传统的卫生经济性评价主要侧重于“效率(efficiency)”最大化,对“公平(equity)”因素的定量考量较为不足。为在传统经济性评价的基础上进一步定量评价不同公平性因素,引入公平性信息的经济性评价方法体系逐渐发展起来。本文梳理总结了... 传统的卫生经济性评价主要侧重于“效率(efficiency)”最大化,对“公平(equity)”因素的定量考量较为不足。为在传统经济性评价的基础上进一步定量评价不同公平性因素,引入公平性信息的经济性评价方法体系逐渐发展起来。本文梳理总结了5种将公平性考量纳入经济性评价的方法,其中对应用比较广泛的公平加权法、分布式成本-效果分析和扩展成本-效果分析3种方法进行了详细介绍,包括基本理念、数据需求、优缺点等。引入公平性信息的经济性评价方法将为决策者定量权衡医疗资源配置的“效率最大化”和“分配公平”提供有效工具,在我国具有较好的发展前景,但缺乏相关基础数据是当前限制此类方法实践应用的主要挑战之一,也是未来相关领域研究者需要突破的研究壁垒。 展开更多

Corrosion test data were measured using non-destructive electrochemical techniques and analysed for studying inhibition effectiveness by different concentrations of NazCr207 on the corrosion of concrete steel-rehar in NaC1 and in H2SO4 media. For these, specifications of ASTM G16-95 R04 were combined with the normal and the Gumbel probability density functions as model analytical methods for addressing issues of conflicting reports of inhibitor effectiveness that had generated concerns. Results show that reinforced concrete samples admixed with concentrations having 4 g (0.012 7 tool), 8 g (0.025 4 mol) and 6 g (0.019 l tool) NaaCr207 exhibited, in that order, high inhibition effectiveness, with respective efficiency, r/, of (90.46±1.30)%, (88.41+2.24)% and (84.87±4.74)%, in the NaC1 medium. These exhibit good agreements within replicates and statistical methods for the samples. Also, optimal inhibition effectiveness model in the H2SO4 medium was exhibited by 8 g (0.025 4 mol) Na2Cr207 concentration having r/=(78.44±1.10)%. These bear implications for addressing conflicting test data in the study of effective inhibitors for mitigating steel-rebar corrosion in aggressive environments. 展开更多

Gaussian models without intermittency are extensively used in estimating the effect of turbulence,but italso brings some puzzles,for example the observed pulse shape that disagrees with the result of the standard theoryof interstellar scintillations.Indeed the property of intermittency is inherent in turbulence,i.e.,all the quantities thatcharacterize it suffer from strong fluctuations.So it is necessary to consider turbulent intermittency in many applications.In this paper we propose a non-Gaussian phase screen,which obeys log-Poisson statistics,and also offers the correspondingpoint spread function(PSF).These results describe that intermittency leads to the more extent and different directionaldistribution of PSF.Theoretical analysis is made under the hypothesis of the phase difference satisfying log-Poissonstatistics,and the average point spread function,which accord qualitatively with the result of the above generated phasescreen,is derived. 展开更多

This paper focused on the task of reducing power consumption and improving energy efficiency in the technological process of distribution liquid feeds in a pigsty. The liquid feeds in a pigsty are distributed to the stables via pipelines. A centrifugal pump driven by an electric motor is used to supply the liquid feed and to move it through the pipeline. The electric motor is the major electric energy consumer in the process. As shown by experimental data and as following the theory, there is a non-linear relation between the electric motor power, the pump throughput and feed humidity. The purpose of the paper is to calculate such an optimal value of the electric motor power that provides the minimal energy consumption on the process of feed distribution. The problem is solved by the Lagrange multiplier method of nonlinear mathematical programming, taking into account geometrical parameters of the pipeline, humidity and portions volumes of distributed feed. The energy saving effect is estimated and reducing power consumption is shown. 展开更多

Health risk of whole body vibration in mining trucks during various operational conditions

In this work, the... Mining machineries are generally exposed to intensive vibrations in harsh mining environment. If vibrations are beyond the tolerable limit, the machine and its operator health will be under the risk. In this work, the vibration of a mining truck at different operational conditions are simulated and discussed. To achieve this aim, three haul roads with low, medium and poor qualities are considered based on the ISO standard. Accordingly, the vibration of a mining truck in different speeds, payload and distribution qualities of materials in the dump body are evaluated in each haul road quality using Trucksim software. The simulation results with statistical discussions indicate that the truck speed and the materials distribution quality have significant effects on the root mean square(RMS) of vertical vibrations. However, the effect of the payload is not considerable on the RMS. Moreover, the accumulation of materials on the rear side of the truck dump body is efficient on the vibrational health risk. 展开更多
