A Novel Particle Swarm Optimization for Flow Shop Scheduling with Fuzzy Processing Time

Since in most practical cases the processing time of scheduling is not deterministic, flow shop scheduling model with fuzzy processing time is established. It is assumed that the processing times of jobs on the machines are described by triangular fuzzy sets. In order to find a sequence that minimizes the mean makespan and the spread of the makespan, Lee and Li fuzzy ranking method is adopted and modified to solve the problem. Particle swarm optimization (PSO) is a population-based stochastic approximation algorithm that has been applied to a wide range of problems, but there is little reported in respect of application to scheduling problems because of its unsuitability for them. In the paper, PSO is redefined and modified by introducing genetic operations such as crossover and mutation to update the particles, which is called GPSO and successfully employed to solve the formulated problem. A series of benchmarks with fuzzy processing time are used to verify GPSO. Extensive experiments show the feasibility and effectiveness of the proposed method.

The Evaluation and Selection of Outsourcing Suppliers in Mass Customization (MC)

Many MC companies find it necessary to cooperate with a large number of outsourcing suppliers to provide MC products according to customers’ diversified orders.To this end,how to select competitve suppliers for the outsourcing manufacturing of non-core processes is the key to establish strong supply chain ally of MC company as well as make the company more efficient in its core manufacturing processes.A procedure of selecting outsourcing suppliers was presented to identify and find competitive suppliers.The continuous improvement of this procedure was proposed to ensure the optimal supply chain of MC company in the long run.Besides,a multi-criteria evaluation model in the procedure was set up according to MC’s characteristic with fuzzy multi-criteria methods combined to solve the fuzzy problems of criteria weight and qualitative attribute value.A case study of MC manufacturing company was provided to show that the procedure,model and methods are effective to select outsourcing suppliers.

With the development of the society, it has been developing from H type to U Mode, to the shape of matrix and then to the shape of the network. The evolution of these modes is derived from the necessity to serve customers and society better. This is the current E-business organization mode.

Determination of Energy Interchanged on the Tie Lines- Some Practical Issues

The quality of methods for determining energy transits on the tie lines （lines that connect two neighboring power system） can have significant impact on business activity of the TSOs （transmission system operators）. Existing law regulation is not enough precise regarding definition of methods for metering energy transits （energy interchanged between neighboring TSOs）. This paper analyses disadvantages of method for line losses metering with electric meters and suggests introduction of the measured value corrections.

Web-based supplier relationship framework using agent systems

In order to enable both manufacturers and suppliers to be profitable on today’s highly competitive markets, manufacturers and suppliers must be quick in selecting best partners establishing strategic relationship, and collaborating with each other so that they can satisfy the changing competitive manufacturing requirements. A web-based supplier relationships (SR) framework is therfore proposed using multi-agent systems and linear programming technique to reduce supply cost, increase flexibility and shorten response time. Web-based SR approach is an ideal platform for information exchange that helps buyers and suppliers to maintain the availability of materials in the right quantity, at the right place, and at the right time, and keep the customer-supplier relationship more transparent. A multi-agent system prototype was implemented by simulation, which shows the feasibility of the proposed architecture.

Ant-cycle based on Metropolis rules for the traveling salesman problem

In this paper, recent developments of some heuristic algorithms were discussed. The focus was laid on the improvements of ant-cycle (AC) algorithm based on the analysis of the performances of simulated annealing (SA) and AC for the traveling salesman problem (TSP). The Metropolis rules in SA were applied to AC and turned out an improved AC. The computational results obtained from the case study indicated that the improved AC algorithm has advantages over the sheer SA or unmixed AC.

An integrated model for supplier selection process

In today’s highly competitive manufacturing environment, the supplier selection process becomes one of crucial activities in supply chain management. In order to select the best supplier(s) it is not only necessary to continuously tracking and benchmarking performance of suppliers but also to make a tradeoff between tangible and intangible factors some of which may conflict. In this paper an integration of case based reasoning (CBR), analytical network process (ANP) and linear programming (LP) is proposed to solve the supplier selection problem.

The Characteristics ofHong Kong＇s Cruise Port Construction and Operation

In recent years, China to seize the opportunity of the world＇s cruise industry eastward, the cruise market was developing rapidly. However, due to the late start of the cruise industry in China, all aspects of the cruise homeport construction lack of experience. This article will conduct a comprehensive analysis of all aspects ofHong Kong by cruise port planning concepts, infrastructure, commercial facilities, operating mode, and then summed up the characteristics of its construction operations. And on this basis, we will put forward targeted suggestions on various aspects of Shanghai Wusong cruise port operations and management, to build an international cruise homeport.

Specifying and Configuring Routing Policies of Relative AS in RPSL

Routing policies specification language (RPSL) allows a network operator to specify routing policies at various levels in the Internet hierarchy, for example at the autonomous system (AS) level. At the same time, policies can be specified with sufficient detail in RPSL so that the low level router configurations can be generated from them. This paper is a discussion on using the RPSL to describe routing policies of relative AS in the Internet routing registry (IRR). We first analyze the relationships between a pair of ASes, and then explain how to specify various relative AS routing policies in RPSL. At last, we show an example of configuring routing policies using RtConfig that is a tool developed by the Routing Arbiter Project (RAP).

Spatial Development of Local Bantik Community in Malalayang, Indonesia

The Proximity between the central business district and the settlement has led to many changes in the local Bantik community. These include changes in the function of settlements, population size, location of residence, and the movement of local culture. This study aims to examine the spatial changes that occur in local neighborhoods with a focus on the Bantik tribal community in Malalayang. Data were obtained from a series of field observations, questionnaires and structured interviews. This study conducted a series of analyses on spatial patterns, sociocultural factors and urban policy. The results show that the dynamic changes are natural and hard to avoid, since they are related to the community＇s needs and development of the city. In order to face the changes, adjustments in the values of the local community towards the settlement terms and conditions are necessary. In addition, an increase in internal resources for those local communities is needed.

Why Spatial Planning Often Fails to Control the Spreading Locations of Large Scale Commercial Facilities？

The purpose of this paper is to clarify the mechanism of planning failure on land use control in case of sprawl developments of large scale commercial facilities, which is often seen in many countries. The author demonstrates actual three cases in Japan： a huge commercial development established in the middle of rice field between the two local cities, two huge commercial accumulations established at the opposite fringes of urban area, and many large commercial developments established one by one within the small municipalities surrounding a central city. And by examining the statistical sales amount, the author describes that these huge suburban commercial developments apparently deprived the sales of the downtown. Through analyzing these cases, the author empirically stated that for the motorized local cites, the optimum location of commercial accumulation is no longer the central area of the city but about 15 min away from the center with the smooth accessible arterial road. At last, the author mentions that the ＂planning failure＂ could be occurred if the territory of planning authority and the scale of the development are inconsistent, such as the authority of small municipal government and the large scale commercial facility which impacts beyond the municipal boundary.

Influencing Factors of Chinese Telecom Operators＇ EVA

To analyze the positive influencing factors of Chinese telecom operators' EVA(Economic Value Added),this paper selects fifteen indicators based on the enterprise features of telecom operators and telecommunications industry characteristics,and then classifies these indicators into the following factors:operation scale,profitability,solvency and asset management ability by factor analysis.This paper also gives the priorities of these four factors by regression analysis,of which the operation scale is the most important factor.The research results point out a clear method for the telecom operatorsto increase their EVA in order to meet the performance appraisal from State-owned Assets Supervision and Administration Commission of the State Council.

Sensitivity and Uncertainty Analysis of Regional Marine Ecosystem Services Value

Marine ecosystem services are the benefits which people obtain from the marine ecosystem,including provisioning services,regulating services,cultural services and supporting services. The human species,while buffered against environmental changes by culture and technology,is fundamentally dependent on the flow of ecosystem services. Marine ecosystem services become increasingly valuable as the terrestrial resources become scarce. The value of marine ecosystem services is the monetary flow of ecosystem services on specific temporal and spatial scales,which often changes due to the variation of the goods prices,yields and the status of marine exploitation. Sensitivity analysis is to study the relationship between the value of marine ecosystem services and the main factors which affect it. Uncertainty analysis based on varying prices,yields and status of marine exploitation was carried out. Through uncertainty analysis,a more credible value range instead of a fixed value of marine ecosystem services was obtained in this study. Moreover,sensitivity analysis of the marine ecosystem services value revealed the relative importance of different factors.

Modeling Assessment of Renewable Energy to Design Business Plans of Power Options Aimed Energy Planning

The objective of this paper is the evaluation of business opportunities attractiveness in RER （renewable-energy resources） within a specific geographic area, and using some concepts of integrated energy-resource planning. The proposed methodology includes the main figures of economic merit evaluated to each resource assessed, the sensitivity analysis on cash flow, and recommendations of investments to each energy option assessed. A study case is applied within the northwest region of Sao Paulo State （Brazil） for those renewable-energy options. Five options of renewable-energy resources were chosen to be evaluated： three ERs （energy resources） from supply side （small hydro, wind farms and sugarcane bagasse） and two ERs from demand side （replacement of incandescent lighting by fluorescent and replacement of electric showers by central heating systems）. The conclusion is that, only two assessed ERs that have received investment grade were sugarcane biomass and fluorescent lamps replacing incandescent lamps. The rest have restriction due different reasons listed.

A Study on the Determinants of Location Choice in Inward Foreign Direct Investment （FDI）： Focusing on the Incheon Free Economic Zone

Inward foreign direct investment （FDI） is expected to grow further by virtue of economic globalization. A thorough understanding of the locational determinants of inward FDI will be conducive to enhanced efficiency in attracting direct and SOC-related investments from foreign entities. This study analyzes 51 cases of inward direct foreign investment made in the Incheon free economic zone （IFEZ） from 2002 to 2009 to determine the factors influencing FDI volume, the relevance of locations and the correlation between investment size and location. First, the relationship between the loeational determinants of FDI and the total investment size （total expected project cost） is analyzed. Second, the relationship between the locational determinants of FDI and the FDI is analyzed. Third, the relationship between the locational determinants of FDI and the location choice is analyzed. The results indicate the determinants that influence locations and investment size of FDI entities; whether these factors exercise influence in the zone; and the factors that have relatively significant effects. Ultimately, based on the analytical findings, a few implications for policy and practice are derived.
