试析日本重视发展核能的深层原因及其面临的挑战

2011年日本爆发的福岛核泄漏事件并未阻止安倍内阁寻求发展核能的计划。2012年安倍执政后,日本开始逐渐重启关停的核电站,并积极走向海外开展核外交。降低化石燃料费用、促进经济发展、拓展核外交、维护减排形象和国家安全,是日本寻求发展核能的深层原因。不过,日本国内的反对声音、高昂的建设成本以及不健全的核安全文化,制约了其核能的进一步发展。

Optimization and Application of SRAM in 90nm CMOS Technology

This paper presents an optimized SRAM that is repairable and dissipates less power. To improve the yield of SRAMs per wafer,redundancy logic and an E-FUSE box are added to the SRAM and an SR SRAM is set up. In order to reduce power dissipation,power on/off states and isolation logic are introduced into the SR SRAM and an LPSR SRAM is constructed. The optimized LPSR SRAM64K × 32 is used in SoC and the testing method of the LPSR SRAM64K × 32 is also discussed. The SoC design is successfully implemented in the Chartered 90nm CMOS process. The SoC chip occupies 5. 6mm× 5. 6ram of die area and the power dissipation is 1997mW. The test results indicate that LPSR SRAM64K ×32 obtains 17. 301% power savings and the yield of the LPSR SRAM64K × 32s per wafer is improved by 13. 255%.

The Teachers＇ Feedback Act Research of College English Classes

The Follow up Move Research has been deepening after it was first defined in 1975 by Sinclair and Coulthard, but it has not been paid attention in China, let alone study its effect in the classroom. In this essay based on the author＇s literature reading, the Follow up move functions and their language features are classified; its pragmatic motivations are researched and some factors which affect its relevance of occurrence are studied. Then with this guide of the frame four teachers classroom follow up moves are studied. Finally, the other scholars＇ findings in this field are commented and then the author＇s own insights are put forward.

Enabling Sustainable Management of Non Wood Forest Products in South East Europe-Albania＇s Experience

The paper sheds light on the factors enabling sustainable development of Medicinal and Aromatic Plants （MAPs） of Albania; socio-economic, legal and regulatory aspects and institutional capacity related to the MAP sector in the country; sector dynamics, challenges and opportunities; and Albania＇s positioning in the world markets. Stewardship of MAPs natural base in the country remains a challenge as approximately 95% of the MAPs are collected from the wild. Albania continues to be the leader in Sage exports to the US market accounting for 49% of its market share. Statistical data and direct communication with MAP relevant stakeholders reveal that there is a great demand for the Albanian MAPs from the EU and US markets. However, as clearly indicated in this paper, increased competitiveness of this sector in the world markets should be preceded by sustainable management of the MAPs which can be achieved through （1） continuous training and education of the MAP value chain members prior to harvesting season, （2） organic production and （3） commercial cultivation of MAPs. This paper highlights that sustainable management and sector development require combined efforts of all sector stakeholders in an attempt of all respecting Mother Nature＇s generosity, and if harvesting as living forever.

Energy Efficient Switch Policy for Small Cells

Switch policy is essential for small cells to properly serve variable number of users in an energy efficient way.However,frequently switching small cell base stations(SBSs) may increase the network operating cost,especially when there is an nonnegligible start-up energy cost.To this end,by observing the variety of user number,we focus on the design of a switch policy which minimize the cumulative energy consumption.A given user transmission rate is guaranteed and the capability of SBSs are limited as well.According to the knowledge on user number variety,we classify the energy consumption problem into two cases.In complete information case,to minimize the cumulative energy consumption,an offline solution is proposed according to critical segments.A heuristic algorithm for incomplete information case(HAIIC) is proposed by tracking the difference of cumulative energy consumption.The upper bound of the Energy Consumption Ratio(ECR) for HAIIC is derived as well.In addition,a practical Q-learning based probabilistic policy is proposed.Simulation results show that the proposed HAIIC algorithm is able to save energy efficiently.

Lack of association between ADRA2B-4825 gene insertion/deletion poly- morphism and migraine in Chinese Han population

Objective The present study aimed to estimate the association between susceptibility to migraine and the 12nucleotide insertion/deletion （indel） polymorphism in promoter region ofα 2B -adrenergic receptor gene （ADRA2B）.Methods A case-control study was carried out in Chinese Han population,including 368 cases of migraine and 517 controls.Genomic DNA was extracted from blood samples,and DNA fragments containing the site of polymorphism were amplified by PCR.Data were adjusted for sex,age,migraine history and family history,and analyzed using a logistic regression model.Results There was no association between indel polymorphism and migraine,at either the allele or the genotype level.Conclusion These findings do not support a functional significance of ADRA2B indel polymorphism at position-4825 relative to the start codon in the far upstream region of the promoter in the present migraine subjects.

The Enabling and Constraining Nationalist Discourse and Effects of Strategic Narratives： China＇s Foreign Relations

This paper examines the projection and reception of strategic narratives in the realm of Chinese nationalism and the impact of contemporary official nationalist discourse on Beijing＇s foreign policy making. Within the analytic framework of political symbolism, the paper dissects the divergent national identities reflective in different semantic and syntactic relationships inherent in the state-crafted historical narratives in contemporary China. In the post-Tiananmen era, the signification of the traumatic symbol of national humiliation in modem Chinese history, projected in the form of strategic narratives by the Party-state in patriotic education, has given rise to a societal force that threatens to internalize the historical conflicts on the foreign relations fi：ont. The counter-effect of strategic narratives, which has constrained the rationality of the state＇s foreign policy making, implies that collective memory is not an on^ztemand resource for the authoritarian regime to exploit to enhance its legitimacy. The relationship between the Chinese state and society as the constructor and consumer of communicative nationalism cannot be simplistically dichotomized.

Vivid birds do not initiate flight sooner despite their potential conspicuousness

The distance from an approaching threat at which animals initiate flight - flight-initiation distance （FID） -- is a sensitive metric of variation in risk, but the effects on FID associated with the risk of possessing highly detectable external coloration are unknown. We tested whether variation in the degree of plumage vividness in birds explained variation in flight-initiation distance. After controlling for body mass, the distance at which the experimental approach began, and phylogenetic relatedness, plumage vividness was not a predictor of FID. Contrary to the expectation that vividness affects risk, and therefore risk assess- ment, these results suggest that birds do not compensate for greater visual conspicuousness by fleeing sooner from approaching threats [Current Zoology 61 （4）： 773-780, 2015].
