But it has some problems： the contents of the service are not enough and it cannot fit other people＇s needs. It is the lack of linkage on every department of government and the funds and so on .In order to solve these problems, we should expand the service content and improve the service level, define the government＇s role and function, increase the sources of funding and so on.
