基层民政工作者职业高原的成因及对策

任何职业生涯都难免会出现职业高原这一阶段,针对具体化的目标—基层民政工作者,本文从两个方面提出了对抗职业高原反应的对策措施。一方面,工作者必须要积极应对"职业高原"反应,调整自身的工作态度,肯定自身工作成就。另一方面,民政部门应进一步完善绩效考核体系,进行相应的职业管理转变,全面激发职工积极的工作态度。

Ecological Environment Problems and Countermeasures of Small and Middle-sized Rivers in Shandong Province

Water uses in small and middle-sized rivers, and non-ecological treatment model has deteriorated local environment in Shandong. The research reviewed ecological environment status quo of small and middle rivers and concluded existing problems. Finally, ecological treatments were proposed based on treatments at home and abroad in order to improve eco-environment of rivers and build better Shandong.

Evaluations and Suggestions about Effect of Weather in Guangxi on Rice Production

[Objective] The paper aims to study the effect of weather on rice production in Guangxi. [Method] The authors evaluated the effect of weather and weather disasters in Guangxi on rice production by comparison and analysis in terms of temperature,rain and sunlight in 2009. [Result] The study summarized the main favorable and unfavorable weather conditions of rice growth,and proposed the measures and suggestions to tend to interest and avoid harm on rice production in Guangxi. [Conclusion] This study provides references to the evaluations about effect of weather in Guangxi on rice production and suggestions on how to reduce weather disasters influence and ensure rice production security.

Social Media and the Public Policy Process in Egypt

For the past three years the political environment in Egypt, and the middle east in general, has undergone substantial change such as increase in public opinion and awareness, increase in political participation, increase in voting turnout franchise as well as introducing a new paradigm of communication which has great influence on the political and social landscape of the world ＂Social Media＂. The aim of this study is to explore the impact and effect of social media （Facebook） on the changing political environment of the public policy process in Egypt. This article analyzes the different stages of the Public Policy Process in Egypt, with application to the Minimum and Maximum Wage Policy, and examines how it was influenced by the Facebook, as a device of the social media, as a new channel of political mobilization.

Seismic Vulnerability of Building Construction Site

Building construction site plays an important role in the economic aspect of a region. So any disruption due to hazard event like earthquake can cause several direct and indirect damages. Direct damages can lead to the loss of equipments and qualified persons. Indirect damages can lead to inflation and loss of purchasing power. To deal with that situation, parameters that govern the vulnerability of building construction site have been identified. Using a MCDM （multiple criteria decision making） method, the priority order of these parameters has been set. Then a PVI （partial vulnerability index） and a GVI （global vulnerability index） are proposed. These indexes allow the classification of building construction sites according to their intrinsic vulnerability and seismic vulnerability respectively that is through the use of a given classification. Several Algerian building construction sites belonging to different seismic zones were considered in order to show the applicability of the method.

The Policies of Seismic Risk Management： Case of the Protected Areas of Dellys and Tenes Cities, Algeria

The greater part of urban heritage, especially of the medium and small Algerian cities, is subject to a major seismic risk. The probability of a happening earthquake is strong, and the territories vulnerability is great. Legislative procedures are implemented to support urban heritage and managing natural disasters. In fact, the PPSMVSS （permanent plan of safeguard and enhancement of saved sectors） as an instrument of protection, preservation and enhancement of this heritage, in its content, does not guide decision makers on how to manage the vulnerability of preserved areas from the earthquake. After the disaster of the earthquake that hit the Algerian Centre （wilaya of Boumerdes） in 2003. A legislative framework was created while other texts have been adapted. Emergency measures operations are launched to preserve the under threat monuments and protected areas. Saved sectors of Dellys, in the wilaya of Boumerdes and T6n^s in the wilaya of Chlef, are all the time subjected to seismic risk. This article presents a comparative study of two PPSMVSS, Dellys and T6n6s, and the management of the vulnerability of their two safeguarded areas. As a result of this study, some indicators were identified to allow the development of plans for the protection and management natural risks of these protected areas.

Research on City Rapid Medical Decision System based on GIS

In order to guarantee the validity of the city emergency rescue, it will need to feedback goods demand and injuries to guide accident emergency rescue center in a timely, and also we need to fully grasp with emergency supplies and emergency hospital. Considering the effectiveness of city emergency rescue and timeliness, the paper analyzes and design Rescue Decision Support System for city distribution of emergency supplies and search of wounded man based on GIS. Emergency medical aid model established in this paper, taking ArcGIS＋VS2005 as the development platform, C# as development language, design and development the preliminary city emergency medical rescue simulation system based on GIS.

乳化炸药线型切割器对薄壳弹药销毁效果的数值模拟研究

针对目前的弹药销毁状况,为了减轻直接爆破的环境压力,利用理论分析及数值模拟的方法,首先对设计的简易乳化炸药线型切割器的药型罩材料进行确定,数值模拟表明:铝质药型罩所形成的射流侵彻能力要比紫铜材质的提高28%,而后利用ANSYS数值模拟得出该切割器最佳炸高为15 mm。最后对乳化炸药线型切割器切割薄壳弹药的过程进行数值模拟,证明该切割器可以达到切去弹药外壳而不产生剧烈爆轰及高速破片的效果。

Farmers' Dual Roles in Food Safety: Perceptions and Countermeasures

Farmers are both the producers and consumers of food, and as such have a dual role in food safety： they both generate risks and are exposed to them. Based upon a survey of the food production and consumption habits of 140 farm households and long-term research in two villages in Yunnan province, this study found that rural families are highly dependent on the market for food production and consumption. In their role as consumers, farmers are aware of food safety risks and concerned about them, but their ability to protect themselves is limited. They do so primarily by avoiding certain products and growing as much of their own food as possible. At the same time, in their role as producers, farmers engage in practices, primarily the overuse and inappropriate use of fertilizer and pesticides, that are damaging to food safety and the environment. There is therefore a disconnect in their roles as consumers and producers that needs to be addressed if policy goals for improving food safety and reducing the use of agricultural chemicals are to be achieved. Farmers need more information about food safety risks related to the products they consume themselves, and technical guidance on the safe use of farm chemicals when growing food for market. However, such measures will not be effective unless the external pressures on farmers are also addressed, through consideration of market incentives to use farm chemicals and the impact of consumer demand.

THE STUDY OF FOREIGN LANGUAGE LEARNING AND ITS PSYCHOLOGICAL RESPONSE

Foreign language learning is hard work while the study on it is a complicated system engineering. It touches not only the problems of linguistics but those of sociology and culture as well. What is involved is not only the foreign language itself but also the emotional elements. Also it covers the macro plan and strategy along with concrete steps and skills. As the foreign language learners, they must undergo kinds of and series of psychological response. There must be a lot of difficulty, problems, even conflicts in the process of learning. Only when they correctly handle the contradictions, coordinate the relationship, make good use of the positive elements and abandon the negative ones, they will get the best result.

BED-CEIA估计HIV-1新近感染率的有效性及其影响因素的评价

在艾滋病流行病学研究中,衡量艾滋病流行趋势最常用的指标是HIV累积感染率和新近感染率.与累积感染率相比,新近感染率对艾滋病流行趋势预测、干预效果评价以及防制策略的制定等能提供更直接的信息.在获取新近感染率的方法中,除了经典的流行病学队列随访方法,目前普遍使用的血清学方法之一是IgG捕获BED酶联免疫法（BED-CEIA）.2001年,美国疾病预防控制中心（CDC）艾滋病免疫和诊断室评估了16种基于不同抗体和原理的HIV-1新近感染检测方法,发现新近感染者与既往感染者相比,各种抗体滴度均较低;其中gp41抗体滴度在新近感染者和既往感染者中的差别最大,两者的滴度区间几乎没有重叠,新近感染者的gp41抗体亲和力低于既往感染者,从而认为gp41抗体能够区分新近感染者和既往感染者,并且酶联免疫实验操作相对简单、效果也较理想,因此该室着手开发基于gp41抗体的HIV-1新近感染检测的酶联免疫方法[1].
