The case showed that the optimized crops planting scheme and cows breeding scheme obtained from the optimal model was reasonable with relatively preferable overall performance. In the context of meeting economic benefits and fertilizer, electricity demand, [231 287.8, 273 312.7] t of CO2 could be absorbed and fixed, which had increased by [12.94, 33.46]% compared with the feasibility scheme of case project and provided technical support for making the decision in CDM project.展开更多

Data were col-lected and analyzed with software EPI 6.0.Results: The effective response rate to the questionnairewas 100%. The results showed that more than 95% of in-formants gave correct answers to the questions about thesexual and blood-bourne transmission of HIV as well as itscontagiousness. Half of the participants were ignorant aboutmother to child transmission of HIV and did not know thatHIV couldn’t be transmitted by saliva, sweat, mosquito bites,sharing of bathtubs or toilets. More than 80% of infor-mants were opposed to blood selling and reportedly under-stood the objective of the blood organizers in their villages,knew the peak time of blood selling by the villagers, and ,were aware of the risks of diseases being spread throughblood. . 27.3% used disposable syringes ‘once in a while’,and 15.2% discarded or sold used disposable syringes.Conclusions: The authors assert that there are severe lurk-ing perils of iatrogenic cross infection in rural areas. Ruraldoctors urgently need formal training on prevention andtreatment of HIV infection. We believe that rural doctorsshould become the key force in AIDS prevention and con-trol in rural area.展开更多

The agricultural land resources of China are relatively limited because of its large population.Therefore,balancing the land use for industrialization,urbanization,and food security is a big challenge.In recent years,...The agricultural land resources of China are relatively limited because of its large population.Therefore,balancing the land use for industrialization,urbanization,and food security is a big challenge.In recent years,rural hollowing in China has resulted in numerous of abandoned rural houses,and the areas with abandoned houses need to be restored into agricultural land with effective land consolidation techniques.This study used the method of benefit-cost analysis and the data collected through field surveys conducted in Yucheng City in the northwest of Shandong Province in March 2009,to examine how hollow villages (HVs) to be created and how to solve the problem.The qualitative and quantitative analyses indicate following results.1) The situation of HVs is becoming increasingly severe under rapid industrialization and urbanization in Yucheng City.2) Poor infrastructure in rural areas and incomplete urbanization are the main factors that have led to the rural hollowing in many major rural regions of China.3) In order to resolve the problem caused by HVs and increase agricultural land,reconstructing rural communities in the countryside is necessary.4) A new mechanism in the provision of compensation funds by developed regions to the villages in less-developed regions must be established.展开更多

The evolution process and mechanism of its cultural landscape are different from those of the industrialized village. The paper focuses this theme by a case study of Qianzhai Village of Qufu City, Shangdong Province. In the case of Qianzhai Village, the evolution of its settlement has experienced three stages: mechanical expansion, sprawling expansion and hollowing, and recentralization. The land- scape evolution of residents' houses has undergone three phases: traditional quadrangle house, one-storied house and multistoried house. The evolution of its land use has experienced three stages: circled stratification, fragment and intensive use, and concentration and extensive use. We can see that the main driving factors of cultural landscape evolu- tion of agricultural village are the changes of rural population, society, economy and culture, which are influenced by the change of urban-rural relation, the national modernization process and economic development, the reform of family planning and land system, and the changes in governmental policies. In the future, the modernization, ecological trend, and individualization for residents' houses of agricultural villages in China will develop step by step. The recentralization of settlement and the scaled, sustainable, intensive land use are likely to be the trends of agricultural villages in China.展开更多
Rural development inequality is an important practical issue during the course of full establishment of a ′moderately well-off society′ in modern China,and the objective understanding and evaluation of the status an...Rural development inequality is an important practical issue during the course of full establishment of a ′moderately well-off society′ in modern China,and the objective understanding and evaluation of the status and regional inequality of rural development can provide scientific basis for ′building a new countryside′ and coordination development of rural-urban regions.Based on the county-level data of 2000,2005 and 2009,this paper examines the rural development inequality of Jilin Province in Northeast China by establishing a rural development index.The spatio-temporal dynamic patterns and domain factors are discussed by using the method of exploratory spatial data analysis and multi-regression model.The results are shown as follows.Firstly,most of the counties were in lower development level,which accounted for 58.3%,62.5% and 66.7% of the total counties in 2000,2005 and 2009,respectively.The characteristics of spatial inequality were very obvious at county level.For example,rural development level of Changchun Proper and the proper of seven prefecture-level cities were much higher than that of the surrounding regions.The counties in the eastern and northern Jilin Province were the lowest regions of rural development level,while the middle counties were the rapid growth areas in rural economy.Secondly,Moran′s I of rural development index(RDI) was 0.01,–0.16 and –0.06 in 2000,2005 and 2009,respectively,which indicated that spatial agglomeration of RDI was not obvious in Jilin Province,and took on the characteristic of random distribution.The counties of both the units and its adjacent units have higher development level(HH) were transferred from the western areas to the eastern areas,while the countries of both the units and its adjacent units have lower development level(LL) were diffused from the eastern to middle and western Jilin Province.Finally,the result of multi-regression analysis showed that the improvement of agricultural production condition,development of agricultural economics and the adjustment of industrial structure were the domain factors affecting rural development inequality of Jilin Province in the later ten years.展开更多
Rural off-farm employment,rapid loss of agricultural land,and advanced technology popularization had led agricultural production in Chinese typical rural areas come at a critical transformation and upgrade stage.Based...Rural off-farm employment,rapid loss of agricultural land,and advanced technology popularization had led agricultural production in Chinese typical rural areas come at a critical transformation and upgrade stage.Based on sample survey data gathered from 401 households in Yucheng City,Shandong Province,this paper focuses on the characteristics and mechanism of agricultural transformation in typical rural areas of the eastern China.It was found that 74.3% of households surveyed kept at least one member engaging in off-farm employment,and 57.1% looked forward to expanding the operational scale of arable land,while just 13.7% had actually transferred their agricultural land.Since growing off-farm employment does not result in the collapse of traditional subsistence agriculture,therefore,agricultural production in Yucheng City is at an incomplete transformation phase from traditional small-holder farming to modern scale economy.It is caused by both macro environments and family characteristics,while urban-rural dual structure,imperfect rural development policy and agricultural technology popularization make peasant economy strengthen upon maintenance,and small-holder farming becomes peasant's natural response owing to pluriactivity,local off-farm employment,reverse elimination,etc.In order to achieve smooth agricultural transformation of typical rural areas in the eastern China,it needs to promote professional differentiation among peasants,under clear policies adopted by central government.Providing comprehensive services for agricultural production and improving production skills and knowledge of farmers who are still living in the countryside will effectively stimulate the process of agricultural transformation.展开更多
China has promulgated a series of policies including the Western Development Program, the Grain for Green Project, agricultural support policies and building a new countryside strategy to eliminate east-west differenc...China has promulgated a series of policies including the Western Development Program, the Grain for Green Project, agricultural support policies and building a new countryside strategy to eliminate east-west differences and urban-rural disparities since the late 1990s. This paper gives a holistic examination on local responses to the four typical macro socio-economic development policies and their effects on rural system based on a case study of a mountainous village in southern Sichuan Province. The results showed that the policies have not moved the case study village from its historically marginal status. To some extent, its socio-economic situation might have been worsened by accelerated out- migration of the youth, loss of agricultural land due to afforestation and industrial plants, increased fire hazard due to afforestation and reforestation, increased environmental pollution due to industrial enterprises attracted to the village and a steep decline in agricultural production due to loss of and inefficient use of cultivated land. Factors causing local villages' dilemmas include the nonuniformity of actors' objectives, finiteness of villagers' abilities, and the imperfect incentive and restraint mechanism for local government's activities under existing policy framework composed of uncoordinated one-size-fits- all policies. We suggest that China's rural policy in the new period should gradually shift from a sectoral to a place-based one, from top-down incentives to the development of bottom-up projects, and fully recognize the diversity of rural space, so as to lift localcapacities and make good use of the knowledge shared by different actors. Moreover, it is also necessary to integrate the various sectoral policies, and improve the interministerial and interdepartmental coordination of rural policies at regional and local levels.展开更多

An evaluation index system including 18 factors was developed, and a rural development index (RDI) was constructed to evaluate rural development state in 2000, 2004, and 2008. The quantitative evaluation indicated the following results. 1) This study derived four dominating components by means of principal component analysis, which can explain 78.2% of the total information, namely agricultural production input, the basic condition of agriculture, the comparative effectiveness of grain production, and the household′s own basic conditions. 2) Since the turn of the new millennium, the rural area in the eastern coastal China has experienced a rapid development in general. Well developed, developed, moderately developed and undeveloped rural areas respectively occupied 29.32%, 22.33%, 21.91%, and 10.51% in 2008. 3) The countryside had maintained a sound momentum of developing trend between 2000 and 2008, while the rural development in the eastern coastal China lacked sustainability. And 4) industrialization, urbanization, original economic basis, and location are four major driving forces of the disparity of rural area development in the eastern coastal China. Given these results, the strategies and policies for the improvement of each rural group were put forward.展开更多

CMORPH data well estimates the precipitation features over the PRD. Compared to the surrounding rural areas, the PRD urban areas experience fewer and shorter precipitation events with a lower precipitation frequency(ratio of rainy hours, about 3 days per year less); however, short-duration heavy rain events play a more significant role over the PRD urban areas. Afternoon precipitation is much more pronounced over the PRD urban areas than the surrounding rural areas, which is probably because of the increase in short-duration heavy rain over urban areas.展开更多

Moreover, using logistic regression model, a quantitative analysis was conducted on factors influencing pluriactivity in terms of individuals, households, communities and natural environmental conditions. The results showed that, (1) only 17.77% of rural laborers in mountainous and hilly areas of Sichuan province were engaged in pluriactivity. Geographically, pluriactivity was mainly chosen according to the "proximity principle", and was concentrated in construction and service industries; (2) the following factors have a significant influence on whether rural laborers in hilly areas engage in pluriactivity: gender, number of years of education, marriage, number of laborers and time to towns. Those with little influence include: age, health, family size, arable land per capita and per capita income, whether there are elderly people over 75 years and children less than 3 years. According to the main factors affecting pluriaetivity, the government should enhance vocational skills training for rural laborers in mountainous and hilly areas, especially for female laborers, further improve transport accessibility and encourage rural laborers, especially female laborers to move into pluriactivity to increase the income of farm households.展开更多

Methods: The data about cancer incidence and mortality were provided by Huai'an Cancer Registry, China. Incidence and mortality rates, and standardized rates were calculated by age, gender, areas (urban and rural areas of Huai'an) and cancer sites. Results: The crude incidence rate for all cancer sites was 205.60/105 and the standardized incidence rate was 166.22/10. Both the crude and standardized rates were higher in urban area than in rural area for both sexes. The inci- dence rates increased in people aged 40 and over, and the peak ages of incidence were between 70-75 in both males and females. The crude mortality rate for all cancer sites was 153.88/105 and the standardized mortality rate was 122.14/105. Both the crude and standardized rates were similar in urban and rural areas for both men and women. The mortality rates were at low level under the age 50 in both sexes, but increased after the age 50, reaching the peak at the ages of 80-85 in both males and females. The top 10 most common cancer sites in rank were esophagus, stomach, lung, liver, colon-rectum, breast, pancreas, cervix uteri, brain and central nervous system, and leukemia, accounting for 87.56% of all cancers. The top 10 most leading causes of cancer death in order were cancers of esophagus, lung, liver, stomach, colon-rectum, pancreas, brain and central nervous system, leukemia, breast and lymphoma, accounting for 90.53% of all cancer deaths. Conclusion: Cancer is one kind of major diseases threatening people's health in Huai'an area, China. Cancer prevention and control should be enhanced, especially for esophageal cancer.展开更多
To analyze features of the rabies epidemic in China between 2007 and 2011, identify factors influencing the epidemic and to provide a scientific basis for further control and prevention of rabies, Descriptive epidemio...To analyze features of the rabies epidemic in China between 2007 and 2011, identify factors influencing the epidemic and to provide a scientific basis for further control and prevention of rabies, Descriptive epidemiological methods and statistical analysis was used on data collected from the National Disease Reporting Information System between 2007 to 2011 and the National Active Surveillance System between 2007 and 2010. Our analysis shows that while the number of human rabies cases decreased year by year, the number of districts reporting cases did not show significant change. The situations in Guangdong, Guangxi, Guizhou and Hunan provinces clearly improved over the period but they remain provinces with high-incidence, and consequently influence the epidemic situation of surrounding provinces and possibly the whole country. Summer and autumn were high-incidence seasons. Farmers, students and pre-school children represent the high-risk populations, and rates of cases in farmers increased, those for students decreased, and pre-school children remained unchanged. Provinces with active surveillance programs reported a total of 2346 individual cases, of which 88.53% were associated with canines. Postexposure prophylaxis (PEP) of rabies cases was not significantly improved, whereas PEP in post-exposure population was good. In rural regions of China, canine density was reduced somewhat, and the immunization rate increased slightly. Finally we show that while the epidemic decreased 2007 to 2011 in China, cases continued to be diffused in certain regions. Lack of standardization of PEP on rabies eases was the main reason of morbidity. The high density and low immunization of dog in rural areas and the defective situation of PEP are still continuous occurrences in China and remain a cause for concern.展开更多

To improve such limited understanding, we mainly investigated the spatial patterns and influencing factors of rural poverty(indicated by poor population and poverty incidence) at three different administrative levels in the Liupan Mountain Region, one of the fourteen poorest regions in China. Our results show that from a global perspective, poor areas are clustered significantly at the county-, township-, and village-level, and more greatly at a lower level. Locally, there is spatial mismatch among poverty hotspots detected not only by the same indicator at different levels but also by different indicators at the same level. A scale effect can be found in the influencing factors of rural poverty. That is, the number of significant factors increases, but the degree of their association with poverty incidence decreases at a lower level. Such scale effect indicates that poverty incidence at lower levels may be affected by more complex factors, including not only the new local ones but also the already appeared non-local ones at higher levels. However, the natural conditions tend to play a scale-independent role to poverty incidence. In response to such scale-dependent patterns and factors, anti-poverty policies can be 1) a multilevel monitoring system to reduce incomplete or even misleading single-level information and understanding; 2) the village-based targeting strategy to increase the targeting efficiency and alleviate the mentioned spatial mismatch; 3) more flexible strategies responding to the local impoverishing factors, and 4) different task emphasises for multilevel policymakers to achieve the common goal of poverty reduction.展开更多

Differentiation in rural household behaviors and their consciousness in land use activities is widespread in rural China nowadays. It is important to understand the changing characteristics and laws of land use behaviors of rural households driven by their consciousness, so as to regulate their land use activities. In most empirical studies of land use change at rural household level, the land use consciousness, which acts directly on land use behaviors, is often neglected. In our research, the changes of land use behaviors of rural households are analyzed, through identifying how the land use consciousness affect the land use objectives, land management scales and land inputs of all the rural households in Bailin Village of Chongqing Municipality in the western mountainous China. Also, how the land use consciousness of different rural households comes into being under external stimuli is examined and the self-adjustment process of their consciousness according to their own conditions is also discussed. Finally, broad policy instruments are suggested to promote the rationalization of rural households′ land use consciousness and the standardization of their land use behaviors.展开更多
The evolution of networks in rural industrial clusters,in particular in the context of China has been paid more attention to in the world.Applying the theory and techniques of social network analysis (SNA),this study ...The evolution of networks in rural industrial clusters,in particular in the context of China has been paid more attention to in the world.Applying the theory and techniques of social network analysis (SNA),this study is with particular regard to the business network relationships and their evolutionary dynamics of steel measuring tape manufacturing clustered in Nanzhuang Village,Yucheng County of Henan Province,China,which is important for better understanding the industrial and regional development in less developed rural areas.From data collected by comprehensive questionnaire survey in 2002 and mass interviews with 60 enterprises and assembling families and several government authorities in 2002,2003,2004,2005 and 2008,four types of networks are identified: spin-off,consulting,communication and cooperative.The characteristic of these networks is outlined in detail.Compared with the high-tech clusters of typical developed areas,the networks that have evolved in traditional manufacturing clusters are more affected by emotive linkages.The cluster networks are shown to exhibit a polycentric hierarchical structure.The family relationships are the dominate spin-off channels of enterprises,while the supply and demand relationships and the mobility of the skilled workers are also important paths of network learning,and the cooperation relationships are comparatively stable.Besides the root enterprises,the middle-sized enterprises are comparatively more active than small-sized enterprises,and the intermediary agencies and the service institutions act as bridges of the inter-enterprises cooperation.By analysis of the structure of networks and the interactions between the networks,the four stages of network evolution are also identified.The four stages are dominated by the family networks,the internal division production networks,the local innovation networks and the global supply networks respectively,and they play different roles in cluster development.展开更多

This strategy is ...Backgrounds ST-elevation myocardial infarction (STEMI) guidelines recommend reperfusion by primary percutaneous coronary in- tervention (PCI) ≤ 90 min from time of first medical contact (FMC). This strategy is challenging in rural areas lacking a nearby PCI-capable hospital. Recommended reperfusion times can be achieved for STEMI patients presenting in rural areas without a nearby PCI-capable hospital by ground transportation to a central PCI-capable hospital by use of protocol-driven emergency medical service (EMS) STEMI field triage protocol. Methods Sixty STEMI patients directly transported by EMS from three rural counties (Nassau, Camden and Charlton Counties) within a 50-mile radius of University of Florida Health-Jacksonville (UFHJ) from 01/01/2009 to 12/31/2013 were identified from its PCI registry. The STEMI field triage protocol incorporated three elements: (1) a cooperative agreement between each of the rural emergency medical service (EMS) agency and UFHJ; (2) performance of a pre-hospital ECG to facilitate STEMI identification and laboratory activation; and (3) direct transfer by ground transportation to the UFHJ cardiac catheterization laboratory. FMC-to-device (FMC2D), door-to-device (D2D), and transit times, the day of week, time of day, and EMS shift times were recorded, and odds ratio (OR) of achieving FMC2D times was calculated. Results FMC2D times were shorter for in-state STEMIs (81 ± 17 vs. 87± 19 min), but D2D times were similar (37 ± 18 vs. 39 ± 21 min). FMC2D 〈 90 min were achieved in 82.7% in-state STEMIs compared to 52.2% for out-of-state STEMIs (OR = 4.4, 95% CI: 1.24-15.57; P = 0.018). FMC2D times were homogenous after adjusting for weekday vs. weekend, EMS shift times. Nine patients did not meet FMC2D ≤ 90 min. Six were within 10 min of target; all patient achieved FMC2D 〈 120 min. Conclusions Guideline-compliant FMC2D ≤90 min is achievable for rural STEMI patients within a 50 mile radius of a PCI-capable hospital by use of protocol-driven EMS ground transportation. As all patients achieved a FMC2D time 〈 120 min, bypass of non-PCI capable hospitals may be reasonable in this situation.展开更多

Data were col-lected and analyzed with software EPI 6.0.Results: The effective response rate to the questionnairewas 100%. The results showed that more than 95% of in-formants gave correct answers to the questions about thesexual and blood-bourne transmission of HIV as well as itscontagiousness. Half of the participants were ignorant aboutmother to child transmission of HIV and did not know thatHIV couldn’t be transmitted by saliva, sweat, mosquito bites,sharing of bathtubs or toilets. More than 80% of infor-mants were opposed to blood selling and reportedly under-stood the objective of the blood organizers in their villages,knew the peak time of blood selling by the villagers, and ,were aware of the risks of diseases being spread throughblood. . 27.3% used disposable syringes ‘once in a while’,and 15.2% discarded or sold used disposable syringes.Conclusions: The authors assert that there are severe lurk-ing perils of iatrogenic cross infection in rural areas. Ruraldoctors urgently need formal training on prevention andtreatment of HIV infection. We believe that rural doctorsshould become the key force in AIDS prevention and con-trol in rural area.

文摘The agricultural land resources of China are relatively limited because of its large population.Therefore,balancing the land use for industrialization,urbanization,and food security is a big challenge.In recent years,rural hollowing in China has resulted in numerous of abandoned rural houses,and the areas with abandoned houses need to be restored into agricultural land with effective land consolidation techniques.This study used the method of benefit-cost analysis and the data collected through field surveys conducted in Yucheng City in the northwest of Shandong Province in March 2009,to examine how hollow villages (HVs) to be created and how to solve the problem.The qualitative and quantitative analyses indicate following results.1) The situation of HVs is becoming increasingly severe under rapid industrialization and urbanization in Yucheng City.2) Poor infrastructure in rural areas and incomplete urbanization are the main factors that have led to the rural hollowing in many major rural regions of China.3) In order to resolve the problem caused by HVs and increase agricultural land,reconstructing rural communities in the countryside is necessary.4) A new mechanism in the provision of compensation funds by developed regions to the villages in less-developed regions must be established.

文摘Agricultural village is an important rural type in China. The evolution process and mechanism of its cultural landscape are different from those of the industrialized village. The paper focuses this theme by a case study of Qianzhai Village of Qufu City, Shangdong Province. In the case of Qianzhai Village, the evolution of its settlement has experienced three stages: mechanical expansion, sprawling expansion and hollowing, and recentralization. The land- scape evolution of residents' houses has undergone three phases: traditional quadrangle house, one-storied house and multistoried house. The evolution of its land use has experienced three stages: circled stratification, fragment and intensive use, and concentration and extensive use. We can see that the main driving factors of cultural landscape evolu- tion of agricultural village are the changes of rural population, society, economy and culture, which are influenced by the change of urban-rural relation, the national modernization process and economic development, the reform of family planning and land system, and the changes in governmental policies. In the future, the modernization, ecological trend, and individualization for residents' houses of agricultural villages in China will develop step by step. The recentralization of settlement and the scaled, sustainable, intensive land use are likely to be the trends of agricultural villages in China.

文摘Rural development inequality is an important practical issue during the course of full establishment of a ′moderately well-off society′ in modern China,and the objective understanding and evaluation of the status and regional inequality of rural development can provide scientific basis for ′building a new countryside′ and coordination development of rural-urban regions.Based on the county-level data of 2000,2005 and 2009,this paper examines the rural development inequality of Jilin Province in Northeast China by establishing a rural development index.The spatio-temporal dynamic patterns and domain factors are discussed by using the method of exploratory spatial data analysis and multi-regression model.The results are shown as follows.Firstly,most of the counties were in lower development level,which accounted for 58.3%,62.5% and 66.7% of the total counties in 2000,2005 and 2009,respectively.The characteristics of spatial inequality were very obvious at county level.For example,rural development level of Changchun Proper and the proper of seven prefecture-level cities were much higher than that of the surrounding regions.The counties in the eastern and northern Jilin Province were the lowest regions of rural development level,while the middle counties were the rapid growth areas in rural economy.Secondly,Moran′s I of rural development index(RDI) was 0.01,–0.16 and –0.06 in 2000,2005 and 2009,respectively,which indicated that spatial agglomeration of RDI was not obvious in Jilin Province,and took on the characteristic of random distribution.The counties of both the units and its adjacent units have higher development level(HH) were transferred from the western areas to the eastern areas,while the countries of both the units and its adjacent units have lower development level(LL) were diffused from the eastern to middle and western Jilin Province.Finally,the result of multi-regression analysis showed that the improvement of agricultural production condition,development of agricultural economics and the adjustment of industrial structure were the domain factors affecting rural development inequality of Jilin Province in the later ten years.

文摘Rural off-farm employment,rapid loss of agricultural land,and advanced technology popularization had led agricultural production in Chinese typical rural areas come at a critical transformation and upgrade stage.Based on sample survey data gathered from 401 households in Yucheng City,Shandong Province,this paper focuses on the characteristics and mechanism of agricultural transformation in typical rural areas of the eastern China.It was found that 74.3% of households surveyed kept at least one member engaging in off-farm employment,and 57.1% looked forward to expanding the operational scale of arable land,while just 13.7% had actually transferred their agricultural land.Since growing off-farm employment does not result in the collapse of traditional subsistence agriculture,therefore,agricultural production in Yucheng City is at an incomplete transformation phase from traditional small-holder farming to modern scale economy.It is caused by both macro environments and family characteristics,while urban-rural dual structure,imperfect rural development policy and agricultural technology popularization make peasant economy strengthen upon maintenance,and small-holder farming becomes peasant's natural response owing to pluriactivity,local off-farm employment,reverse elimination,etc.In order to achieve smooth agricultural transformation of typical rural areas in the eastern China,it needs to promote professional differentiation among peasants,under clear policies adopted by central government.Providing comprehensive services for agricultural production and improving production skills and knowledge of farmers who are still living in the countryside will effectively stimulate the process of agricultural transformation.

文摘China has promulgated a series of policies including the Western Development Program, the Grain for Green Project, agricultural support policies and building a new countryside strategy to eliminate east-west differences and urban-rural disparities since the late 1990s. This paper gives a holistic examination on local responses to the four typical macro socio-economic development policies and their effects on rural system based on a case study of a mountainous village in southern Sichuan Province. The results showed that the policies have not moved the case study village from its historically marginal status. To some extent, its socio-economic situation might have been worsened by accelerated out- migration of the youth, loss of agricultural land due to afforestation and industrial plants, increased fire hazard due to afforestation and reforestation, increased environmental pollution due to industrial enterprises attracted to the village and a steep decline in agricultural production due to loss of and inefficient use of cultivated land. Factors causing local villages' dilemmas include the nonuniformity of actors' objectives, finiteness of villagers' abilities, and the imperfect incentive and restraint mechanism for local government's activities under existing policy framework composed of uncoordinated one-size-fits- all policies. We suggest that China's rural policy in the new period should gradually shift from a sectoral to a place-based one, from top-down incentives to the development of bottom-up projects, and fully recognize the diversity of rural space, so as to lift localcapacities and make good use of the knowledge shared by different actors. Moreover, it is also necessary to integrate the various sectoral policies, and improve the interministerial and interdepartmental coordination of rural policies at regional and local levels.

文摘The aim of this study is to evaluate the current state of rural area development at the county level in the eastern coastal China. An evaluation index system including 18 factors was developed, and a rural development index (RDI) was constructed to evaluate rural development state in 2000, 2004, and 2008. The quantitative evaluation indicated the following results. 1) This study derived four dominating components by means of principal component analysis, which can explain 78.2% of the total information, namely agricultural production input, the basic condition of agriculture, the comparative effectiveness of grain production, and the household′s own basic conditions. 2) Since the turn of the new millennium, the rural area in the eastern coastal China has experienced a rapid development in general. Well developed, developed, moderately developed and undeveloped rural areas respectively occupied 29.32%, 22.33%, 21.91%, and 10.51% in 2008. 3) The countryside had maintained a sound momentum of developing trend between 2000 and 2008, while the rural development in the eastern coastal China lacked sustainability. And 4) industrialization, urbanization, original economic basis, and location are four major driving forces of the disparity of rural area development in the eastern coastal China. Given these results, the strategies and policies for the improvement of each rural group were put forward.

文摘Based on the satellite data from the Climate Prediction Center morphing(CMORPH) at very high spatial and temporal resolution, the effects of urbanization on precipitation were assessed over the Pearl River Delta(PRD) metropolitan regions of China. CMORPH data well estimates the precipitation features over the PRD. Compared to the surrounding rural areas, the PRD urban areas experience fewer and shorter precipitation events with a lower precipitation frequency(ratio of rainy hours, about 3 days per year less); however, short-duration heavy rain events play a more significant role over the PRD urban areas. Afternoon precipitation is much more pronounced over the PRD urban areas than the surrounding rural areas, which is probably because of the increase in short-duration heavy rain over urban areas.

文摘In this study, the current situation of pluriactivity in mountainous and hilly rural areas of Sichuan province was analyzed using representative sample survey data and natural factor data calculated based on 30 m-resolution DEM and GIS. Moreover, using logistic regression model, a quantitative analysis was conducted on factors influencing pluriactivity in terms of individuals, households, communities and natural environmental conditions. The results showed that, (1) only 17.77% of rural laborers in mountainous and hilly areas of Sichuan province were engaged in pluriactivity. Geographically, pluriactivity was mainly chosen according to the "proximity principle", and was concentrated in construction and service industries; (2) the following factors have a significant influence on whether rural laborers in hilly areas engage in pluriactivity: gender, number of years of education, marriage, number of laborers and time to towns. Those with little influence include: age, health, family size, arable land per capita and per capita income, whether there are elderly people over 75 years and children less than 3 years. According to the main factors affecting pluriaetivity, the government should enhance vocational skills training for rural laborers in mountainous and hilly areas, especially for female laborers, further improve transport accessibility and encourage rural laborers, especially female laborers to move into pluriactivity to increase the income of farm households.

文摘Objective: The aim of the study was to investigate the cancer incidence and mortality in Huai'an area, China, from 2009 to 2011. Methods: The data about cancer incidence and mortality were provided by Huai'an Cancer Registry, China. Incidence and mortality rates, and standardized rates were calculated by age, gender, areas (urban and rural areas of Huai'an) and cancer sites. Results: The crude incidence rate for all cancer sites was 205.60/105 and the standardized incidence rate was 166.22/10. Both the crude and standardized rates were higher in urban area than in rural area for both sexes. The inci- dence rates increased in people aged 40 and over, and the peak ages of incidence were between 70-75 in both males and females. The crude mortality rate for all cancer sites was 153.88/105 and the standardized mortality rate was 122.14/105. Both the crude and standardized rates were similar in urban and rural areas for both men and women. The mortality rates were at low level under the age 50 in both sexes, but increased after the age 50, reaching the peak at the ages of 80-85 in both males and females. The top 10 most common cancer sites in rank were esophagus, stomach, lung, liver, colon-rectum, breast, pancreas, cervix uteri, brain and central nervous system, and leukemia, accounting for 87.56% of all cancers. The top 10 most leading causes of cancer death in order were cancers of esophagus, lung, liver, stomach, colon-rectum, pancreas, brain and central nervous system, leukemia, breast and lymphoma, accounting for 90.53% of all cancer deaths. Conclusion: Cancer is one kind of major diseases threatening people's health in Huai'an area, China. Cancer prevention and control should be enhanced, especially for esophageal cancer.

文摘To analyze features of the rabies epidemic in China between 2007 and 2011, identify factors influencing the epidemic and to provide a scientific basis for further control and prevention of rabies, Descriptive epidemiological methods and statistical analysis was used on data collected from the National Disease Reporting Information System between 2007 to 2011 and the National Active Surveillance System between 2007 and 2010. Our analysis shows that while the number of human rabies cases decreased year by year, the number of districts reporting cases did not show significant change. The situations in Guangdong, Guangxi, Guizhou and Hunan provinces clearly improved over the period but they remain provinces with high-incidence, and consequently influence the epidemic situation of surrounding provinces and possibly the whole country. Summer and autumn were high-incidence seasons. Farmers, students and pre-school children represent the high-risk populations, and rates of cases in farmers increased, those for students decreased, and pre-school children remained unchanged. Provinces with active surveillance programs reported a total of 2346 individual cases, of which 88.53% were associated with canines. Postexposure prophylaxis (PEP) of rabies cases was not significantly improved, whereas PEP in post-exposure population was good. In rural regions of China, canine density was reduced somewhat, and the immunization rate increased slightly. Finally we show that while the epidemic decreased 2007 to 2011 in China, cases continued to be diffused in certain regions. Lack of standardization of PEP on rabies eases was the main reason of morbidity. The high density and low immunization of dog in rural areas and the defective situation of PEP are still continuous occurrences in China and remain a cause for concern.

文摘The important role of spatial scale in exploring the geography of poverty as well as its policy implications has been noticed but with limited knowledge. To improve such limited understanding, we mainly investigated the spatial patterns and influencing factors of rural poverty(indicated by poor population and poverty incidence) at three different administrative levels in the Liupan Mountain Region, one of the fourteen poorest regions in China. Our results show that from a global perspective, poor areas are clustered significantly at the county-, township-, and village-level, and more greatly at a lower level. Locally, there is spatial mismatch among poverty hotspots detected not only by the same indicator at different levels but also by different indicators at the same level. A scale effect can be found in the influencing factors of rural poverty. That is, the number of significant factors increases, but the degree of their association with poverty incidence decreases at a lower level. Such scale effect indicates that poverty incidence at lower levels may be affected by more complex factors, including not only the new local ones but also the already appeared non-local ones at higher levels. However, the natural conditions tend to play a scale-independent role to poverty incidence. In response to such scale-dependent patterns and factors, anti-poverty policies can be 1) a multilevel monitoring system to reduce incomplete or even misleading single-level information and understanding; 2) the village-based targeting strategy to increase the targeting efficiency and alleviate the mentioned spatial mismatch; 3) more flexible strategies responding to the local impoverishing factors, and 4) different task emphasises for multilevel policymakers to achieve the common goal of poverty reduction.

文摘What rural households think and what kind of strategies they take, the basic driving force in land use activities, contribute greatly to the increase of their own revenues, the development of agricultural yields, and even the prosperity of rural areas. Differentiation in rural household behaviors and their consciousness in land use activities is widespread in rural China nowadays. It is important to understand the changing characteristics and laws of land use behaviors of rural households driven by their consciousness, so as to regulate their land use activities. In most empirical studies of land use change at rural household level, the land use consciousness, which acts directly on land use behaviors, is often neglected. In our research, the changes of land use behaviors of rural households are analyzed, through identifying how the land use consciousness affect the land use objectives, land management scales and land inputs of all the rural households in Bailin Village of Chongqing Municipality in the western mountainous China. Also, how the land use consciousness of different rural households comes into being under external stimuli is examined and the self-adjustment process of their consciousness according to their own conditions is also discussed. Finally, broad policy instruments are suggested to promote the rationalization of rural households′ land use consciousness and the standardization of their land use behaviors.

文摘The evolution of networks in rural industrial clusters,in particular in the context of China has been paid more attention to in the world.Applying the theory and techniques of social network analysis (SNA),this study is with particular regard to the business network relationships and their evolutionary dynamics of steel measuring tape manufacturing clustered in Nanzhuang Village,Yucheng County of Henan Province,China,which is important for better understanding the industrial and regional development in less developed rural areas.From data collected by comprehensive questionnaire survey in 2002 and mass interviews with 60 enterprises and assembling families and several government authorities in 2002,2003,2004,2005 and 2008,four types of networks are identified: spin-off,consulting,communication and cooperative.The characteristic of these networks is outlined in detail.Compared with the high-tech clusters of typical developed areas,the networks that have evolved in traditional manufacturing clusters are more affected by emotive linkages.The cluster networks are shown to exhibit a polycentric hierarchical structure.The family relationships are the dominate spin-off channels of enterprises,while the supply and demand relationships and the mobility of the skilled workers are also important paths of network learning,and the cooperation relationships are comparatively stable.Besides the root enterprises,the middle-sized enterprises are comparatively more active than small-sized enterprises,and the intermediary agencies and the service institutions act as bridges of the inter-enterprises cooperation.By analysis of the structure of networks and the interactions between the networks,the four stages of network evolution are also identified.The four stages are dominated by the family networks,the internal division production networks,the local innovation networks and the global supply networks respectively,and they play different roles in cluster development.
文摘Backgrounds ST-elevation myocardial infarction (STEMI) guidelines recommend reperfusion by primary percutaneous coronary in- tervention (PCI) ≤ 90 min from time of first medical contact (FMC). This strategy is challenging in rural areas lacking a nearby PCI-capable hospital. Recommended reperfusion times can be achieved for STEMI patients presenting in rural areas without a nearby PCI-capable hospital by ground transportation to a central PCI-capable hospital by use of protocol-driven emergency medical service (EMS) STEMI field triage protocol. Methods Sixty STEMI patients directly transported by EMS from three rural counties (Nassau, Camden and Charlton Counties) within a 50-mile radius of University of Florida Health-Jacksonville (UFHJ) from 01/01/2009 to 12/31/2013 were identified from its PCI registry. The STEMI field triage protocol incorporated three elements: (1) a cooperative agreement between each of the rural emergency medical service (EMS) agency and UFHJ; (2) performance of a pre-hospital ECG to facilitate STEMI identification and laboratory activation; and (3) direct transfer by ground transportation to the UFHJ cardiac catheterization laboratory. FMC-to-device (FMC2D), door-to-device (D2D), and transit times, the day of week, time of day, and EMS shift times were recorded, and odds ratio (OR) of achieving FMC2D times was calculated. Results FMC2D times were shorter for in-state STEMIs (81 ± 17 vs. 87± 19 min), but D2D times were similar (37 ± 18 vs. 39 ± 21 min). FMC2D 〈 90 min were achieved in 82.7% in-state STEMIs compared to 52.2% for out-of-state STEMIs (OR = 4.4, 95% CI: 1.24-15.57; P = 0.018). FMC2D times were homogenous after adjusting for weekday vs. weekend, EMS shift times. Nine patients did not meet FMC2D ≤ 90 min. Six were within 10 min of target; all patient achieved FMC2D 〈 120 min. Conclusions Guideline-compliant FMC2D ≤90 min is achievable for rural STEMI patients within a 50 mile radius of a PCI-capable hospital by use of protocol-driven EMS ground transportation. As all patients achieved a FMC2D time 〈 120 min, bypass of non-PCI capable hospitals may be reasonable in this situation.
