As a typical old industrial city in China, Shenyang established its heavy industrial city position in the First Five-year Plan period(1953-1957), and this industrial structure has been consolidated for a long time. After 1978, Shenyang began its long lasting industrial reconstruction in an all-round way by 3 main initiatives including restructuring economic system, upgrading traditional industrial technology and developing high-tech industry. In the end of the 1990s, it could be identified that remarkable structural changes took place in city economy at large as well as individual industrial sector. According to the GDP proportion change, Shenyang is on the way to a high level industrial structure. The secondary industry also engendered significant shifting as smelting and textile industry declined sharply but IT industry increased largely. Although the ratio of the heavy industry to the light industry changed periodically, the heavy industrial output value most time kept a high proportion over 60% of the gross industrial output value in the past five decades. Shenyang has favorable conditions for developing equipment manufacturing industry, but it should carry out the program by establishing its leading role in urban economy plan, building "Theme Industrial Parks", improving Tiexi Industrial Zone, removing any kind of system barrier, enlarging private and other ownerships economy and improving technology, marketing and management by IT application. In response to economy globalization, Shenyang needs to expand the cooperation worldwide and improve the cohesion with surrounding cities.展开更多

A combination of domestic supply side constrains of high wages and external pressures of appreciation of RMB and trade friction make it difficult for Chinese textile and apparel industry to maintain the low-wage manufacturing. The paper analyzes by stakeholder map for trade friction. It may be more effective that China deals with the trade issues based on the analysis of different stakeholders. The political agreement is only a temporary resolution; the more important way is try to upgrade the operations in developed regions. In Brazil, pilot-projects were announced in the reservoirs of hydroelectric power plants of Balbina (State of Amazonas) and Sobradinho (State of Bahia). Several advantages, not necessarily valid in Brazil, are mentioned for deploying this kind of technology, such as an increase in energy generation, reduction of water losses through evaporation, low environmental impact, no occupation of land etc. In this article, several of these allegations are analyzed preliminarily under the Brazilian point of view, and relevant considerations are presented. It is concluded that the technical and economic advantages of floating photovoltaic systems are not yet clear in Brazil and that pilot projects, such as those under way, should be used to clarify several important aspects related to them.展开更多

The large-scale agricultural development on the Sanjiang Plain started at the end of the 40s of the 20th century. The low-lying terrain and frequent floods caused a lot of difficulties to the agricultural development in the area. Water conservancy program has always been the kernel in agricultural development on the Sanjiang Plain in its history. The entities involved in its development project from different levels, including the state, state farms and farmers. Thus far, we have used the findings of their analysis of the paddy field development process at one state farm to take a microscopic approach to shed light on the development of paddy fields by farms and farmers and their roles in subsequent rice production. Because paddy field management on the Sanjiang Plain is very broad, but its rice producing techniques and economic structure have a certain definite form, the microscopic approach to understanding the paddy field development process and rice fanning management structure on the level of farmers could be considered a success. This paper is intended to elucidate from a macroscopic perspective the characteristics of the rapid development of irrigation and drainage systems and paddy fields on the Sanjiang Plain. Sanjiang Plain is a flood plain, and so major infrastructure development was required, thereby necessitating this national project for flood control. As politics and an economic integrated body, state farms also contributed to the promotion of agricultural development. As principals for the development, the state and state farms are taken by this paper as the main objects of our analysis.展开更多

Advocates of industrial ecology suggest that shifting the basis of industrial production from a linear to a closed loop system, these gains can be achieved. In recent years, concepts drawn from industrial ecology have been used to plan and develop eeo-industrial parks (EIPs) that seek to increase business competitiveness, reduce waste and pollution, create jobs and improve working conditions. Despite a growing interest in EIPs, there have been few empirically informed studies that seek to explore the potential contribution such EIPs may make to sustainable development. This paper contributes to a developing sympathetic critique of industrial ecology by focusing on the key problems and dilemmas that arise in the course of developing eco-industrial parks, drawing upon empirical work conducted in China. The paper draws upon both an extensive survey of EIPs and in-depth interviews conducted with a range of stakeholders at some sites in China. As the paper reveals, EIPs in China are in their early stages and likewise their contribution to economic development and environmental policy, let alone social policies, is complicated and inchoate. The empirical material reveals that key features of industrial ecology such as inter-firm networking and collaboration in the form of materials interchange and energycascading are either absent or in the early planning stages. In each of the cases studied what is emerging is a form of EIP partly determined by the geographic setting and broader economic realities of the locality. While collaborative behavior between firms is central to EIP development if the potential benefits of industrial ecology are to be realized, it is important to realize that such behavior is difficult to develop from scratch through policy intervention. In conclusion, the paper suggests that expectations must be realistic for the community and location in question. As part of that realism, EIP projects must be designed to allow for a gradual approach, and each phase needs to be financially viable.展开更多

The continent’s medical education is characterized by a lack of standards and the volume of research continues to be relatively small. There is a multiplicity of events in general gastroenterology and in sub-disciplines, both at regional and local levels, which ensure that many colleagues have access to information. Medical education programs must be based on a clinical vision and be considered in close contact with the patients. The programs should be properly supervised, appropriately defined, and evaluated on a regular basis. The disparity between the patients’ needs, the scarce resources available, and the pressures exerted by the health systems on doctors are frequent cited by those complaining of poor professionalism. Teaching development can play a critical role in ensuring the quality of teaching and learning in universities. Continuing professional development programs activities must be planned on the basis of the doctors’ needs, with clearly defined objectives and using proper learning methodologies designed for adults. They must be evaluated and accredited by a competent body, so that they may become the basis of a professional regulatory system. The specialty has made progress in the last decades, offering doctors various possibilities for professional development. The world gastroenterology organization has contributed to the speciality through three distinctive, but closely inter-related, programs: Training Centers, Train-the-Trainers, and Global Guidelines, in which Latin America is deeply involved.展开更多

In the perspective of China's basic national conditions, and especially its natural conditions, China's green development is the inevitable path of choice for the realization of sustainable development and scientific development. During a similar economic development stage as China is, the secondary industry in both the U.S. and Japan contributed more than 60% to economic growth, thus became the driving force in real sense. This paper analyzes the change of industrial structure after 1978 and points out the gap in industrial structure when calculated by fixed price and current year's price. From 1978 to 2009, China's industrial priority was mainly transferred from primary industry to tertiary industry infixed price terms but shifted from primary industry to secondary industry in terms of current year's price. With a contribution rate of 68.8%, China's secondary industry is the chief driver of economic growth since 1978 and will continue to be so till 2020. As the tertiary industry can hardly be such a driver, the increase in tertiary industry proportion is insignificant to real economic growth, so it is not necessary for China to put tertiary industry as the starting point of industrial upgrading. Instead, China shall try every means to improve the international competitiveness of secondary industry so as to promote the qualitative and rapid growth of Chinese economy by tapping into its quality-oriented demographic dividend.展开更多
