Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards located along the belt and road bring great challenges to the success of BRI. In this framework, a 5-year international program was launched to address issues related to hazards assessment and disaster risk reduction(DRR). The first workshop of this program was held in Beijing with international experts from over 15 countries. Risk conditions on Belt and Road Countries(BRCs) have been shared and science and technology advancements on DRR have been disseminated during the workshop. Under this program, six task forces have been setup to carry out collaborative research works and three prioritized study areas have been established. This workshop announced the launching of this program which involved partners from different countries including Pakistan, Nepal, Russia, Italy, United Kingdom, Sri Lanka and Tajikistan. The program adopted the objectives of Sendai Framework for Disaster Risk Reduction 2015-2030 and United Nation Sustainable Development Goals 2030 and was implemented to assess disaster risk in BRCs and to propose suitable measures for disaster control which can be appropriate both for an individual country and for specific sites. This paper deals with the outcomes of the workshop and points out opportunities for the near future international cooperation on this matter. 展开更多

The distribution of hydrography and circulation in the eastern tropical Indian Ocean(ETIO) during April-May 2011 were analyzed using cruise observations, satellite observations, and historic hydrographic data.It was observed that warm water(>28℃) occupies the upper 50-m layer in the ETIO.Low-salinity surface water was observed at the mouth of the Bay of Bengal(BOB),which further extends to the Arabian Sea and off Sumatra via the Sri Lanka coast and the eastern bay mouth.Arabian Sea high-salinity water(ASHSW) is carried eastward along the equator to around 90°E by the equatorial undercurrent(EUC).It also runs south of Sri Lanka(north to 3°N) and in the western bay mouth(west to 87°E) but is much shallower than its counterpart at the equator. It is suggested to be the residual of the ASHSW,which intrudes into the BOB during the preceding southwest monsoon. Our results also show that,in the south of Sri Lanka, just below this subsurface high-salinity water,very-low-salinity water(about 34.8) occurs at depths of 100-200 m.Further analysis suggests that this low-salinity water comes from the BOB. 展开更多

The underpricing of initial public offerings (IPOs) is generally explained with asymmetric information and risk. We complement these traditional explanations with a new theory proposed by Ellul and Pagano (2006) where investors worry also about the after-market illiquidity that may result from asymmetric information after the IPO. The less liquid the after-market is expected to be, the larger will be the IPO underpricing. The samples are the 41 IPOs carried out between 2001-2005. The samples are 7 Shari'ah-based firms and 34 non Shariah-based firms. Shariah-based firms are those included in Jakarta Islamic Index (JII), at least one period (one semester). Regression results show that the relationship between after-market liquidity and underpricing is insignificant unless we use trading frequency as proxy for liquidity for non Shariah-based firms. 展开更多

From the beginnings of Wahabism in the 18th century to the so called Islamic State of Iraq and the Levant (ISIL, ISIS) violence has occasionally been justified in the name of Islam, which is problematic for secular and traditional scholars alike. The purpose of this study is to analyze the robust performance of equity-based sukuk in Malaysia, that is, Musharakah and Mudharabah contract. Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI), as an international standard-setting organization for Islamic finance, raised an issue that 85% issuances of Musharakah and Mudharabah sukuk have breached the shariah rulings and do not comply with Islamic principles (AAOIFI, 2002). Consequently, the performance of equity-based sukuk in Malaysia was affected. This study used a secondary data for size of issuances which are gathered from Bank Negara Malaysia (BNM)'s Bond Info website and Securities Commission (SC) website. The performance of equity-based sukuk, either Musharakah or Mudarabah, is robust in the study year period of 2000-2012 as regards their sizes of issuances. 展开更多

In this paper, the author refers to the Latin translation of the Kitab Ihsa 'al' Ulum of Al-Frabi made by Dominicus Gundissalinus in the Xllth Century in Toledo, Spain. This text under the Latin title De scientiis was one of the most influential texts of the Arab and Persian world in the western Latin Europe. It is an introductory text into all until known sciences written for students and laymen (illiterate) who want to study one of these sciences. The text of Al-Farabi discusses the seven liberal arts, all of the works on physics of Aristotle and includes some reflexions on metaphysics, political philosophy and theology. There are two important points: (1) All sciences have a theoretical and practical aspect. All sciences are sciences of principles and causes and their application to the practical world. (2) The so called prima philosophia is the political philosophy and not metaphysics. In this respect, Al-Farabi subordinates theology as a science of the religious laws to politics as a science of civil laws. In the same respect, he combines, under the famous sentence of Plato that philosophers are the governors and the very well companions of mankind, politics with theology 展开更多

The paper aims to present that concepts introduced in The Polish Peasant in Europe and America have not lost their validity They are still inspiring for analysis of contemporary migratory movements. Especially, the premise that "assimilation" of Polish migrants is not an individual but a group phenomenon can shape a scope of analysis of massive post-EU-accession emigration from Poland. The author tests adequacy of classical tools for investigation on Polish migrants in Norway. What is interesting about them is the fast increase in their number after 2004. As a consequence, they are the biggest immigrant group in this country. They have been spreading all over Norway; however, more than half of them reside in four counties (Oslo, Akershus, Rogeland, and Hordaland). Referring to the approach introduced by Thomas and Znaniecki, formation of a new Polish-Norwegian society is a process constituted by certain stages, which will be discussed in the paper below 展开更多

In some regions Ottoman women went to the courts on their own while in others they relied on male representatives to enter into transactions or litigate on their behalf. Studies treating Islamic court records as uniform in shape and content have offered conflicting conclusions about the status of women in Ottoman society. This study demonstrates that a number of geographic and temporal variations affected women's access the courts, significantly affecting their legal status in the period of 1550-1650. 展开更多

Micro-finance is providing financial services to poor people, who traditionally lack access to banking and related services. In India, the population of Muslims is about 180 million and the majority of them live below poverty line. The regions where poor Muslims are in majority are marked as negative for providing loans by the banks. Study on interest-free (Islamic) micro-finance for implementation in a country like India can be very helpful in eradicating poverty and developing micro-enterprises together with sustainable development of poor and country as a whole. The primary aim of Islamic teachings (economics) is social justice to all irrespective of caste, creed, race, colour, and religion. Due to this reason, interest (riba) is prohibited not only in Islam but also in Christianity. This paper studies an Islamic micro-finance institution (Anjuman Islahul Muslemeen) situated in Bhopal (Madhya Pradesh), India. The institution was registered in 1918 by a group of Muslims to help the poor. Today, about 98 years have passed by and all group members have changed but the organization is still growing with the aim of the well-being of poor people, not only Muslims but non-Muslims as well and is serving the humanity. 展开更多

The subject of this study is how pre-Islamic poets viewed religious beliefs and how the Arabs dealt with such beliefs in the period that preceded the emergence of Islam, known as the/ahiliyya. The study discusses Arab religious beliefs and rites, which were filled with mythical elements such as idol worship, treating some animals as sacred, and worship of the sun, plants, certain inanimate objects and birds. It describes the various stages through which these beliefs passed, from sanctification of trees and caves, through the worship of the sun and the stars, to idol worship and more. The study then proceeds to inquire into the traces of mythology to be found in Arabic poetry. It shows how humans did not only inherit their forefathers' beliefs, but also their ideas, and explains how poets were able to embody reality by means of artistic symbols that reflected such elements of their lives as emotions and objective mental states. Subsequently the study discusses the sanctity which the Arabs ascribed to some animals, and which they worshipped in the hope of obtaining a blessing, maintaining an intimacy with the animal or averting evil. Many Arabs in those days believed in the sanctity of animals, the sun, the moon and Venus, thought that trees and other p|ants possessed a spirit, and considered some animals to be deities with extraordinary powers, among them the viper, the crocodile, the bull, the gazelle and the goat. Finally, the study shows how pre-lslamic Arabic poetry can serve as a reliable document that reflects the society of the times, and how even the restricted amount of verse that has survived from those times can provide considerable information about mythical elements that go back to the remotest times. 展开更多

The specific concepts of Islamic capital market are based on transparency, accountability, and no asymmetric information. A capital market is said to be efficient with respect to an information item if the prices of securities fully impound the return implication of that item. This study has two main objectives. Firstly, for testing the efficiency of Islamic capital market which focuses on Jakarta Islamic Index (JII). Secondly, by this research finding the regulator can make a good solution to create the real Islamic capital market. This study concludes that the Islamic capital market is not efficient in information. This is proved by test, where the result for both mean adjusted model and market adjusted model shows not significant, which means that the stock price that occurred has not been able to reflect a strong relationship with the real conditions that exist within the company. The second conclusion is the magnitude of abnormal return suggests that the market still has asymmetric information that will cause the occurrence of abnormal return. This is very unfortunate because Islamic capital market should be efficient in reflecting information transparency that could create a fair price in accordance with the real condition of the company's stock issuance. 展开更多

Situated within the Cross River State of Nigeria, the Upper Cross River area covers the northern half of Cross River State comprising Ugep, Obubra, Ikom, Ogoja, and Obudu divisions. Bounded on the north by the Benue region, west by Ebonyi and Enugu states and east by the Republic of Cameroon, this unique area experienced colonial rule. Christianity established its dominance in this area during colonial times, leaving no room for Islam. However, following the 1967 to 1970 civil war, groups of Islamic traders, clerics, and businessmen started trickling into the area, and settling there. They began to spread their faith in the region hut could not establish their political presence there. Some familiarised themselves with the culture of the indigenous people, and won converts not by force, but via the proselytisation of their faith. Community leaders did not abandon the old verities which bound traditional society in the region together. The pattern was often a pragmatic choice--accepting the best of the faiths resulting in peaceful co-existence and assured social harmony in the region. Pockets of Islamic converts could be found in Ogoja, Obudu, and some strategic commercial locations in the region. Against this backdrop, the paper examines the co-existence of Islam in the Upper Cross River Region (UCRR) and the impact made economically, culturally and religiously on the peoples of the region. The research adopted secondary and primary sources of information in its methodology. It therefore established that the UCRR of Nigeria serves as an excellent example, or a convenient model for the study of mutual religious co-existence between adherents of the Islamic and other faiths in the region. 展开更多

This paper studies the Islam's impact in relation to the violence of the colonial and post-colonial state at the centre and north of Mozambique in particularly at the Zambezia and Tete Provinces. Revisiting and cross-checking sources available in the archives, especially the Mozambique Historical Archive, it is possible to determine Islam's expansion by analysing the reports of the colonial administration, interviewing the social participants of this process, and understanding the complexity of the phenomenon before and after the independence, thus enabling the rethinking of the violence, reconstruction, and reconciliation within the Mozambican society. The confrontation of the material produced by the colonial authorities in reports of the civil administration, of the so-called native business between the army and the police and the independent movements, especially the Mozambique Liberation Front (FRELIMO), suggests a clandestine operational network with initiatives of Mozambican identity affirmation under the designation of "subversive" in the colonial days. A fact worth noting: the "control" function of the Muslim communities, both in the colonial state apparatus and in the post-colonial times, as a phenomenon of continuity. 展开更多

Despite the efforts by Ministry of Education to promote Information and Communication Technology (ICT) in education in Malaysia, the Islamic education syllabus is far behind the intended plan in ICT usage in learning and teaching. Concern was raised that Islamic Studies faced the risk of being misunderstood if the lessons were taught through self-accessing method with minimal intervention from teachers. Using the Dick and Carey instructional model as a framework, an e-learning version was devised for the national Form 4 Islamic Studies syllabus, "The steps and procedures of Hajj and Umrah". The Islamic Studies textbook for national secondary schools in Malaysia was reviewed using a systematic approach, from identifying the instructional goal through to formative and summative evaluation processes. Interview sessions with students were conducted to assess the developed e-learning Islamic Studies content. A subsequent survey with students was conducted. Results from the study indicated the e-learning Islamic Studies content had the potential to help students, being easy to use, and attracting and retaining students' attention. 展开更多
