Although those villages are abundant with cultural landscape resources, they are economically underdeveloped. Taking the ethnic village space as the study subject, the article analyzes its ethnic, regional and marginal characteristics and proposes that villages should become the future livable space as the urbanization of ethnic areas instead of being squeezed and occupied in spatial pattern. In villages, the living space should implement protection first. Three strategies are put forward in the article, comprehensive, partial and genetic protection strategies. And the agricultural space should possess productive, ecological and aesthetic values instead of emphasizing production only.展开更多

The paper focuses on the gap between development or transition and decentralisation within academic and international policy discourse. In article, the author tries to answer such questions as how local government can contribute to SHD (sustainable human development). And how should the international community contribute to and support the transition and development process of the developing countries? Article shows that local self-government can be a school of democracy and responsibility for the wealth of the state and citizens. By sharing the Polish decentralisation experience, the author shows how important decentralisation might be for successful transition, democratization and sustainable development. The paper also includes a short introduction to the European Charter, recent African efforts like AMCOD or UCLGA and European Union development assistance policy. The purpose of this is to show how little attention is paid to local governments and decentralisation within international policy and how huge is the gap between Europe's (developed) states and Africa's (developing) states related to their decentralisation policy, law and practice.展开更多

North Cyprus is a rapidly developing country with an annual economic growth of 7%. Construction became the leading sector within the economy after the boom in demand for holiday and retirement houses especially from English and German holidaymakers. Due to lack of government policy on sustainability, developers usually use traditional ways of construction, and the lack of an established link with international construction, which would help local developers be aware of the latest technology and sustainable building techniques, is the main challenges for North Cyprus construction sector to develop sustainable construction practices.展开更多

Improved use of these forests and the newly planted forests should provide multiple benefits for Chinese people. The success of ambitious forestry policy depends not only on the huge resources invested in it and on a strong political will but also on the expertise required in order to fulfil the task in the correct manner. Transfer scientific expertise into forest policy making is becoming one of the success factors of China’s forestry development. Examples from other parts of the world show that the relation between forest science and forestry policy is very sensitive. In this paper, forest science and forestry policy monitoring and evaluation systems in China are described; problems and challenges of these systems are identified; the model of transfer scientific expertise into real policy is analyzed; three main factors which positively influence the practitioner’s acceptance and utilization of expertise are discussed; some conclusions and suggestions are conducted finally.展开更多
