The efficient use of water resources directly affects environmental, social, and economic development; therefore, it has a significant impact on urban populations. A slacks-based measure for data envelopment analysis ...The efficient use of water resources directly affects environmental, social, and economic development; therefore, it has a significant impact on urban populations. A slacks-based measure for data envelopment analysis (SBM-DEA) has been widely used in energy efficiency and environmental efficiency analyses in recent years. Based on this model, data from 316 cities were examined and a category method was employed involving three different sorting techniques to empirically evaluate the efficiency of urban water re- source utilization in China between 2000 and 2012. The overall efficiency (OE) of urban water resource utilization in China was initially low, but has improved over the past decade. The scale efficiency (SE) was higher than the pure technological efficiency (PTE); PTE is a major determining factor of OE, and has had an increasingly significant effect. The efficiency of water resource utilization varied ac- cording to the region, urban scale, and economic function. The OE score for the eastern China was higher than for the rest of the region, and the OE score for the western China was higher than for the central China. The OE score for urban water resource utilization has improved with urban expansion, except in the case of small cities. The SE showed an inverted U-shaped' trend with increasing urban expansion. The OE of urban water utilization in comprehensive functional cities was greater than in economic specialization cities, and was greater in heavy industry specialization cities than in other specialization cities. Using panel data from 1993 to 2007 of Chinese provinces...Do risingfactor prices promote technical efficiency (TE) in China's manufacturing sectors? This topic has not yet been thoroughly studied in any literature. Using panel data from 1993 to 2007 of Chinese provinces' manufacturing industries, this paper calculated the TE by data envelopment analysis (DEA). The result shows that China's manufacturing TE remained stagnate in the mid- and late-1990s and increased after 2000. Using a Pooled Regression Model, Fixed-effects Regression Model and Panel Corrected Standard Error (PCSE) to obtain robust parameters and the standard error, we find that rising factor prices have an obvious positive effect on the TE of the manufacturing industry and that this effect reaches its peak three to five years later. Therefore, the assumption of a "cost-Push TE" in China's manufacturing sectors can now be statistically proven. It has verified the significance of reforming China's faetor price system. Governments should value resource-allocating ej^iciency, implement policies that promote industrial transition and upgrading and transform the economic development pattern through technical innovation.展开更多

In this paper, the DEA production possibility set is transferred from the conventional sum form into the intersection form which is represented by a linear inequality system. Although it is time consuming to obtain the intersection form of the production possibility set, it suggests a new angle to investigate the properties of DMUs and to extend the DEA research further beyond the efficiency measurement. Following the intersection form, the analytical formula of the efficiency indicator and projection is given. Various aspects of technical efficiency, returns to scale and evidence of congestion of the DMUs are studied. The relationship between the weak DEA efficiency and the weak Pareto solution is discussed. Finally, a procedure for DMU grouping is proposed to help the decision makers for better resource reallocation and strategy adjustment.展开更多

However, in many real applications of DEA, because of some limitations in resources and DMU's ability, these variations cannot be made arbitrarily. Moreover, in some situations, undesirable factors with different disposability, strong or weak disposability, are found. In this paper, a DEA-based model is proposed to determine the relative efficiency of DMUs in such a restricted environment and in presence of undesirable factors. Indeed, variation levels of inputs and outputs are pre-defined and are considered to evaluate the performance of DMUs. Numerical examples are utilized to demonstrate the approach.展开更多
