中国公共领域中跨部门知识协作现状研究——基于对公共部门工作人员的小规模调查

公共部门间及公共部门与私人部门和个人的合作已经成为当前公共管理的重点和难点。从知识协作的角度探讨了公共领域中的跨部门协作,运用实证分析的方法对中国公共事务处理中的知识协作现状进行了全面深入的描述性分析,得出公共部门知识... 公共部门间及公共部门与私人部门和个人的合作已经成为当前公共管理的重点和难点。从知识协作的角度探讨了公共领域中的跨部门协作,运用实证分析的方法对中国公共事务处理中的知识协作现状进行了全面深入的描述性分析,得出公共部门知识协作的动因按重要性依次为:提高公共服务的效率和质量、制定更为科学有效的公共政策以及更加智慧地解决复杂社会问题。研究发现,阻碍公共部门内部知识协作的主要障碍是缺乏统一的信息,而阻碍公共部门与外部组织及个人进行知识协作的主要障碍是协作时的利益难以协调;组织在决定是否进行知识协作时主要考虑的是组织的自身利益而非整个地区或者国家的整体收益。 展开更多

In downlink cellular multiple users in multiple cells systems using beams, the should cooperate to generate beams to improve the spectrum efficiency. A mathematical model for the multi-cell multi-user downlink transmission is established, and the gradients of the variables including beamfonning filters, receiving filters and transmitting power are calculated. Then, a gradient-project-based cooperative beamforming scheme is proposed in which each user iteratively adjusts bearnforming variables in the direction of the gradients and projects onto feasible spaces. The information exchange protocol needed to support the scheme is also described. Simulation results show that the proposed scheme can achieve an average spectral efficiency of about 5 bit/( s · Hz · cell). The results show that cooperative beamforming can improve the spectrum efficiency of the cellular systems. 展开更多

The traditional fractional frequency offset(FFO) estimation schemes for orthogonal frequency division multiplexing(OFDM) in non-cooperative communication have the problems of susceptible performance with the frequency offset values and the number of OFDM symbols,a novel fractional frequency offset blind estimation scheme based on EKF for OFDM systems is conceived.The nonlinear function of the frequency offset is calculated by employing the correlation.And then the frequency offset is estimated by means of the iterative algorithm of EKF.The finally fractional frequency offset is estimated by adopting repeated the above process.Simulation results demonstrate that the proposed scheme is robust to the frequency offset values without any requirements of a prior knowledge. 展开更多

In cognitive radio network(CRN), a secondary user(SU) may utilize the spectrum resource of the primary user(PU) and avoid causing harmful interference to the primary network(PN) via spectrum sensing. In the traditional time spectrum sensing, the SU cannot detect the PU's presence during its transmission, thus increasing interference to the PN. In this work, a novel weighed cooperative bandwidth spectrum sensing method is proposed, which allows multiple SUs to use part of the bandwidth to perform cooperative spectrum sensing throughout the whole frame in order to detect the PU's reappearance in time. The SU's spectrum efficiency is maximized by jointly optimizing sensing bandwidth proportion, number of cooperative SUs and detection probability, subject to the constraints on the SU's interference and the false alarm probability. Simulation results show significant decrease on the interference and improvement on the spectrum efficiency using the proposed weighed cooperative bandwidth spectrum sensing method. 展开更多

Timing and carrier frequency offset estimation are critical issue for OFDM cooperative communications. In view of the complexity and high accuracy requirement, 1/2 and 1/4 pilot symbol cycle CAZAC sequence structures are defined as the pilot frequency sequence. Estimation within one symbol cycle is carried out through averaging samples of two neighboring symbol cycles, after which the operation is expanded to all the symbol cycles in one band group. Taking multipath effect into account, the concept of phase rotation is proposed for a further step. Adjust the phase difference of estimated symbols by phase rotation, and cross estimation could be done. Meanwhile, timing scheme works within one cycle training sequence. Theoretical and simulation analysis indicate that CRLB does not only relate to estimation symbol length, but also be influenced by phase difference of estimation symbols seriously. In the condition that the length of estimation is fixed, the bigger the phase rotation angle is, the smaller the CRLB is. The complexity of proposed algorithm is less than full cycle average estimation method for almost 50%. Meanwhile, the estimation accuracy is approximate with the full cycle average estimation method as well. Timing scheme with the defined preamble structure is also proposed. Improving customer experience has become a more and more important role in enhancing customer service in fashion retailing business. In this study, a kind of intelligent garment coordination and try-on system for fashion retailing was proposed. Radio Frequency Identification (RFID) technology was used to identify customer and garment item automatically. The intelligent procedure for garment coordination recommendation using Artificial Neural Network (ANN) was developed to imitate fashion designers' decision-making on garment coordination. Virtual try-on algorithm based on the customer's 2D/mago was accomplished using imagewarping technique. The system architecture and the software framework were also described. The results show that the 'system is a practical and useful application for fashion retailers. 展开更多
