The data of mean daily air te...The objective of this study was to provide reliable basis for decision making for national food security and layout and structure adjustment of grain production in the northeastern China. The data of mean daily air temperature of 1961-2009 from 106 meteorological stations in the northeastern China were chosen in this study. Using statistical methods and isoline method, the spatio-temporal changes of various decadal ≥10℃accumulated temperature and the climatic means of ≥10℃ accumulated temperature were studied in this paper. The results showed that 1) The geo- graphical distribution of ≥10℃ accumulated temperature in the northeastern China could be influenced directly by the latitude, longitude and altitude. If latitude moved one degree northward, the average decrease amplitude of the climatic means was 101.9℃ in the study area. 2) The means of decadal ≥10℃ accumulated temperature rose since the 1980s, and their increase amplitudes became larger in the 1990s and the 2010s obviously. Compared with those of the 1980s, ≥10℃ accumulated temperature increased by about 100℃ in the mountainous and plain areas in the 1990s; compared with those of the 1990s, ≥10℃ accumulated temperature increased by about 200℃ in the Hulun Buir High Plain and the Songnen Plain, and 100℃ in the Sanjiang Plain and the Liaohe Plain in the 2010s. 3) The means of the decada ≥10℃accumulated temperature for 106 meteorological stations in the northeastern China increased with the rate of 145.57℃/10yr in 1961-2009.4) The climatic means of ≥10℃ accumulated temperature increased from 1961-1990 to 1971-2000 and 1981-2009. Compared with the climatic mean of 1971-2000, that of 1981-2009 had increased by above 50℃ in most of the study area, even up to 156℃. Compared with the climatic mean of 1961-1990, that of 1981-2009 increased by above 100℃ in most parts of the study area, even up to 200℃. 5) The maximum northward shift, eastward and westward extension amplitudes of3100℃, 3300℃ and 3500℃ isolines were larger among all isolines for the climatic means of the three phases. Compared with the positions of the isolines of 1961-1990, those amplitudes of 31000C isoline of 1981-2009 were 145 km, 109 km and 64 km, respectively; those of 3300℃ isoline were 154 km, 54 km and 64 km, respectively; and the maximum northward shift of 3500℃ isoline was about 100 km.展开更多

Using financial data of 244 Chinese enterprises, this study empirically investigates the patterns and determinants of China's outward FDI from 2001 to 2008 for its seven major destinations. Tobit and multiple regression analyses indicate that early Chinese FDI in 2001 and 2002 is concentrated in the labor-intensive industries in Asia, like those of early Japanese FDI in the early 1970s as well as those of Korean FDI in 1990s. The results also indicate that non-production oriented manufacturers invested in North America, in order to seek for market cultivation, technological advance, R&D skills, and name brands. These enhance national energy security and are among the cl...The global trends of increasing oil and gas costs have compelled coal possessing countries to start long term underground coal gasification (UCG) projects. These enhance national energy security and are among the cleanest, ecologically safest coal utilization technologies. This paper delineates the major characteristics of such technologies and analyzes technical solutions. Highlighting the desire to develop large scale industrial UCG plants, pilot level projects are presented using a new UCG method developed in Russia by Joint Stock Company Gazprom Promgaz. This method is distinct for its high controllability, stability, and energy efficiency. New, efficient technical solutions have been developed over the last 10-15 years and are patented in Russia. They guarantee controllability and stability of UCG gas produc- tion. Over one hundred iniection and gas production wells have been operated simultaneously.展开更多
This paper examined the impact of National Special Program for Food Security (NSPFS) on the beneficiaries through a qualitative measurement of the food security status of the beneficiaries. A food insecurity index w...This paper examined the impact of National Special Program for Food Security (NSPFS) on the beneficiaries through a qualitative measurement of the food security status of the beneficiaries. A food insecurity index was estimated to measure the well-being of the beneficiaries as affected by the impact of the program. Beneficiaries were classified into four categories: food secure (41%), food insecure without hunger (46%), food insecure with moderate hunger (11%), and food insecure with severe hunger (2%). Perceptions of beneficiaries were measured. In conclusion, the program has had a positive impact and enhanced food security among the Nigerian beneficiaries. It is not without its short comings which include delayed and untimely disbursement of funds and lack of output markets, irrigation facilities, production inputs and adequate training on technology know-how. The default rate and number of debtors remain high among beneficiaries. Efforts should be made to correct the short comings to improve the effectiveness of the program and justify the huge financial resources that have been committed.展开更多

As one of the important factors threatening human security, global environmental change has become a new challenge to the national security and social development. The national security problems caused by global environmental change, on one hand, are closely related to the global environmental problems, and, on the other hand, are manifested in the conflicts of international affairs. The global environmental change severely challenges the future development of China. When it comes to the study on human dimensions of global environmental change in China, much more attention should be paid to issues of important environmental change that may have great impacts on the national security of China, to the scientific assessment of the vulnerabilities of the natural and socialeconomic system of China to the impacts of global environmental change, and to the active establishment of the national risk management system, in which global environmental change should be included, so as to make contribution to sustainable development and construction of harmonious society of China.展开更多
