The EU is a multi-state grouping of economically developed democratic countries, while China is a unitary sovereign state and a developing economy with a strong government bureaucracy. Our hypothesis is that given their diverse political systems, the EU and China would develop different kinds of systems for the governance of adaptation to climate change. We test this hypothesis through a comparative analysis of policy documents from the two study areas, in which we examine framework policies, programmatic actions and specific actions that have been adopted to date in order to address climate change, with a specific focus on the water sector. We find that climate change adaptation began to be addressed through formal policy on a similar timeline in the two regions. The EU and China are also similar in that they use framework laws and existing sectoral policy, such as for the water sector. We find that the EU has primarily relied on integration of climate change adaptation concerns through legal instruments which set a framework for implementation of adaptation policy. In China, specific actions to be incorporated in socio-economic development plans under the existing legislation on adaptation have been the main mode for integrating adaptation into sectoral actions, though the future trend may be to develop more regulations.展开更多

Some societies in developing countries have become sources of specimen for clinical trials of biomedicine which is unaffordable to their citizens. This paper explores the neglect of traditional African medicinal innovations and research in favour of imported Western medicine perpetuated by the developed countries. The paper argues that global medicine and health care have neither utilized nor recognized the African Traditional Medicine （ATM） fully, despite the fact that cultures in developed world used and continue to utilize the indigenous medical knowledge. The paper further argues that instead of neglecting African Traditional Medicine, ATM and biomedicine can be more beneficial by blending them into a single system, through what we would call in this paper High-Performance Medical Research （HPMR）. This would allow participation of communities to achieve both socio-eeonomic and medical knowledge growth rather than being a monopoly and preserve of developed organizations in the North. This paper proposes that HPMR should be a systematic and scientific approach for enhancing local people＇s participation in the development of medical ventures. This paper draws on secondary data on traditional African therapeutic practices by some local communities in East Africa combined with literature review on medical practice in Western societies.展开更多

According to statistics, the percentage of AD patients between ages of 6 to 20 in dermatology clinics is 30%^1, and the incidence in school-age children is 2%-3%^2. AD has no corresponding nomenclature in traditional Chinese medicine （TCM）. According to the initial time of attack in early childhood, it cma be classified as NaiXuan and TaiXuan; according to the location of the disease （elbow fossa and popliteal fossa）, it can be classified as SiWanFeng; according to the specific cases of different characteristics of lesions, it can be classified as ShiChuang, JinYinchuang, XueFengChuang. In TCM, the etiology of AD is complicated. It is generally considered that the pathogenesis of AD is spleen deficiency and damp-heat^3. When children suffer from pathogenic wind, pathogenic dampness, pathogenic heat, or insufficient natural endowment, damp-heat is produced and it injures patients＇ skin. Also latent damp-heat can deplete the blood and succus in the body, dry the skin and lead to AD. In short, AD can be divided into 3 syndrome types in TCM： syndrome of spleen deficiency, syndrome of damp-heat, syndrome of blood deficiency. At present, the clinical study of AD treated by TCM is increasing, but the study of children＇s treatment is still rare. To achieve this goal, we selected a sample ...In this paper we construct a theoretical framework linking governance practiced by some countries to some of their economical, financial, social and environmental variables. To achieve this goal, we selected a sample of data composed of variables from 55 countries, available at the World Bank website. On the other hand, we measured the countries＇ level of governance by the indicator promoted by Transparency International. The period considered in this research was 8 years, from 2000 to 2008. We used the method of linear regression with panel data, in order to investigate statistical relationships among governance and the other variables. We applied the method of simultaneous equations in order to make a robustness test on the first results and findings. The results of the two models converged and showed the existence of a statistical significant relationship between governance and several of the variables investigated. This allows us to infer that the development of the countries govemanee is closely linked with the long-term sustainable development.展开更多

Here, we discuss state-of-the-art RSPs in the crude-oil refining field and present examples that illustrate how smart scheduling can impact operations in the high-performing chemical process industry. We conclude that, more than any traditional off-the-shelf RPS solution available today, flexible and integrative specialized modeling platforms will be increasingly necessary to perform decentralized and collaborative optimizations,since they are the technological alternatives closer to the advanced manufacturing philosophy.展开更多
