Analysis of Test Methods for Parts to Follow Relative Requirements

Testing the parts of mechanical products and ensuring their accuracy to the design requirements are essential to products’ quality, market competitiveness and manufacturers’ maximum economical benefits from these products. One of the latest subjects of study in the area of precision measurement is the testing of parts to follow the relative requirements, viz. design requirements for the size tolerance of size features and related geometrical tolerances of the central feature, including the envelope requirement, maximum material requirement and least material requirement. The article analyzes test methods for parts to follow the envelope requirement or maximum material requirement, as well as further requirements of geometrical tolerances for its central feature. The method is effective in improving product quality and rejecting unqualified parts.

Certificateless Public Key Encryption with Keyword Search

Public Key Encryption with Keyword Search （PEKS）, an indispensable part of searchable encryption, is stock-in- trade for both protecting data and providing operability of encrypted data. So far most of PEKS schemes have been established on Identity-Based Cryptography （IBC） with key escrow problem inherently. Such problem severely restricts the promotion of IBC-based Public Key Infrastructure including PEKS component. Hence, Certificateless Public Key Cryptography （CLPKC） is efficient to remove such problem. CLPKC is introduced into PEKS, and a general model of Certificateless PEKS （CLPEKS） is formalized. In addition, a practical CLPEKS scheme is constructed with security and efficiency analyses. The proposal is secure channel free, and semantically secure against adaptive chosen keyword attack and keyword guessing attack. To illustrate the superiority, massive experiments are conducted on Enron Email dataset which is famous in information retrieval field. Compared with existed constructions, CLPEKS improves the efficiency in theory and removes the key escrow problem.

Digital Public Relations in the Russian Governmental Communication： 2011-2012 Typology and General Situation

The paper deals with the development of digital public relations （PRs） in the Russian govemmental communications in the years of 2011-2012. Empirical study is based on the content-analysis of on-line public activities of Russian federal governmental bodies and regional governors in October-November, 2011. It has shown the coexistence of two basic models of governmental communication in the Russian Federation--old-fashioned bureaucratic and new interactive.

Association Between Independent Auditor Fees and Firm Value： A Study of Brazilian Public Companies

This article investigates the relationship between fees for audit and non-audit services with Tobin＇s Q. Using a sample of Brazilian public companies in the period from 2009 to 2011, we estimate the association between Tobin＇s Q and the auditors＇ remuneration scaled by total assets. Additionally, to strengthen the conclusions, we present a second model with the remuneration of the auditors in absolute terms. The results suggest a significant relationship between Tobin＇s Q and audit and non-audit fees, positive and negative, respectively. Specifically, increases in audit fees and non-audit fees respectively increase and decrease the Tobin＇s Q of the audited company. The results of this study have important implications for those interested in good corporate governance practices. Managers and board members concerned with value carefully evaluate the remuneration and nature of services creation, when engaging independent auditors, should provided.

The Relevance of Nigeria＇s Freedom of Information Act （2011） to the Country＇s Anti-corruption War

This essay is centred on Nigeria＇s Freedom of Information Act, with special interest in its relevance in the country＇s anti-corruption war. The paper reiterates that the law was passed to enable the public to access certain government information, in order to ensure transparency and accountability. The FOI Act aims to make public records and information more freely available and to protect public records and information, in accordance with the public interest and protection of personal privacy. It enables citizens to hold the government accountable in the event of the misappropriation of public funds or failure to deliver public services. It also seeks to protect serving public officers against any adverse consequences from the unauthorized disclosure of certain kinds of official information, and to establish procedures for the achievement of these purposes. The Act further regulates conflicts between its provisions and those of other legislations. The paper contends that Freedom of Information is a fundamental indicator of economic development and progress, civic engagement and a properly functional democracy in every economy, describing it as a promising start in ensuring good governance and rule of law in Nigeria. The paper stresses the need for vigorous implementation of the FOI Act if the country is to make any significant breakthrough in the enthronement of good governance, transparency and accountability, adding that a strengthened FOI regime will enhance citizens＇ demand for accountability and check corruption in Nigeria.

The Criminal Law of Public Order as a Guardian of Public Interest in Terrorist Acts Scenario

Promotion of a model of the criminal law of public order represents an important point of reflection in criminal law doctrine. Public order, as a juridical good, has many predispositions to be exposed to criminal activity, and in this point of view, its special protection through criminal law norms constitutes a major concern of criminal legislation objectives. Criminal legislation （as a regulatory and modifying tool within society） is an intelligent social product It is a concrete expression of the important contribution of society in ensuring qualitative and quantitative relations of the model of public order. The latter finds expression as the object of a subjective right, which cannot be divided from the affirmation made by criminal legislation as a primary juridical good. In this context, the model of public order is associated with that of protection of general interest, in the subjective sense of the right to punish （ius puniendO, implemented by state authorities. In their universal meaning, all criminal offences in one way or another affect the normal functioning of public order, but terrorist acts can violate or impinge upon public order more closely and specifically. While affecting the designated model of public order, terrorist crimes put in question the architecture of the rule of law. In response to the mechanisms of terrorist offences, two main criminalization techniques are elaborated： （1） the classical technique of criminalization; and （2] the enumerative technique of criminalization. Criminal sanctions, by which the repression of this criminal vector is carried out, aim at ensuring not only the survival of human society, but also its cardinal values and interests, as well as the technical and scientific progress.

Tariff Policy of the Logistics System of the Public Transport of the City

The article discusses the important part of the tariff policy of transportation of passengers by public transport, which plays a significant role in the formation of a general transportation tariff. The recommendations, given in the article, are mainly related to a Georgian example which may also be applicable to other countries, especially considering that in the process of preparation of the article, the current situation at the post-soviet states （Russia, the Ukraine, and Belarus） was also examined and taken into account, and the presented methodology is a combined version of that experience.

Manufacture tolerance analysis and control for a polymer-on-silicon Mach-Zehnder-interferometer-based electro-optic switch

To enhance the electro-optic (EO) modulation efficiency and realize the impedance-matching, a polymer-on-silicon multi-mode interference (MMI) Mach-Zehnder interferometer (MZI)-based electro-optic (EO) switch is designed and optimized. Under the central operation wavelength of 1550 nm, the driving voltages of the designed switch are 0 and ±1.375 V, respectively, with a short active region length of 5 mm, and the characteristic impedance of the electrode is about 49.6 ?. The manufacture tolerance is analyzed for instructing the device fabrication. The results show that to realize ideal switching function, high fabrication accuracy on the buffer thickness, core thickness, electrode width and MMI waveguide width is extremely required, and a small voltage drift of-0.03-0.05 V is also expected for reducing the crosstalk to less than-30 dB. The allowed 3 dB bandwidth is 60 nm, and within this spectrum range, the insertion loss and crosstalk are less than 6.71 dB and-30 dB, respectively.
