The EU is a multi-state grouping of economically developed democratic countries, while China is a unitary sovereign state and a developing economy with a strong government bureaucracy. Our hypothesis is that given their diverse political systems, the EU and China would develop different kinds of systems for the governance of adaptation to climate change. We test this hypothesis through a comparative analysis of policy documents from the two study areas, in which we examine framework policies, programmatic actions and specific actions that have been adopted to date in order to address climate change, with a specific focus on the water sector. We find that climate change adaptation began to be addressed through formal policy on a similar timeline in the two regions. The EU and China are also similar in that they use framework laws and existing sectoral policy, such as for the water sector. We find that the EU has primarily relied on integration of climate change adaptation concerns through legal instruments which set a framework for implementation of adaptation policy. In China, specific actions to be incorporated in socio-economic development plans under the existing legislation on adaptation have been the main mode for integrating adaptation into sectoral actions, though the future trend may be to develop more regulations.展开更多

Adopting the contrastive analysis to introduce briefly the long-term care insurance system in German, Japan and America for our learning. Therefore, China's long-term care insurance system could not totally indiscriminately imitate the mandatory long-term care insurance system in German and Japan, it also could not copy the business model of nursing insurance system in America. The conclusion is that long-term care insurance system in China should use the experience of developed countries based on the basic national conditions, doing some relative works, such as establishing policies and regulations, strengthening personnel training, and improving the market specification.展开更多

This paper first expounds on the relationship among...From the view of system theory, modern agriculture in a region embodies elements conformity, structure optimization, multi-functionality and sustainable development. This paper first expounds on the relationship among agricultural elements, structure, function and development theoretically, compartmentalizes agriculture types based on human-land elements matching, and depicts the development path of agricultural multi-functionality. it shows that the matching of human-land elements is a key to agricultural types, and the multi-functionality is an indication of agricultural development stages. At last, as a case study of Suzhou in eastern coastal area, the paper analyzes the evolvement situation and developing mechanism and some typical models of modern agriculture which suit to agriculture system evolvement. The results .show that in Suzhou the agriculture productivity, has improved greatly; And along with the agriculture structure optimizing, agriculture function has translated from "production " to "non- production and production ". With simulation of agricultural trend in Suzhou, it is .found that Suzhou has a LP- dependence (labor productivity) on agricultural element, so Suzhou will has much more potential in land productivity. Based on the above analysis on agricultural system, some typical patterns on modern agriculture in Suzhou are brought up, such as export-oriented agriculture, enterprises-leading agriculture, science and technology, parks agriculture, stereoseopic agriculture, and tourism and sightseeing agriculture.展开更多

This study...Land fragmentation is widely known to have an impact on farm performance. However, previous studies investigating this impact mainly focused on a single crop, and only limited data from China are available. This study considers multiple crops to identify the impact of land fragmentation(LF), as well as cropping system(CS), on farm productivity and the efficiency of grain producers in the North China Plain(NCP), using Cangxian County of Hebei Province as an example. Detailed household-and plot-level survey data are applied and four stochastic frontier and inefficiency models are developed. These models include different sets of key variables in either the production function or the inefficiency models, in order to investigate all possibilities of their influences on farm productivity and efficiency. The results show that LF plays a significant and detrimental role, affecting both productivity and efficiency. A positive effect is evident with respect to the CS variable, i.e., multiple cropping index(MCI), and the wheat-maize double CS, rather than the maize single CS, is usually associated with higher farm productivity and efficiency. In addition to LF and CS, four basic production input variables(labor, seed, pesticide and irrigation), also significantly affect farmers’ productivity, while the age of the household head and the ratio of the off-farm labor to total labor are significantly relevant to technical inefficiency. Policies geared toward the promotion of land transfer and the rational adjustment of cropping systems are recommended for boosting farm productivity and efficiency, and thus maintaining the food supply while mitigating the overexploitation of groundwater in the NCP.展开更多
