In this paper, we propose a user participation behavior prediction model for social hotspots, based on user behavior and relationship data, to predict user participation behavior and topic development trends. Firstly, for the complex factors of user behavior, three dynamic influence factor functions are defined, including individual, peer and community influence. These functions take timeliness into account using a time discretization method. Secondly, to determine laws of individual behavior and group behavior within a social topic, a hotspot user participation behavior prediction model is proposed and associated with the basic concepts of randora field and Markov property in information diffusion. The samples were 395 respondents over 18 years old, selected locally of Mahasarakham Municipality, Thailand. The research found that the level of knowledge, understanding, and attitudes toward civic rights and duties of administrative affairs was at a high level but participation in the local administration was rated at a low level. The relationship between knowledge, understanding, and attitudes toward civic rights and duties of administrative affairs of the community was positive correlated. The relationship between knowledge and understanding toward civic rights and duties and participation in the community administration and the relationship between attitudes toward civic rights and duties in administrative affairs and participation in the local government administration were not correlated. Some recommendations were the local government organizations should promote and provide more information to build the right understandings and improve good attitudes toward civic rights and duties in administrative affairs. Local administrators and local leaders should play an important role to advocate and encourage public opinions toward a political ideology to ensure the public mind and make the vision "people-centered". Most importantly, the State shall pursue directive principles of State policies in relation to public participation.展开更多

The reason can be attributed to t...When solving a mathematical problem, we sometimes encounter a situation where we can not reach a correct answer in spite of acquiring knowledge and formula necessary for the solution. The reason can be attributed to the lack in metacognitive abilities. Metacognitive abilities consist of comparing the difficulty of problem with own ability, proper plan of solution process, and conscious monitoring and control of solution process. The role and importance of metacognitive ability in mathematical problem solving of permutations and combinations was explored. Participants were required to solve five practical problems related to permutations and combinations. For each problem, the solution process was divided into: (1) understanding (recognition) of mathematical problem; (2) plan of solution; (3) execution of solution. Participants were also required to rate the anticipation whether they could solve it or not, and to rate the confidence of their own answer. According to the total score of five problems, the participants were categorized into the group of the high test score and the group of the low test score. As a result, at the plan and the execution processes, statistically significant differences were detected between the high and the low score groups. As for the rating on the anticipation of result and the confidence of own answer, no significant differences were found between both groups. Moreover, the relationship between the score of plan process and the score of execution process was statistically correlated. In other words, the more proper the plan process was conducted, the more proper solution the participants reached. In such a way, the importance of metacognitive ability in the solving process, especially the plan ability, was suggested.展开更多
Global governance is often equated with international institutions such as the United Nations and the World Bank that were established after World War II to address problems transcending national borders. While these ...Global governance is often equated with international institutions such as the United Nations and the World Bank that were established after World War II to address problems transcending national borders. While these institutions incorporate norms of representative democracy that evolved in national societies, their legitimacy is often questioned on grounds of limited effectiveness and remoteness from the citizens they purportedly serve. The arguments of many democratic theorists that deliberation among ordinary citizens can legitimize policies that heed these views thus bear important implications for global governance. In this paper, the possibility and different ways that civil society enhancing public participation, transparency and accountability in global governance are addressed. The empirical focus will be on the world's first global deliberation--WWViews (world wide views on global warming) that was held in 38 countries with all inhabited continents in 2009. The social drivers that encourage innovation in global democratic governance are analysed, as the main successes and challenges of WWViews and sketch three scenarios of the future of deliberative global governance are based on the experiences and plans around global citizen participation. The authors argue that despite some challenges, such as ensuring high quality of deliberation in highly variant policy cultural contexts and building policy pathways conducive to political impact, the prospects of deliberation in helping solve global environmental and policy problems are high, and likely to see cumulative progress in the near future.展开更多

Public participation makes environmental governance measures more ...Public participation is an important way to improve the overall effect and social recognition of rural environmental governance in water source areas. Public participation makes environmental governance measures more targeted and effective, contributes to protecting the basic environmental rights of the public, and makes it easier to meet the livelihood needs of rural people. Public participation in rural environmental governance in water source areas is characterized by complex behavior and is dependent on public willingness to participate. Amongst other factors, it is subject to the combined influences of both internal(psychological cognition) and external(environmental regulation) conditions. This paper builds a theoretical framework for understanding public participation behavior in rural environmental governance, and uses it to analyze a case in the rural area surrounding the Xiqin Water Works in Fujian Province. In the case study, the public shows high willingness to participate, but low actual rates of participation. At the same time, the willingness of villagers to pay for the control of pollution from livestock and poultry breeding varies greatly from village to village, and there are also noticeable individual differences in public participation in the use of public collection points for rural household waste. We found that gender, understandings of environmental protection and perception of environmental regulation, play a key role in influencing the willingness of farmers to pay for the control of pollution from livestock and poultry breeding. Individual awareness of environmental protection, environmental protection facility conditions, and environmental service quality had a significant influence on public participation in the use of public collection points for rural household waste.展开更多
