inspection and evaluation of the hospital based nursing quality management to ensure the compliance of the basic quality indicators; raised the nursing quality,to improve with the basic pattern, we prefer both the long and short-term goals, implement and guide the nursing quality, to improve project implementation, quality management training and assessment. Results： Through the implementation of the management of nursing safety and nursing quality, hospital comprehensive nursing quality and service satisfaction has increased significantly. Conclusion： Implementation of nursing safety management and nursing quality management, which ensure the nursing quality of hospital-wide surveillance, improvement and implementation of nursing quality and service satisfaction improved to play a positive role in promoting. Through increased management, nursing quality management more standardized and institutionalized procedures, and enhanced the quality of nurses＇ awareness and sense of competition, play an enhanced role in the promotion of the service concept of ＂patient-centered＂, improve the nursing comprehensive quality, and create a safe and comfortable medical and rehabilitation environment.

Impact of the Integrated Management Systems on the Achievement of Stable Quality and Safety of Biscuit Products

The implementation of Integrated Management System （IMS） of the quality management and safety is aiming to provide production of biscuit products corresponding to particular specification and client＇s requirements. This paper explores the possibilities of achieving stable sensory and microbiological parameters of the biscuits, through the implementation of IMS. An analysis was carried out of the factors affecting the achievement of stable quality. The achievement of the stability of the parameters of 150 different lots of biscuits has been measured before, during and after the implementation of IMS in the manufacturing company The performed water activity analysis and sensory analysis confirmed that despite the dynamic changes in the internal and external environments as well as the significant changes in the requirements of the standards and the legislation, the implemented IMS has allowed the maintenance of the stable quality and safety of the biscuit products.
