In addition,the article analyzes their experience and evaluation in resource management and environmental conservation during the transitional period.We argue that the combination of market regulation,government intervention and public participation is an effective way of allocating resource and protecting environment. Some suggestions are put forward to balance the relationship between them,including coordinating role of government and market,building platform for market operation and creating an atmosphere of public participation.展开更多

In this paper, the origin and the present research-conditions of public participation in SEA were analyzed. And the necessity of public participation was illuminated from following three aspects: 1) the public participation in China′s SEA is a key method of gaining the public support; 2) the public participation is one important source of gaining information; 3) the public participation is a good way to overcome the obstruction in the traditional mechanism of making strategy decision. Effective public participation should be involved in the whole process of SEA, and the public participators should include the public representatives of the groups affected by environmental change, the specialists in SEA and relevant fields, persons who are interested in the strategy and media, and so on. Various methods of public participation in SEA, including the methods of obtaining information and information feedback or consultation, were discussed. This study explores the origins and current status of the Gallo language at school--a minority language spoken in the eastern part of Brittany--among older speakers (group 1-41 informants) and students of Gallo (gr...This study explores the origins and current status of the Gallo language at school--a minority language spoken in the eastern part of Brittany--among older speakers (group 1-41 informants) and students of Gallo (group 2-17 informants). The paper discusses different pedagogical methods, learning materials, and learners' status. The most important mission of schools is to increase public awareness about their linguistic environment which helps reassert minority identity through language acquisition and linguistic maintenance. Implementing an educational language curriculum for regional languages constitutes a main step towards the preservation of linguistic minorities. According to the informants interviewed during the fieldwork, both groups express positive reactions towards the presence of Gallo at school (group 1--80%; group 2--92.9%). However, in follow-up discussions, a certain number of older speakers seem to be more reluctant, because the variety of Gallo taught at school is different from the one which was transmitted to them. In conclusion, bilingual and immersion programs are increasingly successful in Brittany and could lead to a wider recognition of Eastern Brittany's language and culture.展开更多

In the framework of the canal environmental protection program of Ho Chi Minh City, we had developed 32 public awareness meetings for 14 districts with about 2,726 participants from year 2012 to 2015. The program had been organized in various forms such as training, brochure, leaflet, poster, propaganda gifts, face-to-face discussion, study visits, survey questionnaire. The results of the program can add substantial value to the canal environmental protection program of the city. The information gained through public comments can help identify key issues and solutions for the authorities as district and city levels. It was determined that most important outcomes from the public participation were educating the public, incorporating public values, assumptions and preferences into decision making process.展开更多

One of the actions that took place as part of the above project was the creation of an in situ botanical garden in order to raise public awareness of the environment and the flora of the region. During the operation of the garden, the visitors answered questions related to their satisfaction or dissatisfaction of their visit. They also made suggestions for the improving of the garden. According to the number of the visitors and the analysis of the questionnaires, the operation of the garden was satisfactory. The in situ botanical garden proved useful not only for environmental awareness and education, but also for local economy. Two years since its creation, the garden eventually stopped operating. The main reason was lucky of funding. Based on the experience gained, it is suggested that the garden should be re-created under a new approach. Regions, such as Zagori, whose economy is based on environmental tourism, would benefit greatly from such structures. Moreover, in situ botanical gardens can play an important role in the protection of Greece's rich flora.展开更多

Environmental Engineering includes two fundamental approaches: preventing the pollution, and solving the poUution problem after it is arised. Although the first one is preferred, in many developing countries the general tendency is as the solution of pollution after generation. Neither politicians nor public are willing to pay before seeing the threat, although they should be. This conflict decelerates the works to keep the environment and increase the non-success stories and problemmatic situatons. The growing concern in pollution problems gave rise to intensive coverage of the media as one of their main public responsibilities. Because file influence of the media has been regarded as a powerful force in society for many years, the coverage of environmental problems increase the awareness and reduce the resistance against the engineering works. Under these circarnstances this study focuses on the effect of media on public awareness and their participation in the solution of environmental problems. When the journalists are aware of their role in environmental issues, the program will be of high quality and accomplishes the objective, therefore supporting the Environmental Engineers in creating solutions. Thus, to pursue a broader course of sustainable development, the Chinese government has attached more and more importance to SEA. Strategic Environmental Assessment (SEA) is a frontier subject in the field of Environmental Impact Assessment (EIA). This article describes the current situation of SEA in China, discusses major problems with SEA, and then recommends improvements in the system. EIA Act of the People's Republic of China was promulgated which explicitly provides SEA is required in regional and sector plans and programs. In order to promote comprehensive development of SEA, a lot of work has been done by SEPA. Some SEA "experiments" have been implemented, and some research has been conducted on the topic in China. But SEA as applied today in China is confronted with a host of methodological and institutional limitations. Moreover, public participation is often extremely limited, because the system restricts public participation. Policies and strategies are kept secret from the public. Most of the research has been focused on the concept, theory, and framework of SEA. Comprehensive application of SEA in China has yet to occur, and only a limited number of case studies are available. We believe SEA can be improved by the following recommendations: dividing SEA into two stages, formulating legislation to safeguard the funds for SEA, guiding actively the public to participate in SEA, completing basic data bank about SEA, and setting up Hall for Workshop of Meta-synthetic Engineering for SEA.展开更多

Public participation makes environmental governance measures more ...Public participation is an important way to improve the overall effect and social recognition of rural environmental governance in water source areas. Public participation makes environmental governance measures more targeted and effective, contributes to protecting the basic environmental rights of the public, and makes it easier to meet the livelihood needs of rural people. Public participation in rural environmental governance in water source areas is characterized by complex behavior and is dependent on public willingness to participate. Amongst other factors, it is subject to the combined influences of both internal(psychological cognition) and external(environmental regulation) conditions. This paper builds a theoretical framework for understanding public participation behavior in rural environmental governance, and uses it to analyze a case in the rural area surrounding the Xiqin Water Works in Fujian Province. In the case study, the public shows high willingness to participate, but low actual rates of participation. At the same time, the willingness of villagers to pay for the control of pollution from livestock and poultry breeding varies greatly from village to village, and there are also noticeable individual differences in public participation in the use of public collection points for rural household waste. We found that gender, understandings of environmental protection and perception of environmental regulation, play a key role in influencing the willingness of farmers to pay for the control of pollution from livestock and poultry breeding. Individual awareness of environmental protection, environmental protection facility conditions, and environmental service quality had a significant influence on public participation in the use of public collection points for rural household waste.展开更多

It is necessary to compare urban public health status among different cities, so that each city can define its own health patterns an...Urban public health is an important global issue, and receives extensive attention. It is necessary to compare urban public health status among different cities, so that each city can define its own health patterns and limiting factors. The following assessment indicators were established to evaluate urban public health status: living conditions, physical health, education and culture, envir- onmental quality, and social security. A weighted-sum model was used in combination with these indicators to compare the urban public health status in four cities-- Beijing, New York, London, and Tokyo--using data for 2000-2009. Although the urban public health level of Beijing was lower than that of the other cities, it showed the greatest increase in this level over the study period. Different patterns of urban public health were identified: London had the most balanced, steady pattern (almost all factors performed well and developed stably); New York and Tokyo showed balanced, but unsteady patterns (most factors remained high, though social security and environ- mental quality fluctuated); Beijing had the most unba- lanced, unsteady pattern (the different factors were at different levels, and education and culture and social security fluctuated). For enhanced urban public health status, environmental quality and education and culture clearly need to be improved in Beijing. This study demonstrates that a comparison of different cities is helpful in identifying limiting factors for urban public health and providing an orientation for future urban development.展开更多
