In this paper, we build a Chinese inter-regional CGE model and simulate 13 policies and their combinations. By analyzing the energy consumptions, coal consumptions, relating emissions and their impacts on GDP, we found that with the structure adjustment policy, the proportion of coal in primary fossil fuels in 2030 will decrease from 53% to 48% and CO2 emissions will decrease by 11.3%-22.8% compared to the baseline scenario. With the energy intensity reduction policy, CO2 emissions will decrease by 33.3% in 2030 and 47.8% in 2050 than baseline scenario. Other pollutants will also be controlled as synergetic effects. In this study we also find that although the earlier the peaking time the better for emission amounts control, the economic costs can not be ignored. The GDP will decrease by 2.96%-8.23% under different scenarios. Therefore, integrated policy solutions are needed for realizing the peaks package and more targeted measures are required to achieve the peaks of other pollutants earlier.展开更多

In order to strengthen CBM exploration and development in China and to encourage increased growth in the CBM industry, we firstly give a general overview of the recent technological innovations and other developments in CBM exploration in the U.S., Canada and other countries. Using this background information as the starting point, we further present observations and analyses of CBM exploration and development, preferential policies, technical support and implications of R&D for CBM development in China. The results show that the problems related to CBM exploration technology development and lack of a complete set of management policies are still the major issues slowing down the growth of domestic CBM industry. Development of resource exploration and technology, R&D and establishment of favorable government policy to support the industry and the creation of a relevant information platform, etc. are finally recommended.展开更多

In order ...From the year of 1949 to the present, the China national coal output has been increasing quickly and became first in the world in 2009. But at the same time, major coal mining accidents still exist nowadays. In order to review the overall situation and provide information on major accidents of coal mines in China, we investigated 26 major coal mining accidents in China between the years of 1949 and 2009 through statistical methods, each of which led to more than 100 fatalities. Statistical characteristics about accident-related factors such as time, death toll, accident reasons, characters and nature of enterprise were analyzed. And some special conclusions have been achieved. For example, although we have made great progress, the safety situation in China coal mining industry is still serious, and the reasons for the mining accidents are all human errors which are not inevitable. Such results may be helpful to prevent major accidents in coal mines. Moreso, based on both the knowledge of other countries which have good safety situation nowadays and the safety management situation of China, we made suggestion on safety management of China coal mining. In conclusion, countermeasures were proposed in accordance with the results of statistical studies and the analyses of problems existed in coal mines, including the perfec- tion of safety supervision organization, the establishment of cooperating agency among government, coal mines and workers, the perfection of safety rules and regulations, the improvement of safety investment, the enhancement of safety training, the development of safety technique, and the development of emer- gency rescue technique and equipment.展开更多

This paper uses Altman Z-Score model to measure financial risk of 19 listed companies in the coal...With the rise of coal price, the proportion of loss-making enterprises shows an upward trend in China's coal industry. This paper uses Altman Z-Score model to measure financial risk of 19 listed companies in the coal industry in A-share market from 1995 to 2007. Empirical results show that Year-Based price index of coal price has a negative correlation with the financial risk but has no significance, and coal chain price has a significant negative correlation with the financial risk. Further research indicates that enterprises increase bad investment, and a lot of debts caused by short-term rise in coal prices. The results also show that the financial risk in the coal industry declines with the rise of GDP growth rate and increases with the rise of inflation rate.展开更多

A rapid development of high-productive and high-profitable mines,especially those with longwall sublevel caving method, is described. The issues of heavy duty equipment, roof bolting,mine safety are also addressed. The Chinese government is paying more and more attention on the environmental problems inducing from coal mining,processing and utilization. Production safety in coal mines in northern China is under serious threat from Ordovician karst water on coal seam floors, in order to analyze the destruction of water-resisting strata in floors of coal seams being mined and to achieve safe mining above deep aquifers, we established a numerical model of water-resisting strata, considering the structural characteristics and mechanical properties of a floor layered with hard and soft rock. We simulated the distribution characteristics of deformation, failure and seepage using the analytical module of fluid-structure interaction of FLAt:. We also obtained the corresponding stress distribution, deformation and flow vectors. Our results indi- cate that: (1) the advance of the working face causes water-resisting strata in goaf floors to form a deep double-clamped beam, subject to homogeneous loading at the bottom; (2) the two sides of the rock beam are subject 1~0 shear failure; (3) both sides of the rock seam at the bottom of the water-resisting strata are subject to tension and the greater the working face advance, the more serious the failure; C4) the original balance of the stress and seepage fields are broken and redistributed due to mining activities, especially the interaction of the abutment pressure in both sides of the goal; the lateral pressure on the goal floor and the water pressure on the floor of the aquifer promote floor heave and shear failure on both sides of the floor, forming a water-inrush passage. Our study results can provide references for the mechanism of water-inrush on mine floors.展开更多
