On the basis of competency-based comparative advantage theory and reclassification of industries,this paper has discussed whether the FGP-type industry upgrade has taken place across different regions of China and whe...On the basis of competency-based comparative advantage theory and reclassification of industries,this paper has discussed whether the FGP-type industry upgrade has taken place across different regions of China and whether China is able to transcend the middle-income trap through the FGP-type industry upgrade.This paper has discovered that no matter by traditional method of industry classification or the new method of industry classification,China has already experienced the FGP-type industry upgrade and entered into the second stage of this process.While relocating industries to central and western regions,China's eastern region does not have clear directions of industry upgrade of its own.Through analysis on the evolution of comparative advantages across regions,this paper has also discovered that in the process of the FGP industry upgrade,China is facing the risk of falling into comparative advantage trap.These factors are unfavorable to China's implementation of the FGP-type industry upgrade strategy,prevention of the comparative advantage interruptions that may confront middle-income countries and achievement of balanced regional development.展开更多
Modern power systems are typically characterized with renewable energies and smart grids.Their developments should be kept at a compatible pace with each other.According to the different structures of the power indust...Modern power systems are typically characterized with renewable energies and smart grids.Their developments should be kept at a compatible pace with each other.According to the different structures of the power industry,such as generation,transmission,distribution,consumption and dispatching,a comprehensive evaluation system for coordinated development of renewable energy and smart grid in"3 levels,4 sections,15 targets"is created.The index system of coordinated development is important to determine the priorities and key areas in smart grids and renewable energies.By the index system of coordinated development,this paper evaluates the status of renewable energy and grid development,and their degree of coordination in China.A quantitative evaluation method to determine the level of coordination between China's renewable energies and smart grids is developed.The total and component coordination levels in China are calculated by an analytic hierarchy process.In conclusion,the degree of coordination in transmission and dispatching is higher, but the extent of electricity consumption is lowest.Therefore,the consumption section should be the first to develop within China.展开更多

China's wind power has been experiencing rapid growth sinc...This article identifies urgent problems regarding to China's wind power development from the perspective of wind power planning, construction and operation. China's wind power has been experiencing rapid growth since the enactment of Renewable Energy Law in 2006, but there are also some problems with respect to the coordinated development of wind power and power grids. By learning experience from United States, Germany, Spain and Denmark, some suggestions are systematically put forward for the improvement of wind power related policies and regulations. By taking a neutral position and taking into account interests of all stakeholders, this article has proposed overall, comprehensive and system-wide political and regulatory solutions to the current problems in wind power development. Firstly, unified planning should be implemented. Secondly, administrative procedures and approval process for grid projects should be streamlined and simplified. Thirdly, Mechanism for ancillary service should be set up to motivate conventional units to operate in a more flexible way. Fourthly, peak/valley or even negative feed-in tariff should be introduced stepwise. Fifthly, pilot projects of heating with wind power should be accelerated.展开更多
