Beijing's MCI cluster is emerging as far as the competence of the industryand its spatial concentration are concerned, although it is not the type of the cluster describedby PORTER due to the low competence of indigenous firms. The formation of the cluster can beexplained by means of the factor and demand conditions of Beijing. However, it is mostly determinedby the multinationals that promote the growth of the industry and the formation of the cluster, andby the government that also plays a key role in many ways. As a matter of fact, the interactionbetween the multinationals and the local government is the key to understanding the formation of thecluster. All in all, Beijing's emerging MCI cluster is a value-chain, geographically concentratedbut non-localized cluster, which is highly dominated by the multinationals and the local government. Its special characteristics bear some policy implications as to the change of the roles of thelocal government and the localization of multinationals, etc.展开更多

Therefore, traffic control policies have been gradually adopted by Beijing municipal government since 2008, so as to ease traffic and environmental problems. In this paper, the background and current situation of Beijing to implement traffic control policies are introduced, and also this measure is analyzed and evaluated from traffic effect, environmental effect, motor vehicle development, urban road development, public transport development, and balance between supply and demand, etc. Finally, related conclusions are drawn up as follows: an induced traffic volume will be generated by traffic control policies, and the effect of the traffic control will be erased by the natural growth rate of motor vehicles in three years; public traffic service should be improved for better making traffic control policies; the traffic congestion and environmental problems are alleviated by traffic control policies in the short term, but can't be fundamentally solved in the long run; traffic control policies should cooperate with other traffic demand management policies for reducing demands, and traffic condition should be optimized in both time and space, so that the traffic congestion and environmental problems will be fundamentally solved.展开更多

The formula of GGDP is: GGDP = GDP--the loss of natural resources environment relegation cost + comprehensive utilized value of waste. Based on this, the study employed vector autoregressive (VAR) model to predict the value of GGDP and other economic variables on condition that there was no Shanghai World Expo. Then Influence of Expo is defined as the rate of increase of GGDP. The result demonstrated that Shanghai World Expo had accelerated the growth rate of GGDP vastly with the elimination of effect of Beijing Olympics. Additionally, the quantitative analysis between GGDP and other economic variables suggested GGDP would replace GDP to evaluate the development of economy. Finally, the paper proposed that incidents like World Expo can enhance the level of influence for a country and that post-impact of Shanghai Expo should continue to be used to promote GGDP and that GGDP should serve as one of the indicators in assessment of political achievement.展开更多
