"Local" newscasts in several U.S. markets are outsourced to an independent company located hundreds of miles from the communities served. What are the implications of such a delivery system for coverage of local issues and the Jeffersonian ideal of an informed citizenry? This study employs a content analysis of outsourced and local newscasts, using a data set of more than 1,000 stories from more than 30 hours of newscasts to determine if differences exist on story topics and source types. Does one type of station cover more public affairs stories than the other? Does one type use more official sources, or more perspective from private individuals? Even with the wide array of news sources currently available, local TV news still ranks as the most widely used information source. How well that source delivers information to local audiences is an important question to ask, particularly when the information may be coming from a great distance.展开更多

Therefore, an urb...There is an urban design problem that outdoor public spaces are not used for long periods of time within a year due to coldness and snow cover in cities with severe winter climates (winter cities). Therefore, an urban design that promotes activities in these spaces is required for winter cities. The purpose of this paper is to clarify the relationship between outdoor environmental conditions and the behaviors of people in outdoor public spaces. This six-month study conducted a field survey in six kinds of public spaces in downtown Sapporo and analyzed the changes of microclimates and sitting behaviors in these spaces. The analysis revealed that sitting behaviors decreased with temperature drops during the cooling period (20 ~C-8 ~C), that sunlight could suppress the reduction in the number of sitting behaviors, and that wind speed could suppress the reduction in the duration of sitting behaviors.展开更多
Between 1998 and 2002, a project for the protection of the natural environment was applied, in the framework of the EU Initiative "L.I.F.E.", in Zagori, a mountainous region in Northwestern Greece with rich natural ...Between 1998 and 2002, a project for the protection of the natural environment was applied, in the framework of the EU Initiative "L.I.F.E.", in Zagori, a mountainous region in Northwestern Greece with rich natural and human environment. One of the actions that took place as part of the above project was the creation of an in situ botanical garden in order to raise public awareness of the environment and the flora of the region. During the operation of the garden, the visitors answered questions related to their satisfaction or dissatisfaction of their visit. They also made suggestions for the improving of the garden. According to the number of the visitors and the analysis of the questionnaires, the operation of the garden was satisfactory. The in situ botanical garden proved useful not only for environmental awareness and education, but also for local economy. Two years since its creation, the garden eventually stopped operating. The main reason was lucky of funding. Based on the experience gained, it is suggested that the garden should be re-created under a new approach. Regions, such as Zagori, whose economy is based on environmental tourism, would benefit greatly from such structures. Moreover, in situ botanical gardens can play an important role in the protection of Greece's rich flora.展开更多
The MARGov Project consisted in strengthening the interaction among the Professor Luiz Saldanha Marine Park stakeholders, and to collaboratively construct, with social and institutional actors, a governance model for ...The MARGov Project consisted in strengthening the interaction among the Professor Luiz Saldanha Marine Park stakeholders, and to collaboratively construct, with social and institutional actors, a governance model for the Marine Park, located in the municipality of Sesimbra (Portugal). To pursue this goal, a PPGIS (public participation geographic information system) was developed, allowing the interaction, discussion and public participation of the stakeholders and actors involved. This PPGIS emerged as a crowdsourcing tool, with the purpose of assisting the georeferenced contributes from the local users of the Marine Park, regarding several relevant subjects, such as pollution, economic activities, opportunities and threats to the Marine Park, providing visual, analytical, and demonstrative qualities.展开更多

In this contex...The economic and financial sustainability of regional press companies is extremely relevant for the dynamism of this important sector in promoting pluralism of ideas and decentralization of information. In this context, the work presented here intends, on one hand, to analyze the importance of the press support system in Macao for its economic and financial sustainability and, on the other hand, to try to understand how they contribute to promoting information pluralism with Portuguese speaking community in a Chinese territory--with special regime. With this purpose, three methodologies were implemented, namely: (1) review of literature and documentary research--reports, articles in the press, scientific articles and academic books related to the topic; (2) analysis of contents of interviews of privileged informants-directors and editors of newspapers addressed to the Portuguese community in the Macao region; and (3) analysis of the impact of support from the Macao Regional Government based on the principles of the Office of Fair Trading (OFT) model.展开更多
This paper will review three broad types of political implications of emergency management, since historically emergency management was considered only a function of law enforcement and fire departments, with the supp...This paper will review three broad types of political implications of emergency management, since historically emergency management was considered only a function of law enforcement and fire departments, with the support in the event of a major catastrophe from public health and civil defense organizations. The issue is not whether governments will be required to respond to emergencies but rather when and how frequently. The time to think about emergencies is before they happen. Despite some significant weakness in the overall approach, political implications offer many benefits and provide various options for CDCs (community development corporations) to get involved in disaster recovery and emergency management. Based upon a generally positive evaluation, the paper concludes that emergency management must become a central activity, whether at the federal, state, or local or as an intergovernmental activity. Hopefully for the future the government does not have to wait for a disaster to strike for one to put a policy into place, since they have had several to occur over decades. The government should be ready to take on any disaster if it occurs with the following policies and procedures that are in place.展开更多
