Optimal Investment Control of Macroeconomic Systems

Economic growth is always accompanied by economic fluctuation. The target of macroeconomic control is to keep a basic balance of economic growth, accelerate the optimization of economic structures and to lead a rapid, sustainable and healthy development of national economies, in order to propel society forward. In order to realize the above goal, investment control must be regarded as the most important policy for economic stability. Readjustment and control of investment includes not only control of aggregate investment, but also structural control which depends on economic-technology relationships between various industries of a national economy. On the basis of the theory of a generalized system, an optimal investment control model for government has been developed. In order to provide a scientific basis for government to formulate a macroeconomic control policy, the model investigates the balance of total supply and aggregate demand through an adjustment in investment decisions realizes a sustainable and stable growth of the national economy. The optimal investment decision function proposed by this study has a unique and specific expression, high regulating precision and computable characteristics.

Corporate Governance Mechanisms： Evidence From Small- and Medium-Sized Enterprises （SMEs）

This paper aims to investigate the extent to which Malaysian small- and medium-sized enterprises （SMEs） adopted corporate governance （CG） principles and their effects on firm performance. The principles examined included： establishing clear roles and responsibilities; strengthening composition; and reinforcing independence. The paper is based on a questionnaire survey study among 113 SMEs that consisted of 35% （39） of manufacturing and related services and 65% （74） from services including information and communication technology （ICT）, primary agriculture, construction, mining, and quarrying. The analysis of the data indicates that 32% of the respondents said that the primary reason why they have their own business is to have control over their own working life. This fmding appears to confirm the f＇mancing theory that SMEs owners have other goals than profitability. In addition, 30% of SMEs perceived that the most important role played by the board is risk management; hence, these boards have a greater control over financial risks that may lead to better financial performance. The analysis also shows that 81% of the respondents＇ board consisted of internal board members only. These enterprises need to see the important role of external board members as a source of advice providers and experts to them. For policies relating to clear roles and responsibilities of board, only 28% of the respondents established clear functions reserved for the board and those delegated to management; substantial respondents did not draw up policies relating to reinforce board independency （between 75% and 79%） and to strengthen board composition （46%）. Besides, 68% of the respondents have the position of chairman and CEO held by same individuals and 81% of the chairman is an executive member of the board. These findings suggest that SMEs cannot see the importance of strengthening board and having independent board members. Regression analysis also indicates that board independence has a significant and positive impact on firm performance. Hence, SMEs need to appreciate networking advantages, competency, and strategic knowledge that the right board can offer. The governmental ministries and agencies in Malaysia need to take active measures to encourage SMEs to strengthen their board governance, because SMEs are the important economic powers for stimulating national economic growth. This paper contributes to the empirical literatures on the adoption of CG principles and their effects on SMEs＇ firm performance in emerging markets.

OBSERVATION OF THE EFFICACY OF ACUPUNCTURE AND MOXIBUSTION IN 62 CASES OF CHRONIC COLITIS

62 patients with chronic colitis were randomly divided into two groups. Acupuncture and moxibustion at acupoints such as Tianshu (St 25), Guanyuan (Ren 4) were applied in the treatment group, and western drugs were applied in the control group. The results showed that acupuncture and moxibustion had a marked curative effective with few side effects, and therefore was readily acceptable to the patients.

Wounding Ideals＂ Israel Epstein＇s Life Saga in Communist China

Despite of all its enigma and revealingness, Israel Epstein＇s （1915-2005） life in communist China remains a vacuum in English-language scholarship on the history of the People＇s Republic of China. This paper intends to fill this vacuum. It seeks to rediscover Epstein＇s communist experience, with particular focus on his fervent activism in and unapologetic defense of the Cultural Revolution. Through analyzing his experience, this paper exposes the essential allurement of Chinese communism encapsulated in the ideals of revolutionary regeneration and revolutionary virtues. Beyond Epstein＇s communist experience, this paper calls for a deeper and broader pondering on the analogy between communism and religion. Such an illuminating analogy should inspire more intellectual efforts than critical expositions of formalistic vainglory or personality cult.

Theory and Professionals： Impact of HRM on Economy

Research topic of this paper includes importance of theoretical knowledge on performance of firms＇ professionals. Research question is how theory affects the performance. Answer might become thorough competence of professionals and task performance. With this sense, two case studis are obtained from Drucker＇s works （2009; 2015）. Therefore, research method covers case study approaches. Furthermore, firms produce national GDP in an economy. There are several functions in firm management, and managers operate those functions. They are logistics, supply, stock, finance, accounting, marketing, production, etc. All have managers such as accounting manager, finance manager, marketing manager, etc. Performance of managers is crucial to fLrm performance. Because performance of managers might become one determinator of firm performance. Therefore, HRM may have an impact on GDP through managers. Because productions and sales of firms affect GDPs on an economy. Moreover, professionals or managers must have theoretical knowledge in their field. Because theoretical knowledge increases their performance at work. In conclusion, study reveals that managers may have impact on firm performance; and theory may increase task performance of employees.

Sustainable development is the basis of survival. The SMEs as an important part of our national economy, plays the role of increasing national income, expanding employment, stabilizing social situation. Under the new situation, it needs to change the status quo of financial management, financial management to achieve sustainable development of SMEs. This paper is combined with the financial management of the significance of sustainable development as well as financial management problems in the SME financial management strategy.

The Istituto Nazionale di Geofisica e Vulcanologia Data Management System for the Arctic Sciences

The brokering approach can be successfully used to overcome the crucial question of searching among enormous amount of data （raw and/or processed） produced and stored in different information systems. In this paper, authors describe the Data Management System the DMS （Data Management System） developed by INGV （Istituto Nazionale di Geofisica e Vulcanologia） to support the brokering system GEOSS （Global Earth Observation System of Systems） adopted for the ARCA （Arctic Present Climate Change and Past Extreme Events） project. This DMS includes heterogeneous data that contributes to the ARCA objective （www.arcaproject.it） focusing on multi-parametric and multi-disciplinary studies on the mechanism （s） behind the release of large volumes of cold and fresh water from melting of ice caps. Research on the Financial Management of China＇s Private Higher Learning Institutions

With the deepening of China＇s reform and opening up, China＇s private higher education has got rapid development. The expanding of the scale and the updating of the educational philosophy makes the financial management of private higher learning institutions can＇t meet the developing needs of them. Through summing up the current defects existed in the financial management activities of the private higher learning institutions, this paper tries to advise the private higher learning institutions to set out their efforts on financial management foundation, financing management, investment management, budget management, financial analysis and financial supervision six aspects, standardize and optimize the financial management activities to promote the healthy development of China＇s private higher learning institutions.

Strategic Management Development From the State-Owned Company to the Private Company

The privatization of a firm entails a thoroughgoing process of reform that includes the introduction of new management practices. A review of the theoretical and empirical studies conducted allows us to confirm that a systematic analysis of the contextual, organizational and strategic factors that arise after a public company＇s privatization does not exist. This study explores the changes in strategic management that take place after a public company＇s privatization and proposes a theoretical global analysis model that facilitates their analysis. In order to confirm the theoretical propositions posed, the contemporary multiple case study was used as a research methodology. In particular, the changes experienced in the strategic management area in four privatized Spanish companies were investigated along the lines of a longitudinal analysis. The results of this study show that most theoretical propositions are confirmed or tend to be, according to the evidence shown by the firms in the sample. In addition, a comparative analysis of the different firms＇ behaviors by following the structure constructed on the basis of the three areas （strategies, objectives and organizational structure） leads to the conclusion that all these areas are relevant to the process of change in a privatized firm＇s strategic management.

Accounting Problems and Countermeasures in SME

SMEs in the national economy is an imporl^nt part of maintaining market stability, and it has a very important role for the operation to ensure a rational pricing mechanism and to ensure thll employment and promote sustained and healthy develop, and it ensures social stability. However, the presence of SMEs in the financial control is weak; problems of accounting information distortion and other issues limit itself to develop, and we do some research on the current problems and countermeasures of SME financial management.

Aeolian vibration control measures for ground wires of Han River long span transmission lines

Long span ultra-high voltage(UHV) transmission lines have serious aeolian vibration problems. To control these vibrations,we improved the energy balance method in the following aspects:the wind power input,the conductor self-damping,and the damper dissipated power. Meanwhile,we built a theoretical mechanical model of β wire dampers and derived energy dissipation calculation formulae. This permits the vibration energy dissipated by β wire dampers can be considered in the energy balance method. Then,we developed a computer program based on the improved energy balance method using Matlab,and analyzed UHV long span ground wires of the Han River long span project in P. R. China. The results show that the combination of β wire dampers and Stockbridge dampers can reduce vibration of UHV long span transmission lines,which provides a reference for research and construction of UHV engineering projects.

Haze with Chinese residents＇ health problems

In recent years, with the acceleration of urbanization, medium-sized cities face increasingly severe, fog and haze increase, the heavy air pollution concentration, which caused acute health problems such as irritation and cardiovascular diseases caused widespread concern in the community. Most scholars believe that the haze is toxic and harmful gases; particulate matter and other pollutants together lead to reduced visibility as the main manifestation of the phenomenon of air pollution. Population health effects caused by the haze have been proven in many studies. The system summarizes the polluting haze weather physicochemical characteristics, introduced widely accepted definition of haze, haze hazard to residents and the proposed requirements.

The Idea of the Judicial System in a Large Country and the Development of International Civil Procedure in China

The development of China’s international civil procedure should correspond to the development of the country’s reform and opening to the outside world.As a large economic country,China needs to draw on international civil procedures to guarantee its worldwide interests;and as a large country with the rule of law,it needs to improve the level of its judicial services and enhance the market attraction of its judicial system in global dispute resolution.Given that a country’s judicial system is an important element in measuring its comprehensive competitiveness,the global competitiveness of our international civil procedure is one of the goals to be pursued in the reform of Chinese judicial system.In order to raise the level of Chinese international civil procedure,China should emphasize the idea of the judicial system of a large country and prioritize its competitiveness,service orientation and cooperative approach to dispute resolution.In addition,it should focus on the following reforms:firstly,establishing a specialized system of international civil jurisdiction,with an increase in matters for competitive jurisdiction;secondly,enhancing China’s specialist services capacity in international civil actions,highlighting the expedient protection given to the rights of the parties concerned and stressing the professional development of judicial bodies in the commercial field;and thirdly,strengthening international judicial cooperation and facilitating the global movement of Chinese judgments.

The Expansion of Peasant Rationality： An Analysis of the Creators of the “China Miracle”——Challenging Existing Theories and Proposing New Analytical Approaches

The peasants, the majority of China＇s population, have always been seen as a traditional and conservative force. Formed over centuries of daily rural production activities, peasant rationality had limited efficacy within rural society and mainly functioned as a survival rationality. As rural society was transformed into industrial and commercial society, peasant rationality moved into the new society through inertia and expanded there. By combining with the advantages of the new society, it produced a kind of ＂superimposed advantage＂ that released enormous power unprecedented in both traditional rural society and modem industrial and commercial society. To comprehend the ＂China Miracle,＂ we must first understand the Chinese peasant. Similarly, to understand the peasants, we must first apprehend peasant rationality. To illustrate how the expansion of peasant rationality helped to create the ＂China Miracle,＂ it is imperative to discard the formula of tradition vs. modernity and to stress the character, attitudes and views of ordinary people in the process of social transformation.
