The environmental ground vibration problem discussed herein occurs in a residential area near a monorail used for public transportation, Vibrations were measured on the ground at the side of monorail piers lacing the residential area and within the affected houses. Results indicate that the vibration level in the house was 60 dB or more, a level high enough to warrant complaints, Peculiar geological and geographical features are thought to contribute to the amplification of low frequency (-10 Hz) ground vibrations to irritable levels in these homes even though a distance of≥30 m separates the residential area and the monorail.展开更多

To find out the influence of a short period of ventilation on the indoor formaldehyde concentration inside a new building, an investigation was conducted for the instance of twice ventilation in a day through window opening. The results showed that the initial concentration of formaldehyde was 3.53 -8. 48 times as high as the concentration after 10 min ventilation. After closing the window, the indoor formaldehyde concentration increased with time and followed an exponential equation of C = C0 exp( - b * t) + ( a + Cu, ) [ 1 - exp( - b * t) ] with correlation coefficient ( R^2 ) of 0. 945 - 0. 999, based on the statistical analysis of 14 groups of measurement data. The developed equation can be used to estimate the emission rate of indoor formaldehyde sources and the air exchange rate of the test room simultaneously.展开更多

The results show that the process of urban residents improving their living standards is also a driving factor in the increase of their carbon footprints; at the same time, the progress in technology has a positive impact on reducing the carbon footprints of urban residence. This article suggests that some measures, such as promoting energy-saving buildings and central heating supply, and establishing the convenient and comfortable public transport system, should be taken to reduce the carbon footprints of residence and travel in Shijiazhuang city.展开更多

The indirect channel is captured by a production func-tion in which the principal health-improving factor, income growth, can be realized only in the cost of pollution increase. This model is then tested by the aggregated chronicle disease data in over 78 Chinese counties. Our results show, after attaining the threshold of 8 μg/m2, continuous increase in industrial SO2 emission density will lead the ratio of population suffering chronicle diseases, among which respiratory diseases occupy a significant proportion, to rise. However, owing to technological progress in pollution control activities, the needed SO2 emission to produce one unit of GDP diminishes with time. Therefore, the negative effect from pollution augmentation on public health seems to be recompensed more and more by the positive effect of economic growth.展开更多

The Kitami-city-hall-renewal project in Hokkaido, Japan was studied as an environmental assessment of snow drifting. Assessments of the two site plans proposed during the architectural planning process (A-type and B-type) were conducted in terms of the following three items: (1) The two site plans indicate snow-drifting problems around the main entrance; (2) More number of local snowdrifts on the main-street sidewalks were suggested in the B-type design; (3) Less number of snowdrifts in the parking area beside the railroad were indicated in the A-type design. These results were reflected in the architectural planning process. On the basis of this study, a desirable design process incorporating environmental assessments has been identified for cities with harsh winters.展开更多

Subway stations spaces are important examples of public spaces that are in close connection with the social life of people. Also, the fact that the social interactions and relations between people and city environments are becoming indispensable for subway station space indicates that these spaces play an essential role in urban life. This paper addresses the result of a study conducted by the authors on the influential elements pivotal to the improvement of social interactions in subway stations. The theory of John Lang in Urban design with consideration of social interaction was considered in this study. The objective of the study was to identify the architectural requirements in improving social interaction between people and environment in subway station spaces according to an evidence based design approach. To do so, relevant literature in different disciplines, architecture, urban design, social sustainability and so on, were reviewed Next, the most important environmental factors which contribute to human behavior in public spaces were derived and analyzed. Data of the study were collected via questionnaires filled out by the users of Tehran's subway stations. The collected data were analyzed and the architectural elements/requirements for improving social interactions were classified. The results of the study indicate that in the case of architectural requirements, contribution to the improvement of social interactions, design considerations for physical and mental safety, accessibility and lighting are the most important factors.展开更多

There are no appropriate indicators to comprehensively evaluate the public rental house construction. The emerging city regions in England ...Answers to challenges in a changing environment highlight the need to work with a more flexible sense of geography, developing institutional reforms in delivering public services. The emerging city regions in England can be regarded as a prime test of what the need for optimal territorial scope and enhanced coordination needs. The aim of this paper is to examine the emerging new forms of territorial governance in the light of the "piecemeal" approach of reforms launched by the post-2010 Conservative Liberal Government. We argue that the creation of city-regions is an organic part of the new territorial paradigm; an important element of which is an integrated and functional approach that intersects public administrative borders. Since 2010, the uniformed regional model has been replaced by primarily ad hoc, informal, and flexible approaches. The successive governments placed the bigger cities and its hinterland at the centre of English devolution, but wished to implement them in varying forms of "deal-making" as a means of decentralization, encouraging solutions tailored to local requirements and opportunities, and retaining the fundamental characteristics of the "asymmetrical devolution". However, in terms of regional governance, the relationship between the new and old regional configurations has seen the creation of a much-debated, malleable framework which, during the process of Brexit could generate new, further interpretations, narratives, and practical solutions展开更多

Our aim was to study the occurrence of Legionella contaminatio...Legionellae are found in freshwater environments or wet soil, but the major reservoirs are man-made aquatic environments, particularly warm water systems. Our aim was to study the occurrence of Legionella contamination in hot potable water supply systems in apartment and public buildings. Correlations between Legionella spp. positive cases and water source, sampling point and temperature of hot water at the point of consumption were studied. A total of 149 hot water samples were collected in 16 cities and districts of Latvia. Only Legionella pneumophila was isolated. L. pneumophila was found in 63 out of 149 (42%) hot water samples. From all Legionella spp. positive samples, 17% represented L. pneumophila serogroup 1 and 78% L. pneumophila serogroups 2-14 (15). In 5% of Legionella spp. positive samples, both serogroups 1 and 2-14(15) were isolated. Statistically significant differences were observed in the distribution of L. pneumophila serogroup 1 in samples from various water sources. L. pneumophila was found in 45% of samples from private apartments and in 27% of samples from public buildings. Data analysis confirmed that the temperature of hot water significantly affects the frequency of L. pneumophila positive cases (p 〈 0.05). Data showed that 85% of consumers received hot water at a temperature below 50°C.展开更多
The current economical crisis pointed out the gaps and the weak development of the Romanian economical system. If we were to compare the economy of a country to the human body then we would realize that constant and m...The current economical crisis pointed out the gaps and the weak development of the Romanian economical system. If we were to compare the economy of a country to the human body then we would realize that constant and massive loss of "blood" may eventually lead to collapse of the economical system, which require Romania to speed up financial "transfusions". In these conditions, the most accessible and inexpensive source of funding is the non-repayable funding that Romanian economy can acquire by the year of 2013. In this paper we analyze the evolution of non-repayable funds allocated to Romania, in terms of those funds for the approved projects (their implementation has not yet started) but also in terms of those contracted projects or in the process of running (in fact representing "the necessary" amount of money that the Romanian economy needs). The first part of the paper contains an overview of the situation about the requiring and the absorption of non-repayable funding since 2007 (officially since the crisis emerged in the U.S.) to present, also making an analysis of the influence they had on the Romanian economy. We take into account in this analysis that the effects of the crisis in Romania began to be felt in the second half of 2008, economical politics against crisis were not taken into accounted by this date. In this analysis we started from the assumption that one anti-crisis policy, taken into account by public decision members in Romania, is to increase efficiency and absorption of funds by raising the capacity of the Romanian economical environment for the implementation (and not only the winning ) of these funds. The second part of the paper contains an econometrieal development model which highlights the influence of changing the interest rates and exchange rate on the rate of contracting projects during January 2007-March 2010. The Analysis of the results emphasizes the stronger influence of the changing rate on the approved contracting projects compared with the changing influence of the reference interest rate. Following the results of the analysis we highlight the main reasons for which this economical policy of attracting and using outstanding funding represents until now, a failure more than a success. Also we present these several solutions to increase the volume of financial "transfusion" with a direct impact on the Romanian economy, arguing that such measures cannot be implemented without real political will from decision-makers in Romania.展开更多

Therefore, traffic control policies have been gradually adopted by Beijing municipal government since 2008, so as to ease traffic and environmental problems. In this paper, the background and current situation of Beijing to implement traffic control policies are introduced, and also this measure is analyzed and evaluated from traffic effect, environmental effect, motor vehicle development, urban road development, public transport development, and balance between supply and demand, etc. Finally, related conclusions are drawn up as follows: an induced traffic volume will be generated by traffic control policies, and the effect of the traffic control will be erased by the natural growth rate of motor vehicles in three years; public traffic service should be improved for better making traffic control policies; the traffic congestion and environmental problems are alleviated by traffic control policies in the short term, but can't be fundamentally solved in the long run; traffic control policies should cooperate with other traffic demand management policies for reducing demands, and traffic condition should be optimized in both time and space, so that the traffic congestion and environmental problems will be fundamentally solved.展开更多

In particular, the requirement of such planned housing areas has not matched public service provided by the infrastructure. On not only physical but also social aspect of local communities of this kind of housing area have a lot of problems while it also has a lot of good characteristics. A representative one is that age of the tenants is rising very swiftly and it makes the local community imbalanced. Nowadays many countries including Japan have tackled problems concerning housing estates constructed during the mass housing era and try to search for ways to reactivate so-called new town areas by utilisation of existing environmental resources such as building stock and ample green open space. In Japan many elemental technologies have been developed in order to utilise existing building stock. However, how to combine these technologies and new holistic methods for reactivation are still underdeveloped. Therefore, it is very important to fred these ways and to make a comprehensive plan for rehabilitation of these areas. The first purpose of our study is to develop and clarify how to organise and integrate many kinds of elemental techniques and the holistic measures for the improvement of both social and physical environment in suburban mass housing estates. Subsequently we try to reorganise proper relations between human settlements and the various service provision for those regions. Our last focus is put on searching for new ways to raise the value of existing housing environment. This article will briefly outline the origins,structure and functions of United Nations Environment Program and the Commission on Sustainable Development in the context of the goals of ecologically sustainable develop...This article will briefly outline the origins,structure and functions of United Nations Environment Program and the Commission on Sustainable Development in the context of the goals of ecologically sustainable development(ESD).Economic development,social development and environmental protection form the three interconnected parts of ESD.The achievements of the key UN environmental institutions and programs in opening up the global system to civil society,the private sector and a diversity of actors and interests,promoting the role of poverty alleviation as part of ESD through the Millennium Development Goals,and facilitating important Multilateral Environmental Agreements should be recognized.However,with these notable exceptions,organizations such as United Nations Environment Program and the Commission on Sustainable Development have become weak in scientific and technical leadership,global policy,co-ordination(inside and outside the UN) and has few achievements in the international and national implementation of obligations and standards in Global Environmental Governance-including enforcement,compliance and effectiveness.This article will outline the key reasons for this inadequacy.Attention will also be focused on the way forward through of a new United Nations Environment Organization.This will require a clarification of purpose and function(within the UN system and as part of global governance structures) as well as consideration of whether it depends on system-wide UN reform.It is recommended that medium and long term strategies for reform are necessary.展开更多

In this paper we analyze the evolution of non-repayable funds allocated to Romania, in terms of those funds for the approved projects (their implementation has not yet started) but also in terms of those contracted projects or in the process of running (in fact representing "the necessary" amount of money that the Romanian economy needs). The first part of the paper contains an overview of the situation about the requiring and the absorption of non-repayable funding since 2007 (officially since the crisis emerged in the U.S.) to present, also making an analysis of the influence they had on the Romanian economy. We take into account in this analysis that the effects of the crisis in Romania began to be felt in the second half of 2008, economical politics against crisis were not taken into accounted by this date. In this analysis we started from the assumption that one anti-crisis policy, taken into account by public decision members in Romania, is to increase efficiency and absorption of funds by raising the capacity of the Romanian economical environment for the implementation (and not only the winning ) of these funds. The second part of the paper contains an econometrieal development model which highlights the influence of changing the interest rates and exchange rate on the rate of contracting projects during January 2007-March 2010. The Analysis of the results emphasizes the stronger influence of the changing rate on the approved contracting projects compared with the changing influence of the reference interest rate. Following the results of the analysis we highlight the main reasons for which this economical policy of attracting and using outstanding funding represents until now, a failure more than a success. Also we present these several solutions to increase the volume of financial "transfusion" with a direct impact on the Romanian economy, arguing that such measures cannot be implemented without real political will from decision-makers in Romania.
文摘The smart home using ubiquitous technology can effectively provide services to the elderly and the physically impaired. However, such services are accompanied by high initial cost of installation and the operating inefficiency due to the absence of design guidelines. To solve these, the integrated management of the process by supplying the public service like voucher schemes to the dwelling is needed. This paper mainly proposes a research about the healthcare service in a residential environment, which includes medical service and safety service and so on, by surveying the voucher program and the in-house infra status. Finally, the house planning elements for healthcare-based smart home are drawn and the planning directions through expert survey are suggested. Therefore, this study surveyed on voucher program and in-house infra status, and drew the house planning elements for health-based care smart home. In addition, this study suggested the planning direction through expert survey. This study can be used as a guideline for constructing a smart home, which supplies healthcare service.

文摘With the rapid development of economy and motorization, the traffic congestion and environmental problems have become more and more serious day by day in Beijing. Therefore, traffic control policies have been gradually adopted by Beijing municipal government since 2008, so as to ease traffic and environmental problems. In this paper, the background and current situation of Beijing to implement traffic control policies are introduced, and also this measure is analyzed and evaluated from traffic effect, environmental effect, motor vehicle development, urban road development, public transport development, and balance between supply and demand, etc. Finally, related conclusions are drawn up as follows: an induced traffic volume will be generated by traffic control policies, and the effect of the traffic control will be erased by the natural growth rate of motor vehicles in three years; public traffic service should be improved for better making traffic control policies; the traffic congestion and environmental problems are alleviated by traffic control policies in the short term, but can't be fundamentally solved in the long run; traffic control policies should cooperate with other traffic demand management policies for reducing demands, and traffic condition should be optimized in both time and space, so that the traffic congestion and environmental problems will be fundamentally solved.
文摘Social imbalance and obsolescence of the built environment has emerged in large sized housing estates in metropolises. In particular, the requirement of such planned housing areas has not matched public service provided by the infrastructure. On not only physical but also social aspect of local communities of this kind of housing area have a lot of problems while it also has a lot of good characteristics. A representative one is that age of the tenants is rising very swiftly and it makes the local community imbalanced. Nowadays many countries including Japan have tackled problems concerning housing estates constructed during the mass housing era and try to search for ways to reactivate so-called new town areas by utilisation of existing environmental resources such as building stock and ample green open space. In Japan many elemental technologies have been developed in order to utilise existing building stock. However, how to combine these technologies and new holistic methods for reactivation are still underdeveloped. Therefore, it is very important to fred these ways and to make a comprehensive plan for rehabilitation of these areas. The first purpose of our study is to develop and clarify how to organise and integrate many kinds of elemental techniques and the holistic measures for the improvement of both social and physical environment in suburban mass housing estates. Subsequently we try to reorganise proper relations between human settlements and the various service provision for those regions. Our last focus is put on searching for new ways to raise the value of existing housing environment. Our conclusion intends to indicate important of the master plan and its execution, where mass housing estates progress for the physical and social improvement.
文摘This article will briefly outline the origins,structure and functions of United Nations Environment Program and the Commission on Sustainable Development in the context of the goals of ecologically sustainable development(ESD).Economic development,social development and environmental protection form the three interconnected parts of ESD.The achievements of the key UN environmental institutions and programs in opening up the global system to civil society,the private sector and a diversity of actors and interests,promoting the role of poverty alleviation as part of ESD through the Millennium Development Goals,and facilitating important Multilateral Environmental Agreements should be recognized.However,with these notable exceptions,organizations such as United Nations Environment Program and the Commission on Sustainable Development have become weak in scientific and technical leadership,global policy,co-ordination(inside and outside the UN) and has few achievements in the international and national implementation of obligations and standards in Global Environmental Governance-including enforcement,compliance and effectiveness.This article will outline the key reasons for this inadequacy.Attention will also be focused on the way forward through of a new United Nations Environment Organization.This will require a clarification of purpose and function(within the UN system and as part of global governance structures) as well as consideration of whether it depends on system-wide UN reform.It is recommended that medium and long term strategies for reform are necessary.
