The paper analyzes reasons for the poor performance of Pakistani public service provision. International development doctrines pertaining to governance are based on accountable to the governments and effective bureaucracy. This study explores the formation of the Pakistani state and civil service and its role in the implementation of government policies. Irrespective of the system of governance followed across different nations, the presence, and functioning of a bureaucratic set-up is crucial to manage and administer the state. However, in Pakistan there has been an egregious failure of the bureaucratic set-up to achieve this vision. This study explores the reasons why based on Weberian sociological theory affirming that the main characteristic of bureaucracy is espirit de corps, doing things for the good of the institution (i.e., civil service) even if goes against the public interest. This study analyzes such orientation in the context of a major developing state, Pakistan. The essential principal function of bureaucracy is to honestly and sincerely implement the government policies on behalf of the people. The government provides representation of the national interest, mainly when democratically elected, while the bureaucracy provides skills and know-how; the latter is liable to the former, but often not directly to the public. Thus, bureaucrats are usually known as “civil servants”, who provide continuity in governance and daily life, despite the vagaries of changes in government. This is a qualitative research entirely based on literature survey from library data collected from books and articles.展开更多

Management of road transport companies is, in this turbulent environment, exposed to many technical, legislative, and economic problems. Especially, the growing economic pressure leads to an urgent requirement of the manager and control system improvement. Activity-based costing (ABC) method is a very powerful tool to improve products, services, processes, and market strategies. ABC allows company management to understand what causes costs and how to manage them. Company under this scheme may get a glimpse of how efficiently a company converts the source value. The main objective of our research was to assess the possibility of application of the ABC method in a transport undertaking. ABC method as a fundamentally different view on the cost in the transport business helps to find the reasons of cost and thereby influences their levels to make better use of resources.. New managerial accounting methods aim to show management what information is needed, how and where this information can be obtained, and how they can be useful for the management of the company's proper planning, decision-making, and control. Information provided by management accounting is often a key factor in the analysis of alternative ways of solving problems. This article focuses on the transport enterprise management and helps to decide on the use of this method in business practice.展开更多
Facing challenges of population decline and fiscal austerity,Japan has implemented a series of initiatives to promote public-private partnerships(PPP)to ensure the sustainability of urban parks and revitalize urban sp...Facing challenges of population decline and fiscal austerity,Japan has implemented a series of initiatives to promote public-private partnerships(PPP)to ensure the sustainability of urban parks and revitalize urban spaces.These initiatives,while alleviating the government’s financial burdens on parks,have also raised concerns about the potential erosion of publicness and public interests resulted from the commercialization of public assets.This paper reviews the evolution of Japan’s urban park management system after World War II—including three phases of being purely public goods,initiating marketization,and diversifying management entities.The functions of parks have continuously enriched,and the construction,management,and operational modes have shifted from government-led towards multi-stakeholder participation,along with expanded funding sources.By examining the PPP types,driving forces,implementation mechanisms and challenges in urban park management,this paper points out that,in different eras and social contexts,the Japanese government has kept adjusting its role to maximize public interests.This has proactively updated the implications of publicness in infrastructure like urban parks,from a post-war opposite of publicness versus privateness on ownership,to the participation of private capital for a higher efficiency,and finally to a community for a stronger regional competitiveness.The reforms of urban park management system in Japan offer significant lessons and insights for urban infrastructure management in other countries and regions.展开更多
OBJECTIVE: To better understand the working mechanism of acupuncture, we investigated the skin electrical impedance distribution around acupoints, and the impedance changes at 12 original acupoints bilaterally after b...OBJECTIVE: To better understand the working mechanism of acupuncture, we investigated the skin electrical impedance distribution around acupoints, and the impedance changes at 12 original acupoints bilaterally after bending the limbs.METHODS: We measured the skin electrical impedance in three study subjects in the frequency range of 40 to 10 k Hz using the four-electrode method with a sharp probe and a large reference electrode.A measurement matrix of 7 mm × 7 mm with spacing of 2.0(or 3.0) mm was measured to obtain 2 D impedance mapping of acupoints. The impedance spectra of 12 original acupoints were measured at the 0° position and the 90° position.RESULTS: The electrical impedance of some acupoints, such as Yangchi(TE 4), was 16 times lower than that of the surrounding area, showing a recognizable small central area of low impedance with a diameter of less than 4 mm. In contrast, other acupoints, such as Laogong(PC 8), had an electrical impedance that was not significantly different from that of the surrounding area. When the limb was bent from a straight position(0o) to a vertical position(90o), the electrical impedance of the 12 original acupoints showed varied trends, either increasing or decreasing by a factor of up to ten times, or remaining at the same level.CONCLUSION: Not all acupoints tested show the property of low impedance, which might be related to the varied depth of the openings of superficial collaterals. The unexpected dependence of acupoint impedance on limb angle is a novel discovery, which implies that the channel paths are located in interstitial structures in the limbs. It might be possible to determine an optimized limb position for each particular acupuncture treatment in clinical practice.展开更多
