In order to safeguard environmental public interests, many local prosecutorial organizations have practiced environmental public interests litigation. Since Chinese law has not made explicit stipulation on the function of the People's Procuratorate instituting environmental public interest litigation, the plaintiff's subject qualification for environmental public interest litigation instituted by the People's Procuratorate is still in question. In order to propel the People's Procuratorate to completely and fully exercise their power of supervision and prosecution, there shall be corresponding legislation that provides powerful guarantee for the People's Procuratorate instituting environmental public interest litigation.展开更多

The results show that ...Widespread aeolian sediments have been found in the middle reaches of the Yarlung Zangbo River, China, The grain-size characteristics of sediments from Cha'er Section in the area were analyzed. The results show that the section include one stratum of paleo-mobile dunes, four strata of paleo-semi-fixed dunes, two strata of paleo-fixed dunes, one stratum of sandy immature soils. The paleo-mobile and paleo-semi-fixed dune sand in this section are similar to modem aeolian sand in either grain-size composition or Mz and c distribution. Compared the above types of dunes each other, the content of sand substance decreases, while the content of silt and clay increases for paleo-fixed dunes and sandy immature soils. Combined with age data for each stratum, the analysis shows that these strata are the products of climate changes and the evolution of aeolian landforms. The evolutionary sequence of the paleoclimate and of aeolian activities in the valley since 8600 yr B.P. reveals four stages: 8600-5700 yr B.P., when the paleoclimate was cold and dry, with strong winds, thereby activating dunes; 5700-3600 yr B.P., when it was warm and wet, with weak winds, causing dunes to undergo soil-forming processes; 3600-1900 yr B.P., when climate shifted from cold-dry with strong winds to warm-wet with weak winds, and activated dunes were fixed again; and 1900 yr B.P. -present, when the climate became fine, with weak winds, fixing dunes again.展开更多

In addition,the article analyzes their experience and evaluation in resource management and environmental conservation during the transitional period.We argue that the combination of market regulation,government intervention and public participation is an effective way of allocating resource and protecting environment. Some suggestions are put forward to balance the relationship between them,including coordinating role of government and market,building platform for market operation and creating an atmosphere of public participation.展开更多

And the necessity of public participation was illuminated from following three aspects: 1) the public participation in China′s SEA is a key method of gaining the public support; 2) the public participation is one important source of gaining information; 3) the public participation is a good way to overcome the obstruction in the traditional mechanism of making strategy decision. Effective public participation should be involved in the whole process of SEA, and the public participators should include the public representatives of the groups affected by environmental change, the specialists in SEA and relevant fields, persons who are interested in the strategy and media, and so on. Various methods of public participation in SEA, including the methods of obtaining information and information feedback or consultation, were discussed. The main aim of this study is to build a robust empirical equation based on rock mass properties for the roadheader performance prediction. For achieving the aim, a dataset composed of roadheader performance rate and rock properties is established using the dataset compiled from an underground coal mine located in a remote rugged desert environment some 85 km south of Tabas City in mid east Iran. By using gathered data, the statistical analyses are conducted between rock mass properties and roadheader performance to find whether there is a significant relationship between input variables and roadheader performance. The results show that rock mass properties have a considerable impact on the rate of the roadheader performance. It is demonstrated that the proposed model can accurately predict the roadheader performance as a function of rock mass properties.展开更多

The situation is only expected to worsen as the working-age population continues to decrease. Well aware of this situation, businesses and offices are seeking ways to enhance the intellectual productivity of their workers. This paper explores environmental elements of work spaces that might stimulate intellectual activity. Using a CAD (AutoCAD) miniature garden program, subjects were asked to design a project room that is optimized for creative work using a certain number of elements--11 types of walls, 14 types of floors, 4 types of scenery, 3 types of furniture and 3 types of plantings--but the subjects were free to position and arrange these elements any way they want. The subjects were then interviewed using the evaluation grid method. Based on the results, we created an evaluation structure diagram by analyzing key words and phrases emphasized by subjects in the interviews. The overall evaluation structure represents a summary overview of all 30 subjects who participated in the experiment. This approach captures all the key elements of the office environment that might be used to stimulate intellectual activity of employees.展开更多

The indirect channel is captured by a production func-tion in which the principal health-improving factor, income growth, can be realized only in the cost of pollution increase. This model is then tested by the aggregated chronicle disease data in over 78 Chinese counties. Our results show, after attaining the threshold of 8 μg/m2, continuous increase in industrial SO2 emission density will lead the ratio of population suffering chronicle diseases, among which respiratory diseases occupy a significant proportion, to rise. However, owing to technological progress in pollution control activities, the needed SO2 emission to produce one unit of GDP diminishes with time. Therefore, the negative effect from pollution augmentation on public health seems to be recompensed more and more by the positive effect of economic growth.展开更多

Within this context, this study deals with a work service model of the ubiquitous office environments by understanding human behaviors and works in their workspace. We propose a ubiquitous office model considering the correlation between ubiquitous computing technologies and work services in the office. Two attributes are emphasized, collaboration and mobility, as identifiers for categorizing the work types. The types of work services have variations in the amount of communication and the proportion of working outside of the office. The proposed work service model of the ubiquitous office includes territorial and non-territorial services to enable workers in and out of the office to interact with each other effectively. The results show that the process of urban residents improving their living standards is also a driving factor in the increase of their carbon footprints; at the same time, the progress in technology has a positive impact on reducing the carbon footprints of urban residence. This article suggests that some measures, such as promoting energy-saving buildings and central heating supply, and establishing the convenient and comfortable public transport system, should be taken to reduce the carbon footprints of residence and travel in Shijiazhuang city.展开更多

People′s environmental tropism has an effect on their understanding of tourism-nature relationship,and also influences their attitudes to natural resources utilization and environmental protection.Taking Jiuzhaigou N...People′s environmental tropism has an effect on their understanding of tourism-nature relationship,and also influences their attitudes to natural resources utilization and environmental protection.Taking Jiuzhaigou National Park of China as a study case,the authors conducted some quantitative analyses with the tools of SPSS 16.0 and LISREL 8.7,to explore the influence of tourists′ environmental tropism on their attitudes to tourism and nature conservation in the natural tourist destination.Three hypotheses and the theoretic model of influences of tourists′ environmental tropism on their attitudes to tourism and nature conservation have been tested and accepted based on the Structural Equation Model analysis on survey data collected in Jiuzhaigou National Park of China.Some conclusions were drawn as follows: 1) tourists′ human-prioritized concept influences their cognition to tourism-nature relationship.This concept has a positive influence on their supportive attitudes to tourism,but a negative influence on their attitudes to nature conservation;2) tourists′ human-nature coordination concept has a positive influence on their supportive attitudes to both tourism and nature conservation,especially to the latter.This paper generally proves that human′s environmental tropism does have an influence on their attitudes to tourism and nature conservation in natural tourist destinations.展开更多

Results indicate that the vibration level in the house was 60 dB or more, a level high enough to warrant complaints, Peculiar geological and geographical features are thought to contribute to the amplification of low frequency (-10 Hz) ground vibrations to irritable levels in these homes even though a distance of≥30 m separates the residential area and the monorail.展开更多

In order to explore factors that hinder telework adoption in China, this study addresses which individual or environmental factors affect people's decision to adopt telework and especially focus on the perception of and attitude toward telework (lllegems et al. 2001) as one of the key factors for telework implementation. By identifying variables that may have an impact on the attitude towards telework acceptance based on the literature reviews, the author collected the data of employees/managers from Chinese organizations through the online survey in 2014. The analyses show that there is statistically significant difference in attitude between men and women, employees and managers, and different marital status and commuting time groups. The findings suggest that China-specific cultural and environmental factors impede the adoption and/or acceptance oftelework.展开更多

The emerging city regions in England can be regarded as a prime test of what the need for optimal territorial scope and enhanced coordination needs. The aim of this paper is to examine the emerging new forms of territorial governance in the light of the "piecemeal" approach of reforms launched by the post-2010 Conservative Liberal Government. We argue that the creation of city-regions is an organic part of the new territorial paradigm; an important element of which is an integrated and functional approach that intersects public administrative borders. Since 2010, the uniformed regional model has been replaced by primarily ad hoc, informal, and flexible approaches. The successive governments placed the bigger cities and its hinterland at the centre of English devolution, but wished to implement them in varying forms of "deal-making" as a means of decentralization, encouraging solutions tailored to local requirements and opportunities, and retaining the fundamental characteristics of the "asymmetrical devolution". Many studies have investigated the cooling effects of urban parks; however, little attention has been given to park landscape structure. Based on landscape metrics, this study has explored the influences of the park landscape structure on its inner thermal environment, taking heavily urbanized Beijing Municipality in China as the study area. Three indices, including the percentage of landscape (PLAND), landscape shape index (LSI) and aggregation index (AI), were used to measure the composition and configuration characteristics of the landscape components inside the parks. The indices were calculated for five landscape types being interpreted from Quickbird images. Urban thermal conditions were measured using the land surface temperature (LST) derived from Landsat TM images. The results showed that the park LST had a negative relationship with the park size, but no significant relationship was found with park shape. For the park's interior landscape, however, the configuration and composition characteristics of the landscape components inside the park explained 70% of the park LST variance. The area percentage of water bodies and the aggregation index of woodland were identified as the key influencing characteristics. In addition, when the composition and configuration characteristics of the park landscape components were separately considered, the configuration characteristics (LSI and A1) explained approximately 54% of the variance in park LST, which was comparable with that explained by the composition characteristics (PLAND). Thus, this study suggested that an effective and practical way for urban cooling park design is the optimization of spatial configuration of landscape components inside the park.展开更多

To find out the influence of a short period of ventilation on the indoor formaldehyde concentration inside a new building, an investigation was conducted for the instance of twice ventilation in a day through window opening. The results showed that the initial concentration of formaldehyde was 3.53 -8. 48 times as high as the concentration after 10 min ventilation. After closing the window, the indoor formaldehyde concentration increased with time and followed an exponential equation of C = C0 exp( - b * t) + ( a + Cu, ) [ 1 - exp( - b * t) ] with correlation coefficient ( R^2 ) of 0. 945 - 0. 999, based on the statistical analysis of 14 groups of measurement data. The developed equation can be used to estimate the emission rate of indoor formaldehyde sources and the air exchange rate of the test room simultaneously.展开更多

文摘In this paper, we construct a model in which the impact of pollution on health is exerted through both direct and indirect channels. The indirect channel is captured by a production func-tion in which the principal health-improving factor, income growth, can be realized only in the cost of pollution increase. This model is then tested by the aggregated chronicle disease data in over 78 Chinese counties. Our results show, after attaining the threshold of 8 μg/m2, continuous increase in industrial SO2 emission density will lead the ratio of population suffering chronicle diseases, among which respiratory diseases occupy a significant proportion, to rise. However, owing to technological progress in pollution control activities, the needed SO2 emission to produce one unit of GDP diminishes with time. Therefore, the negative effect from pollution augmentation on public health seems to be recompensed more and more by the positive effect of economic growth.
文摘Office environments have recently adopted ubiquitous computing for collaboration and mobile communication to promote real-time enterprises. Ubiquitous offices, introduced by Weiser and adopted as emerging computational technology to support office works, have already affected the practice of companies and organizations. Within this context, this study deals with a work service model of the ubiquitous office environments by understanding human behaviors and works in their workspace. We propose a ubiquitous office model considering the correlation between ubiquitous computing technologies and work services in the office. Two attributes are emphasized, collaboration and mobility, as identifiers for categorizing the work types. The types of work services have variations in the amount of communication and the proportion of working outside of the office. The proposed work service model of the ubiquitous office includes territorial and non-territorial services to enable workers in and out of the office to interact with each other effectively. The findings in this paper would be a theoretical basis for embodying an intelligent office which supports office works efficiently.

文摘The sideward permafrost along the Qinghai-Tibet Highway (QTH) contains massive ground-ice and is at a relatively high temperature.Under the influence of the steady increase of human activities,the permafrost environment has been changed greatly for a long time.At present,the permafrost becomes warm and rapidly degenerates,including the decline of the permafrost table,rising of the ground temperature,shortening of the length of frozen section,and extension of range of melting region.Some thaw hazards (e.g.thaw slumping and thermokarst pond) have widely occurred along both sides of the roadbed.In addition,due to the incomplete construction management,the vegetation adjacent to the highway is seriously damaged or eradicated,resulting in the land desertification and ecosystem out of balance.The dust,waste and garbage brought by drivers,passengers,maintenance workers,and transportations may also pollute the permafrost environment.

文摘By using methods of carbon footprint analysis, and impacts of population, affluence and technology (IPAT), this article analyzes the carbon footprints of residence and travel, and their influential factors for different urban residential incomes, using 1,500 household questionnaires in Shijiazhuang city, Hebei province. The results show that the process of urban residents improving their living standards is also a driving factor in the increase of their carbon footprints; at the same time, the progress in technology has a positive impact on reducing the carbon footprints of urban residence. This article suggests that some measures, such as promoting energy-saving buildings and central heating supply, and establishing the convenient and comfortable public transport system, should be taken to reduce the carbon footprints of residence and travel in Shijiazhuang city.

文摘Due to the difficult segmentation of land destiny, popularity destiny, industry destiny on the platform of common interests demand, the regional governance of production and living for the needs of the people in cross-regional areas, such as in the aspects of security, education, assignment and management of water resources, transportation, energy, environment protection and public health, the administrative border regional cooperation is relatively easy. These aspects are equivalent to public products. Just because of this, it leads to problems that nobody will not control. The governments, in order to realize regional economic coordinated development and to eliminate the regional interests parties of administrative regions economy in microcosmic, were adapting various self-protection measures, even including that "you may have your policy but I have my countermeasures" that is derived from inter-regional economic relations. The action of market segmentation has limited the flow of various economic development elements, especially the condition of "dead end highway", resource exploitation and use, difficult social security work in social living of the administrative boundary zone. This paper studies the typical economical district of Wuling mountain area in the obvious strategic position at the junction of Chongqing, Guizhou, Hunan, Hubei provinces from the angle of regional public management and public choice to present issue awareness and academic purpose.

文摘People′s environmental tropism has an effect on their understanding of tourism-nature relationship,and also influences their attitudes to natural resources utilization and environmental protection.Taking Jiuzhaigou National Park of China as a study case,the authors conducted some quantitative analyses with the tools of SPSS 16.0 and LISREL 8.7,to explore the influence of tourists′ environmental tropism on their attitudes to tourism and nature conservation in the natural tourist destination.Three hypotheses and the theoretic model of influences of tourists′ environmental tropism on their attitudes to tourism and nature conservation have been tested and accepted based on the Structural Equation Model analysis on survey data collected in Jiuzhaigou National Park of China.Some conclusions were drawn as follows: 1) tourists′ human-prioritized concept influences their cognition to tourism-nature relationship.This concept has a positive influence on their supportive attitudes to tourism,but a negative influence on their attitudes to nature conservation;2) tourists′ human-nature coordination concept has a positive influence on their supportive attitudes to both tourism and nature conservation,especially to the latter.This paper generally proves that human′s environmental tropism does have an influence on their attitudes to tourism and nature conservation in natural tourist destinations.
文摘Translation of public signs is related to the image of a city. It has aroused more and more concerns in recent years, for translations of these public signs are often totally wrong or inappropriate. Although many translators have pointed out all kind of mistakes, there is no guiding theory in translating public signs. According to the adaptation theory by Jef. Verschuren, the use of language is just to make continuous choices in order to adapt to the needs of communications. This scientific new research angle can explain and guide translation of public signs. The argument of this paper is how to translate Chinese public signs into English from different context. And it will be analyzed from three different ways: linguistic, communicative, dynamic dimensions.
文摘The vibration behavior of the ground and houses caused by monorail traffic is discussed in this paper. The environmental ground vibration problem discussed herein occurs in a residential area near a monorail used for public transportation, Vibrations were measured on the ground at the side of monorail piers lacing the residential area and within the affected houses. Results indicate that the vibration level in the house was 60 dB or more, a level high enough to warrant complaints, Peculiar geological and geographical features are thought to contribute to the amplification of low frequency (-10 Hz) ground vibrations to irritable levels in these homes even though a distance of≥30 m separates the residential area and the monorail.
文摘Adoption of telework in Chinese organizations is still uncommon in spite of enough penetration of ICTs into working environment. In order to explore factors that hinder telework adoption in China, this study addresses which individual or environmental factors affect people's decision to adopt telework and especially focus on the perception of and attitude toward telework (lllegems et al. 2001) as one of the key factors for telework implementation. By identifying variables that may have an impact on the attitude towards telework acceptance based on the literature reviews, the author collected the data of employees/managers from Chinese organizations through the online survey in 2014. The analyses show that there is statistically significant difference in attitude between men and women, employees and managers, and different marital status and commuting time groups. The findings suggest that China-specific cultural and environmental factors impede the adoption and/or acceptance oftelework.
文摘Answers to challenges in a changing environment highlight the need to work with a more flexible sense of geography, developing institutional reforms in delivering public services. The emerging city regions in England can be regarded as a prime test of what the need for optimal territorial scope and enhanced coordination needs. The aim of this paper is to examine the emerging new forms of territorial governance in the light of the "piecemeal" approach of reforms launched by the post-2010 Conservative Liberal Government. We argue that the creation of city-regions is an organic part of the new territorial paradigm; an important element of which is an integrated and functional approach that intersects public administrative borders. Since 2010, the uniformed regional model has been replaced by primarily ad hoc, informal, and flexible approaches. The successive governments placed the bigger cities and its hinterland at the centre of English devolution, but wished to implement them in varying forms of "deal-making" as a means of decentralization, encouraging solutions tailored to local requirements and opportunities, and retaining the fundamental characteristics of the "asymmetrical devolution". However, in terms of regional governance, the relationship between the new and old regional configurations has seen the creation of a much-debated, malleable framework which, during the process of Brexit could generate new, further interpretations, narratives, and practical solutions

文摘Urban parks composed mostly of vegetation and water bodies can effectively mitigate the urban heat island effect. Many studies have investigated the cooling effects of urban parks; however, little attention has been given to park landscape structure. Based on landscape metrics, this study has explored the influences of the park landscape structure on its inner thermal environment, taking heavily urbanized Beijing Municipality in China as the study area. Three indices, including the percentage of landscape (PLAND), landscape shape index (LSI) and aggregation index (AI), were used to measure the composition and configuration characteristics of the landscape components inside the parks. The indices were calculated for five landscape types being interpreted from Quickbird images. Urban thermal conditions were measured using the land surface temperature (LST) derived from Landsat TM images. The results showed that the park LST had a negative relationship with the park size, but no significant relationship was found with park shape. For the park's interior landscape, however, the configuration and composition characteristics of the landscape components inside the park explained 70% of the park LST variance. The area percentage of water bodies and the aggregation index of woodland were identified as the key influencing characteristics. In addition, when the composition and configuration characteristics of the park landscape components were separately considered, the configuration characteristics (LSI and A1) explained approximately 54% of the variance in park LST, which was comparable with that explained by the composition characteristics (PLAND). Thus, this study suggested that an effective and practical way for urban cooling park design is the optimization of spatial configuration of landscape components inside the park.

文摘Residents living in the cold areas such as Harbin generally experience a residence time of approximately 6 months in chilly winter without frequent natural ventilation. To find out the influence of a short period of ventilation on the indoor formaldehyde concentration inside a new building, an investigation was conducted for the instance of twice ventilation in a day through window opening. The results showed that the initial concentration of formaldehyde was 3.53 -8. 48 times as high as the concentration after 10 min ventilation. After closing the window, the indoor formaldehyde concentration increased with time and followed an exponential equation of C = C0 exp( - b * t) + ( a + Cu, ) [ 1 - exp( - b * t) ] with correlation coefficient ( R^2 ) of 0. 945 - 0. 999, based on the statistical analysis of 14 groups of measurement data. The developed equation can be used to estimate the emission rate of indoor formaldehyde sources and the air exchange rate of the test room simultaneously.
