Generally, the present English instruction in China is characterized by over utilitarianism, low motivation, and discontinuity, with consequences of test-oriented teaching and learning, learners' low English competency, illegal opportunistic conduct, and waste of educational resources. The applicable strategy to reverse the disadvantageous tendency is to carry out English-Chinese bilingual instruction based upon the principles of communication-orientation, content-basis, and continuity. The realization of effective dual language education is preconditioned by certain adjustments to educational policies involving establishment of a new English instructional and assessment system, training of bilingual teachers, and formulation of corresponding legal regulations. 展开更多
