Rural farm households in mountainous Northern Vietnam h...In the Uplands of Southeast Asia, poor and near-poor farm households endure considerable livelihood vulnerability. Access to formal insurance services is scarce. Rural farm households in mountainous Northern Vietnam have developed alternative risk management strategies. This article investigates the theoretical links between poverty, vulnerability and risk. The concept of vulnerability to poverty lays the analytical framework. Based on empirical evidence from more than 200 ethnic minority households, major risks and risk management strategies are presented and analyzed. Results suggest that households suffer from limited endowment with and access to capital assets and service institutions. Human and economic risks (e.g. illness of family members and loss of livestock) were identified as the main components affecting rural livelihoods. Constrained access to adequate risk management strategies increase household's vulnerability, drowning them more and more in poverty. Major policy implications are that anti-poverty programs should focus on a broader target group, the currently poor as well as the vulnerable households.展开更多
In the U.S.Southwest,global climate change,acting in concert with extant stressors such as urbanization and over-allocation of water resources,is changing ecosystems in measureable and sometimes dramatic ways.Twenty-f...In the U.S.Southwest,global climate change,acting in concert with extant stressors such as urbanization and over-allocation of water resources,is changing ecosystems in measureable and sometimes dramatic ways.Twenty-first century projections indicate accelerating climate change and cascading ecological consequences.Effects observed to date include large-scale forest dieback,large and severe wildfires,and changes in the flow regimes of rivers and streams with attendant changes to riparian and aquatic ecosystems.Rising temperatures and changing precipitation patterns are pushing ecosystems across physiological and ecological thresholds,causing widespread mortality and,in some cases,major changes in composition,structure and function.These changes have prompted action by the conservation community to reduce the adverse effects of climate change.The Southwest Climate Change Initiative(SWCCI),a project led by The Nature Conservancy,works with local stakeholders in affected landscapes,reduces adverse impacts on ecological and social systems using scientific knowledge and practical tools.The Initiative has learned through practical experience that: 1) managers must embrace change and manage for resilience rather than resistance;2) strong local science-management partnerships are critical to effective adaptation planning and implementation;3) planners and managers must broaden the scope and accelerate the pace of conservation activities if ecosystem services are to be sustained;4) adaptation often does not require radically new or different management practices,rather,conservationists already have many of the tools they need;and 5) rapid documentation and widespread communication of methods and findings can build rapidly regional capacity for climate change adaptation.Our experience suggests that adaptation efforts can be effective if they are focused at the local scale;employ learning networks;and engage in ecosystem-based adaptation:the sustainable management,conservation and restoration of ecosystems so that they continue to provide the services that allow people to thrive in changing environments.展开更多

Various directions and linkages between poverty and degradation of ecosystem and reduced flow of ecosystem services can better be understood if the regulating services like hydrological flow and carbon sequestration by forest, and nutrient cycling and bioremediation: by wetlandv can be captured in monetary unit. South Asian Countries including India. Nepal, Pakistan and Bangladesh are the hotspots of poverty where poor depend upon various ecosystem services for their livelihoods and allocation of resource for conservation of ecosystems would have additional merit if regulating services are captured and internalized into the pubtic policy.The paperfirst raises problematic issues in valuation of regulatig ecosystem services, and attempts to link it withthe dependence of poor. We used the Universal Soil Loss...Human activities significantly alter ecosystems and their services; however, quantifying the impact of human activities on ecosystems has been a great challenge in ecosystem management. We used the Universal Soil Loss Equation and county-level socioeconomic data to assess the changes in the ecosystem service of soil conservation between 2000 and 2010, and to analyze its spatial characteristics and driving factors in the southwestern China. The results showed that cropland in the southwestern China decreased by 3.74%, while urban land, forest, and grassland areas increased by 46.78%, 0.86%, and 1.12%, respectively. The soil conservation increased by 1.88 × 10^(11) kg, with deterioration only in some local areas. The improved and the degraded areas accounted for 6.41% and 2.44% of the total land area, respectively. Implementation of the Sloping Land Conversion Program and urbanization explained 57.80% and 23.90% of the variation in the soil conservation change, respectively, and were found to be the main factors enhancing soil conservation. The 2008 Wenchuan earthquake was one of the factors that led to the degradation of soil conservation. Furthermore, industrial adjustment, by increasing shares of Industry and Service and reducing those of Agriculture, has also promoted soil conservation. Our results quantitatively showed and emphasized the contributions to soil conservation improvement made by implementing ecological restoration programs and promoting urbanization. Consequently, these results provide basic information to improve our understanding of the effects of ecological restoration programs, and help guide future sustainable urban development and regional industrial restructuring.展开更多

It informs that there are original principles apprising what is commonly referred to as Batho Pele principles. The original principles are principles about Batho Pele principles. Batho Pele principles are not Bantu principles due to the historical and derogatory orientation of the phrase "Bantu". They are people orientated principles. The analytical axis is premised on that Batho Pele principles are more about the people than about themselves. The people are not only first in relation with the principles but are the first to be first before the principles were documented. The principles are developed by the people in order to regularize the actions of the public functionaries. The Batho Pele principles and the original principles do not exist in isolation. They are deeply rooted in the societal value systems of the people that existed from one generation to the other to the subsequent, emphasizing the centrality of people in relation to principles.
