In this paper, the origin and the present research-conditions of public participation in SEA were analyzed. And the necessity of public participation was illuminated from following three aspects: 1) the public participation in China′s SEA is a key method of gaining the public support; 2) the public participation is one important source of gaining information; 3) the public participation is a good way to overcome the obstruction in the traditional mechanism of making strategy decision. Effective public participation should be involved in the whole process of SEA, and the public participators should include the public representatives of the groups affected by environmental change, the specialists in SEA and relevant fields, persons who are interested in the strategy and media, and so on. Various methods of public participation in SEA, including the methods of obtaining information and information feedback or consultation, were discussed. Further, the function, the advantages and the disadvantages of each method were discussed in detail, too.展开更多

After the first opium war, China was forced to open the gate of the old oriental country to the world. As more treaty ports opened, the import and export of goods increased the growing trade that brought about the increased demands of shipping transportation. In the same period, British, France, America, Germany and Japan governing bodies instated various kinds of laws, regulations and other policies encouraging their national shipping companies to grab shipping market share. As a result, foreign steamship companies monopolized Chinese shipping market quickly. Faced with this situation, in 1872, the China Merchants＇ Steam Navigation Company was the fisst steamship company of China to be formed. We choose the Shanghai listed companies that adopted a diversification strategy in 2011 but realized a declined performance in 2012 as the study samples, and come to the following conclusions： （1） The macro environment will affect the implementation of the diversification strategy for some industries, such as extractive industry, wood furniture industry, rubber industry, and the building industry; （2） As to the sample of downward performance diversified companies, the shareholders＇ benefits transfer motivation is an important consideration. Further analysis shows that there are some differences in the degree of diversification, benefits transfer motivation, and the degree of income impairment when the sample is classified by corporate nature, growth stage, and firm size. The differences are more obvious in different corporate natures; and （3） A clear correlation between the management ability and the degree of income impairment is not found. Firstly, investors appeared in the press sector, later on in the electronic media. One of the first groups presented in Poland was Orkla Media. The Norwegians launched a brand new regional daily. After subsequent failure they changed the pattern of business activity. When in 2006 Mecom bought out Orkla＇s shares, a new era began. The British fund was mainly interested in making their assets more profitable. The biggest shareholder of the regional press sector, however, is still Verlagsgruppe Passau （VGP）. The German group appeared in 1993, in disguise of a Swiss company and next year took over eight regional dailies. In due course, VGP bought out a couple of more regional titles and became the leader of this sector of the market. Although the Germans were competing against the Norwegians and the Brits, they showed a different style of managing their assets. The author attempts to describe different patterns of business strategy in the press sector in Poland, examining each investor＇s behavior and the results of their efforts. The paper reiterates that the law was passed to enable the public to access certain government information, in order to ensure transparency and accountability. The FOI Act aims to make public records and information more freely available and to protect public records and information, in accordance with the public interest and protection of personal privacy. It enables citizens to hold the government accountable in the event of the misappropriation of public funds or failure to deliver public services. It also seeks to protect serving public officers against any adverse consequences from the unauthorized disclosure of certain kinds of official information, and to establish procedures for the achievement of these purposes. The Act further regulates conflicts between its provisions and those of other legislations. The paper contends that Freedom of Information is a fundamental indicator of economic development and progress, civic engagement and a properly functional democracy in every economy, describing it as a promising start in ensuring good governance and rule of law in Nigeria. The paper stresses the need for vigorous implementation of the FOI Act if the country is to make any significant breakthrough in the enthronement of good governance, transparency and accountability, adding that a strengthened FOI regime will enhance citizens＇ demand for accountability and check corruption in Nigeria.展开更多

Improving transit connectivity is one of the most vital tasks in transit-operations planning. A poor connection can cause some passengers to stop using the transit service. Service-design criteria always contain postulates to improve routing and scheduling coordination （intra- and inter-agency transfer centers/points and synchronized/timed transfers）. Ostensibly the lack of well-defined connectivity measures precludes the weighing and quantifying of the result of any coordination effort. This work provides an initial methodological framework and concepts for （1） quantifying transit connectivity measures and （2） directions and tools for detecting weak segments in inter-route and inter-modal chains （paths） for possible revisions/changes.展开更多

These deposits are concentrated at the Niger Delta region which has attracted the presence of multinational oil/gas companies to the area. This paper analyses the impact of oil and gas development on the rich biological diversity of the region and its consequences on the development of the region and the nation at large. The paper further reviews the abject poverty of the oil/gas producing communities whose source of livelihoods, fisheries resources, agricultural soils/farmlands, forests, clean water, fresh air and housing are being destroyed due to poor energy resource management. The magnitude of destruction and frustration is reflected in unending conflict and insecurity in the region leading to many shut-in productions which pose a governance challenge as the country＇s economy and development is heavily dependent on oil and gas production.展开更多
