周关潮:助力女孩圆了上学梦

"谢谢周代表,我女儿终于可以上学了!"近日,绍兴市越城区北海街道山隐社区的徐先生,给区人大代表周关潮送来一面锦旗。原来,徐先生有一个12岁的养女,因各种原因一直未能正常落户,致使孩子始终无法正常入学,一家人为此焦急、无奈。直到2019年,在一次区人大代表进选区述职活动中,徐先生向周关潮反映了这一问题,事情才有了转机。

Architecture design of GPS software receiver and implementation of its acquisition algorithm with fine frequency estimation

The design of a global positioning system （GPS） software receiver is introduced. This design uses the concept of software radio, and it consists of the following parts： front-end, acquisition, tracking, synchronization, navigation solution and some assisting modules. In the acquisition module, the acquisition algorithm based on circular correlation is utilized. The input data and the local code are converted into the frequency domain by means of the fast Fourier transform （FFT）. After performing circular correlation, the initial phase of the C/A code can be obtained and the cartier frequency can be found in 1 kHz frequency resolution, which is too coarse to use for the tracking loop. In order to improve the frequency resolution, the fine frequency estimation through a phase relationship is then achieved, by which, the frequency resolution is improved dramatically. Experiments show that the inaccuracy of the carrier frequency can be estimated within a few hertz by the fine frequency estimation method, and the fine frequency attained can be directly used for the tracking loop.

Facilitating IT outsourcing through improving buyer-vendor interaction in outsourcing life cycle

For a clear understanding of how to foster necessary attributes of partnerships that promote a closer relationship for achieving outsourcing success,this paper tries to explore the role of interaction.Based on empirical data from a logistics and procurement flat system outsourcing case and earlier research,the industrial network approach and the international marketing and purchasing interaction model are used to analyze the nature of interaction in a three-phased outsourcing life cycle,particularly,characteristics and activities of the transition phase are identified.The findings reveal that developing a relationship between partners requires an industrial network perspective.Improving the key aspects of interaction,information and knowledge sharing,communication and collaborative participation,involved in the important events of three phases would contribute to enhance the relationships performance.The key aspects of interaction should take place among the network actors and not just between buyers and vendors.

OBSERVATION ON THE THERAPEUTIC EFFECT OF ACUPUNCTURE TREATMENT OF 123 CASES OF SCAPULOHUMERAL PERIARTHRITIS

Objective: To observe the therapeutic effect of Qinglong Bai Wei Zhen Fa (Green Dragon Shaking Tail Needling) in the treatment of scapulohumeral periarthritis. Methods: A total of 231 cases of scapulohumeral periarthritis patients were randomized into treatment group (n=123) and control group (n=108). In treatment and control groups, Jianyu (LI 15), Jianqian and Jianhou were used as the main acupoints and stimulated with Green Dragon Shaking Tail Needling and conventional needling separately. Additionally, in control group, Waiguan (TE 5) and Binao (LI 14) were supplemented. The treatment was given once daily, with 10 days being a therapeutic course, 2 courses altogether. Results: After the first course of treatment, in treatment and control groups, the cured, the markedly improved, the effective and ineffective cases were 49 and 12, 61 and 33, 11 and 40, 2 and 23, with the total effective rates being 98.4% and 78.7% respectively. There was a marked difference between two groups in the therapeutic effect (P<0.05). Following 2 courses of treatment, the cured, the markedly improved, the effective and ineffective cases were 66 and 21, 47 and 41, 10 and 39, 0 and 7, with the total effective rates being 100% and 93.5% separately. No significant difference between two groups in the total effective rates, but the cure rate of treatment group was strikingly higher than that of control group. Conclusion: Green Dragon Shaking Tail Needling is significantly superior to that of conventional needling in the treatment of scapulohumeral periarthritis.

Phenotypic correlations of somatic and gonad traits of sea urchins Glyptocidaris crenularis in two sampled periods:first insight into its breeding and aquaculture

Prior knowledge of the correlations among commercially important traits in Glyptocidaris crenularis can be used to guide development of breeding and aquaculture programs for this species.We evaluated the phenotypic correlations between somatic and gonadal traits in G.crenularis during two sample periods(October 2010 and April 2011).The coeffi cients of variation(CV%)for body weight(BW),redness(a*),yellowness(b*),gonad wet weight(GW),and gonad index(GI)were>20% in both periods,while those of other traits were very low.GW was signifi cantly correlated with somatic traits(diameter,height,and body weight)in both periods,although the correlation coeffi cients ranged from 0.473 to 0.636(P<0.01).Gonad moisture content(GC),a*,and lightness(L*)were not signifi cantly correlated with somatic traits(P>0.05).The color trait b* was negatively correlated with somatic traits(test diameter,test height,and body weight)during the period when the gonads were well developed(April 2011,P<0.05).We observed little difference in the nature of the phenotypic correlations between the two sample periods.The high variation in the somatic and gonad weight traits in G.crenularis suggests there is considerable potential for selective breeding.However,our results suggest that gonad quality traits cannot be selected indirectly by selecting for body weight.Our study provides an insight into the method for improving the breeding and aquaculture of G.crenulari.

Environmental impact evaluation for high-speed railway

Environmental impact evaluation system boundary of high-speed railway was defined based on the total life cycle theory,and the index system to evaluate the environmental impact of high-speed railway was established with the fuzzy analytic hierarchy method,and the matter-element evaluation model was established on the basis of the extension theory.By calculating its comprehensive interrelatedness,the evaluation rank of environment impacts of high-speed railway was determined.The numerical example shows that the model has vast prospect,which can not only expand the application areas of extension theory,but also change the traditional evaluation methods and provide new ideas and means for environmental impact evaluation of high-speed railway.

TREATMENT OF 36 CASES OF SCAPULOHUMERAL PERIARTHRITIS MAINLY BY CONTRALATERAL NEEDLING

Objective: To analyze the therapeutic effect of contralateral needling in the treatment of scapulohumeral periarthritis. Methods: A total of 68 cases of scapulohumeral periarthritis were outpatients and were randomized into treatment group (n=36) and control group (n=32). In treatment group, Zhiyin (BL 67), Jinmen (BL 63) and Yanglao (SI 6) on the contralateral side of the affected shoulder and local tenderpoints (Ashi-points) were punctured once every other day, with 7 days being a therapeutic course; while in control group, local Ashi-points were used for injection of Procaine and Prednisolone Acetate, once every 7 days and with 3～4 sessions being a therapeutic course. Results: Following 2 courses of treatment, of the 32 cases in control group, 8 (25.0%) were cured, 17 (53.1%) experienced improvement and 7 failed in the treatment, with a total of effective rate of 78.1%; of the 36 cases in treatment group, 18 (50.0%) were cured, 16 (44.4%) experienced improvement and 2 (5.6%) failed in the treatment, with a total effective rate of 94.4%. The therapeutic effect of contralateral needling is significantly higher than that of Ashi-point blocking method (P<0.05). Conclusion: Contralateral needling is superior to Ashi-point in the treatment of scapulohumeral periarthritis.

DETECTING TECHNIQUE OF WEAK PERIODIC PULSE SIGNAL VIA SYNTHESIS OF CROSS-CORRELATION AND CHAOTIC SYSTEM

In this letter, with the synthesis of usual cross-correlation detecting method andchaotic detecting method, a new detecting system for the weak periodic pulse signal is constituted,in which the two methods can play respective preponderance. Theoretical analyses and simulationstudies have shown that the detecting system is very sensitive to the periodic pulse signal understrong noise background and has exceedingly powerful capability of suppressing complex noise.

The New Approach of Expansion Baldwin-Aibassov＇s Rules for Ring-Closing Reaction for d- and f-elements Periodic Table of Elements

The authors have studied the effect of a magnetic field on Baldwin＇s rules. The authors have proposed a new mechanism that takes into account the effect of the angle and energy endo- or exo-cyclization. The authors propose to extend the rule Bouldwin not only for sp^3-, sp^2- and sp- orbits, but and for d^1 - d^10 and f^1 - f^14 elements of I-VIII of the Periodic table.

GIS-Based Simulation of Engineering Construction Schedule

For its complexity, engineering construction schedule design is limited by various factors.Simulation-based engineering construction schedule takes critical path method (CPM) network as frame and calls complex cyclic operation network (CYCLONE) simulation model enclosed in advance for its simulation nodes. CYCLONE simulation model takes charge of simulating stochastic duration of activity and efficiency of resources, while CPM model performs project scheduling. This combination avoids the shortcomings of both models. Furthermore, geographic information system (GIS) technique is utilized to visualize the construction processes which are otherwise difficult to be understood by static results described. Application in practical project verifies the feasibility and advantage of the technique.

Fault Diagnosis of Reciprocating Compressors Valve Based on Cyclostationary Method

The relationship between second-order cyclostationary method and time-frequency distribution is studied, and cyclic autocorrelation（CA） function is indicated to be one sort of special time-frequency distribution method. Furthermore, a fault diagnosis method for reciprocating compressors based on empirical mode decomposition （EMD） and CA function is proposed, and then it is applied to the fault diagnosis of reciprocating compressor valve. Firstly, the vibration signal of reciprocating compressor valve is decomposed by using ENID method, and several intrinsic mode functions （IMFs） are obtained. Secondly, the IMFs are evaluated by some denoising criterions to remove the noise and interfering ones. Finally, the CA functions of the remained IMFs are calculated, which will be used to reconstruct the CA function of the original vibration signal. Engineering application indicates that this method can sufficiently inhibit the cross-interference items of CA function. Therefore, more explicit working conditions of reciprocating compressor components can be achieved.

CLINICAL OBSERVATION ON 36 CASES OF SCAPULOHUMERAL PERIARTHRITIS TREATED BY ABDOMINAL ACUPUNCTURE AND BODY ACUPUNCTURE

Objective: To compare the therapeutic effect of abdominal acupuncture plus body acupuncture and simple body acupuncture in treatment of scapulohumeral periarthritis. Methods: 68 cases of scapulohumeral periarthritis patients were randomly divided into abdominal acupuncture plus body acupuncture (AABA) group (n=36) and simple body acupuncture (BA) group (n=32). In AABA group, abdominal acupuncture points used were Zhongwan(CV 12),Shangqu (KI 17) (on the healthy side) and Huaroumen sanjiao (on the affected side); and body acupoints employed were Jianyu (LI 15), Jianliao(TE 14), Binao (LI 14), Quchi (LI 11), Waiguan (TE 5) and Hegu (LI 4) on the affected side. In BA group, the body acupoints used were the same to those mentioned above. The acupuncture needles were retained for 20 min. Acupuncture treatment was given once daily, with 10 sessions being a therapeutic course and the interval between two courses being one week. 2 courses of treatment were conducted altogether. Results: Following 2 courses of treatment, in AABA and BA groups, 6 (16.7%) and 1 (3.1%) cases were cured, 19 (52.8%) and 12 (37.5%) had remarkable improvement, 11 (30.6%) and 17 (53.1%) had improvement, 0 and 2(6.25%) had no effect respectively. There was a significant difference between two groups in the therapeutic effect (P<0.05). Conclusion: The therapeutic effect of abdominal acupuncture plus body acupuncture is superior to that of simple body acupuncture in treatment of scapulohumeral periarthritis.
