The author thinks that scholars who divided the Land Reform and the Agricultural Cooperative Transform into two stages overlooked the generalities in the two institutional changes such as alternate change of property ...The author thinks that scholars who divided the Land Reform and the Agricultural Cooperative Transform into two stages overlooked the generalities in the two institutional changes such as alternate change of property rights, compulsive change of institutions, and working at seeking the ideological achievements, etc. Other scholars who thought the two institutional changes were a process in which the State gave the farmers property rights and took them back soon, pointed out the connection in the two changes, but did not explained the reason why the State made the changes to happen. Then the author points out that the reason rightly is the feature of the new mainstream ideological, and the new State must "pour" the new mainstream ideology into their farmers’ hearts rapidly, therefore the new State should make the direction of institutional changes be consistent to the mainstream ideology. Clearly, the mainstream ideology is the key to the speed institutional change.But also, the experience accumulated by many times coopratoin before made farmers form a feeling of confidince to the state, and solve the disagreement problem on some extent .
