Changes of Wage Structures in Chinese Public and Private Sectors: 1995-2007 被引量:1

Using CHIP (Chinese Household Income Project Survey) data and the sample selection bias corrected wage function model, this paper estimated changes in wage structure in China by ownership types (SOEs, COEs, FEs, and PEs) in 1995 and 2007. The major conclusions are as follows. First, effects of education on wage levels in SOEs and FEs become greater, while education effects decrease in SOEs and PEs under economic transition periods; firm-specific human capital becomes more important in the wage determination mechanism along with market-oriented reforms in SOEs, PEs, and FEs; age effect decreases in SOEs and COEs, but it becomes greater in PEs and FEs. Second, there exist wage structure differences between sectors by wage distributions. For example, in 2007, in SOEs, education return rates are higher for the low-wage and middle-wage groups, and the effect is the highest at the 40th percentile. However in COEs and FEs, education return rates are higher for the high-wage groups, and the effect is the highest at the 70th percentile in COEs and at the 70th percentile in FEs. Tenure effects are greater in the middle-wage groups (40th-80th) in SOEs, COEs, and FEs, and age effects are greater in the low-wage groups (5th-30th) in SOEs, FEs, and PEs. 展开更多

However, six decades later, the debate over educational inequality continues. People are still fighting for their equality and well-being. Along with dramatically influential political, economic, and social factors in the United States, educational inequality destroys the commitment of this democratic nation to offer equal opportunity, care, and social justice to younger members of the community. This paper discusses the current problem of educational inequality as it relates to racial and socioeconomic discrimination in urban schools. Every developing country has to meet the challenge of overcoming a condition of subalterrnity. After the victory of the Revolution in 1959, Cuba tackled this challenge in a very original way, prioritizing the development of scientific and technical know-how and of an advanced scientific system. Moreover, it pursued this goal with an extremely open attitude, using characteristic Cuban resourcefulness while at the same time taking advantage of every possible support and collaboration. While the country was increasingly integrated into the Soviet system and the Council for Mutual Economic Assistance (COMECON), and therefore benefited from a close collaboration with the Soviet Union and the Eastern European countries' higher education and scientific systems, nevertheless it constantly sought collaboration with scientists and institutions in other countries as well, in particular in the Western world. The most meaningful instance of this collaboration is the development since the 1980s of an advanced biotechnological and biomedical system, which was created independently by the Soviet Union. Quite remarkably, when the socialist system collapsed, though Cuba faced a critical situation, the strategic choice was made not to cut support to this scientific sector, but rather to reinforce it. At present Cuba produces and exports advanced and in some cases unique vaccines and drugs, and this sector ranks as third in the country's source of current hard currency. 展开更多

Mainstream research at the time highlighted the inherent rationality of a "low center of gravity" and multiple sour... In the 1980s and 1990s, China was an important part of the worldwide decentralization of education. Mainstream research at the time highlighted the inherent rationality of a "low center of gravity" and multiple sources of educational funding and stressed decentralization as an irreversible trend. Since 2001, however, China has readjusted its system of administration of rural compulsory education. Our empirical analysis suggests that this reform is not an extension and refinement of the previous decentralization reform; rather, it represents a renewed effort to reestablish government responsibility for compulsory education. The 200t reform has led to a rapid increase in government investment in education and a considerable improvement in educational equity, especially in primary education. It therefore provides not just a valuable reference for educational reform around the world, but also an opportunity to reflect upon a series of propositions and assumptions in mainstream research. 展开更多
