BC content ranges from 〈0.1...This study investigates the distribution of black carbon (BC) and its correlation with total polycyclic aromatic hydrocarbons (EPAH) in the surface sediments of China's marginal seas. BC content ranges from 〈0.10 to 2.45 mg/g dw (grams dry weight) in the sediments studied, and varied among the different coastal regions. The Bohai Bay sediments had the highest BC contents (average 2.18 mg/g dw), which comprises a significant fraction (27%-41%) of the total organic carbon (TOC) preserved in the sediments. In comparison, BC in the surface sediments of the North Yellow Sea, Jiaozhou Bay, East China Sea and the South China Sea is less abundant and accounted for an average of 6%, 8%, 14% and 5%, respectively, of the sedimentary organic carbon pool. The concentration of EPAH in the surface sediments ranges from 41 to 3 667 ng/g dw and showed large spatial variations among the sampling sites of different costal regions. The Bohai Bay has the highest ZPAH values, ranging from 79 to 3 667 ng/g dw. This reflects the high anthropogenically contaminated nature of the sediments in the bay. BC is positively correlated to TOC but a strong correlation is not found between BC and ZPAH in the surface sediments studied, suggesting that BC and PAHs preserved in the sediments are derived from different sources and controlled by different biogeochemical processes. Our study suggests that the abundance of BC preserved in the sediments could represent a significant sink pool of carbon cycling in China's marginal seas.展开更多

Taking Daxing District, Beijing in China as a case study, this paper used landscape ecology and power-law methods to ana- lyze and evaluate farmland loss during the period of 2004~2007 based on the interpretation results of SPOT5 remote sensing images in 2004 and 2007. At the patch level, we selected four landscape indices, namely patch size, shape index, the nearest neighbor distance between farmland and construction land (including residential land and other construction land), and cropping type, to evaluate the risk of farmland loss and establish a farmland site analysis indicator system. The results showed that patch size and shape index have a sig- nificant positive correlation with farmland loss, whereas the distance to construction land has a clear negative correlation with farmland loss. As regards cropping type, fallow farmland is much easier for non-agriculUlral use than cultivated farmland. The relative transition ratio among vegetable land, fallow farmland and cultivated farmland is 1 : 5.6 : 1. The patch size of lost farmland follows a power-law distribution, indicating that not only small parcels but also large parcels can be lost. Patch size less than 4 ha or more than 15 ha is in high loss risk, between 4 ha and 10 ha in medium loss risk, and larger than 10 ha and less than 15 ha in low risk. Farmland with a more regular shape has a higher likelihood of loss. Patch shape index less than 2.0 is in high loss risk, between 2.0 and 3.0 in medium loss risk, and larger than 3.0 in low risk. Construction land has a varying impact on farmland loss, the residential land effeeted distance is 1000 m, and that of the other construction land is 2000 m. This analysis showed the relationships between site factors and farmland loss, and the analysis framework can provide support and reference for farmland protection and delimitation of prime farmland in China.展开更多

In order to cond...This paper explores Du Boisian notion of double consciousness and the notion of black nihilism suggested by Cornel West in Ralph Ellison's Invisible Man (1952) and August Wilson's Fences (1986). In order to conduct this study, the researcher adopts African American approach and shows that double consciousness and black nihilism are the immediate effects of African Americans' marginalisation. According to W. E. B. Du Bois, all African Americans develop the sense of double consciousness which means being both African and American simultaneously. On the other hand, Cornel West believes that black Americans suffer from nihilism which means loss of hope and absence of meaning. The paper is an attempt to compare the novel Invisible Man and the play Fences thematically based on these two theories. It then looks to find the considerable similarities in the conditions of the protagonists of these two literary works. Although both protagonists migrate to the North to escape Southern racism in the era prior to the Civil Rights Movement, they become totally disillusioned, for they are treated as the invisible marginal. Interestingly though, at the end of both stories, there remains a ray of hope for reactivation and the creation of democracy for black Americans.展开更多

Thus, the study on the nature, characteristics and activity history of this fault can provide not onl...The Heqing-Eryuan fault is an important part of the active fault system in the Northwestern Yunnan Province, China. Thus, the study on the nature, characteristics and activity history of this fault can provide not only the basis for seismic safety and engineering evaluation, but also the important information for the characteristics, history and patterns of the structural deformation of the southeastern margin of the Tibetan Plateau. Trench and faulted landforms investigations could provide effective paleoseismic methods to obtain the recent parameters of active faults. Using these methods, this study makes some breakthroughs on the recent activity of southeast boundary fault of the Heqing basin, middle segment of Heqing-Eryuan fault zone. Results indicate that the average vertical slip rate and left-lateral slip rate of the segment are about 0.28 mm/a and 1.8o mm/a respectively since the Late Pleistocene. The trench near the Beixi Village at the .outhea.t houndnrv fault of the lqaaing basinreveals that there have been at least three paleoearthquake events during the Holocene (8 ka BP). The vertical displacement and sinistral strike-slip distance of a single paleoearthquake are ~20 cm and -1.2 m, respectively. The estimated paleoearthquake magnitudes with Ms7.o, and the recurrence interval at 2-5 ka, as well as the latest activity time during 800- 290 ca1 yr BP, are of great significance for preventing and mitigating regional earthquake disasters.展开更多

Data assimilation is a powerful tool to improve ocean forecasting by reducing uncertainties in forecast initial conditions.Recently,an ocean data assimilation system based on the ensemble optimal interpolation(EnOI) s...Data assimilation is a powerful tool to improve ocean forecasting by reducing uncertainties in forecast initial conditions.Recently,an ocean data assimilation system based on the ensemble optimal interpolation(EnOI) scheme and HYbrid Coordinate Ocean Model(HYCOM) for marginal seas around China was developed.This system can assimilate both satellite observations of sea surface temperature(SST) and along-track sea level anomaly(SLA) data.The purpose of this study was to evaluate the performance of the system.Two experiments were performed,which spanned a 3-year period from January 1,2004 to December 30,2006,with and without data assimilation.The data assimilation results were promising,with a positive impact on the modeled fields.The SST and SLA were clearly improved in terms of bias and root mean square error over the whole domain.In addition,the assimilations provided improvements in some regions to the surface field where mesoscale processes are not well simulated by the model.Comparisons with surface drifter trajectories showed that assimilated SST and SLA also better represent surface currents,with drifter trajectories fitting better to the contours of SLA field than that without assimilation.The forecasting capacity of this assimilation system was also evaluated through a case study of a birth-and-death process of an anticyclone eddy in the Northern South China Sea(NSCS),in which the anticyclone eddy was successfully hindcasted by the assimilation system.This study suggests the data assimilation system gives reasonable descriptions of the near-surface ocean state and can be applied to forecast mesoscale ocean processes in the marginal seas around China.展开更多

Both interannual and interdecadal patterns are found to be seasonally and spatially dependent, with reanalyses and satellite remote sensing data yielding highly consistent results. The study reveals that summer monsoon winds over the East China Sea experienced an interdecadal weakening in the late 1960s and began a persistent recovery in 2005. The study also shows gradual weakening of the winter monsoon in the southern South China Sea by more than 2m/s since the 1960s, with corroboration from coastal climate stations in Borneo. This phenomenon has not been reported in previous monsoon studies.展开更多

At the moment, both Garra yiliangensis and G. hainanensis are treated as valid species, but they were initially named as a subspecies of G. pingi, a junior synonym of G. imberba. Garra alticorpora and G. nujiangensis also have similar morphological characters to G. imberba, but the taxonomic statuses and phylogenetic relationships of these species with G. imberba remains uncertain. In this study, 128 samples from the Jinshajiang, Red, Nanpanjiang, Lancangjiang, Nujiang Rivers as well as Hainan Island were measured while 1 mitochondrial gene and 1 nuclear intron of 24 samples were sequenced to explore the phylogenetic relationship of these five species. The results showed that G. hainanensis, G. yiliangensis, G. alticorpora and G. imberba are the same species with G. imberba being the valid species name, while G. nujiangensis is a valid species in and of itself.展开更多

This study examines the mechanica...Heavy summer rainfall induces significant soil erosion and shallow landslide activity on the loess hillslopes of the Xining Basin at the northeast margin of the Qinghai-Tibet Plateau. This study examines the mechanical effects of five native shrubs that can be used to reduce shallow landslide activity. We measured single root tensile resistance and shear resistance, root anatomical structure and direct shear and triaxial shear for soil without roots and five root- soil composite systems. Results show that Atriplex canescens (Pursh) Nutt. possessed the strongest roots, followed by Caragana korshinskii Kom., Zygophyllum xanthoxylon (Bunge) Maxim., Nitraria tangutorum Bobr. and Lycium chinense Mill. Single root strength and shear resistance relationships with root diameter are characterized by power or exponential relations, consistent with the Mohr- Coulomb law. Root mechanical strength reflects their anatomical structure, especially the percentage of phloem and xylem cells, and the degree and speed of periderm lignifications. The cohesion force of root- soil composite systems is notably higher than that of soil without roots, with increasing amplitudes of cohesion force for A. canescens, C. korshinskii, Z. xanthoxylon, N. tangutorurn and L. chinense of 75.9%, 75.1%, 36.2%, 24.6% and 17.0 % respectively. When subjected to shear forces, the soil without root samples show much greater lateral deformation thanthe root-soil composite systems, reflecting the restraining effects of roots. Findings from this paper indicate that efforts to reduce shallow landslides in this region by enhancing root reinforcement will be achieved most effectively using A. canescens and C. korshinskii.展开更多

Actually, the header pipe diameter 32 inches and 40 inches require priority for inspection due to higher corrosion rate compared to smaller pipe diameters. By simulation method on similar heavy duty service condition in which the working pressure of 15 bars and temperature of 183 ℃, it was proved that corrosion rate will severely occur at corrosion rate more than 10 mpy in the pipe diameters of 20 inches, 32 inches and 40 inches. Further,condensation factor may contribute more significant in the case of corrosion under insulation. Practically, the metal loss at a half initial thickness requires priority for inspection, intensive maintenance or possible partial replacement.展开更多

(2012) use singular value decomposition method to identify regional dominant modes and analyze their interdecadal variability. This paper continues to evaluate the interannual variability of each dominant mode and its relation to various atmospheric, oceanic and land factors. The findings include: 1) The intensity of the winter monsoon over the East China Sea is highly correlated with the Siberian High intensity and anti-correlated with the latitudinal position of the Aleutian Low as well as the rainfall in eastern China, Korean Peninsula and Japan; 2) The western Pacific subtropical high is significantly correlated with the summer monsoon intensity over the East China Sea and anti-correlated with the summer monsoon over the South China Sea; 3) The winter monsoon in a broad zonal belt through the Luzon Strait is dominated by the ENSO signal, strengthening in the La Nifia phase and weakening in the E1 Nifio phase. This inverse relation exhibits interdecadal shift with a period of weak correlation in the 1980s; 4) Analysis of tidal records validates the interdecadal weakening of the East Asian summer monsoon and reveals an atmospheric bridge that conveys the ENSO signal into the South China Sea via the winter monsoon.展开更多

This study presented the diurnal and seasonal variations of the elevation gradient of air temperature in the northern flank of the western Qinling Mountain range,which has not been thoroughly evaluated. The measurements were conducted at 9 different elevations between 1710 and 2500 m from August 2014 to August 2015 with HOBO Data loggers. The results showed that the annual temperature lapse rates(TLRs) for Tmean,Tmin and Tmax were 0.45?C/100 m,0.44?C/100 m and 0.40?C/100 m,respectively,which are substantially smaller than the often used value of 0.60°C/100 m to 0.65°C/100 m. The TLRs showed no obvious seasonal variations,except for the maximum temperature lapse rate,which was steeper in winter and shallower in spring. Additionally,the TLRs showed significant diurnal variations,with the steepest TLR in forenoon and the shallowest in early morning or late-afternoon,and the TLRs changed more severely during the daytime than night time. The accumulated temperature above 0°C,5°C and 10°C(AT0,AT5 and AT10) decreased at a lapse rate of 112.8?C days/100 m,104.5?C days/100 m and 137.0?C days/100 m,respectively. The monthly and annual mean diurnal range of temperatures(MDRT and ADRT) demonstrated unimodal curves along the elevation gradients,while the annual range of temperature(ART) showed no significant elevation differences. Our results strongly suggest that the extrapolated regional TLR may not be a good representative for an individual mountainside,in particular,where there are only sparse meteorological stations at high elevations.展开更多

Ten years later, the same debate is being held all over again, just from a different point of view. It is emblematic of this current financial crisis because the banking system is much bigger than GDP (Gross Domestic Product). Setting aside the sluggish economic performance, as well as the usual gap between northern and southern regions, people are uncomfortable with the EU. Getting the EU to finance a deficit is very tempting because it seems to be a politically and socially painless option, but can we count on the EU to devise such a smoothly running system? Cyprus is interesting on many levels, from the debate concerning the limits of cohesion policy to the need of finding new solutions for the European periphery. It raises the question of whether a real fiscal and political union is possible, in light of the actual geoeconomic and geopolitical dynamics among the EU, Turkey, and Russia. The aim of this paper is to explore the possible mechanisms for an integration of Cyprus in order to go beyond fiscal burden sharing. In more-developed regions of the country, the Di Bao program-in combination with integrated urban and rural social insurance and public services-has significantly reduced rates of poverty and financial vulnerability, and additional employment-promotion policies have created opportunities for Di Bao recipients to achieve incomes above the poverty-line. However, because of the high number of extremely poor households in disproportionately poor areas and the paucity of locally-available financial resources there, the intensity of intervention is still insufficient. Inadequate coordination of policies and shortcomings in the targeting of subsidies have resulted in both under-coverage and welfare-leakage as well. Furthermore, based on the results of analyzing the features of changes of East Asia geopolitical environment, the paper summarizes the development trends of geopolitical environment of Sino-Mongolia and Sino-Russia, and considers that the geopolitical pattern and order of the South China Sea has been changed deeply with the strong involvement of USA. One of the most important changes is that China's interests are suffering stern challenge from Japan, Vietnam, Philippines and other countries. Afterwards, taking the energy market as an example, this research analyzes the impact of geopolitical changes of East Asia on the regional resources market. For China, the strategic conception of building the Silk Road Economic Belt is a countermeasure to counterbalance the adverse changing. At the same time, Russia was sanctioned by western countries and turned their eyes to Asia. So the stern geopolitical environment of both countries provides a good opportunity for China-Russia economic and trade cooperation. Because of the similar geopolitical situation and economic complementary, the energy cooperation between China and Russia is expected to be further enhanced in the future. Although Mongolia's economy relies heavily on China, its geopolitical strategic demand and strategic target have changed profoundly since the United States returns to Asia. The diplomatic priority of Mongolia is to strengthen exchanges with "the third neighbor" and to counterbalance its two neighbors' influences. Though the Sino-Mongolia geopolitical relations are mainly positive, America's involvement increased the uncertainty of Sino-Mongolia resources cooperation. For Japan and Korea being America's allies, the harsh regional geopolitical environment will decrease their share of resources market in northeast Asia in the future.展开更多

文摘The Heqing-Eryuan fault is an important part of the active fault system in the Northwestern Yunnan Province, China. Thus, the study on the nature, characteristics and activity history of this fault can provide not only the basis for seismic safety and engineering evaluation, but also the important information for the characteristics, history and patterns of the structural deformation of the southeastern margin of the Tibetan Plateau. Trench and faulted landforms investigations could provide effective paleoseismic methods to obtain the recent parameters of active faults. Using these methods, this study makes some breakthroughs on the recent activity of southeast boundary fault of the Heqing basin, middle segment of Heqing-Eryuan fault zone. Results indicate that the average vertical slip rate and left-lateral slip rate of the segment are about 0.28 mm/a and 1.8o mm/a respectively since the Late Pleistocene. The trench near the Beixi Village at the .outhea.t houndnrv fault of the lqaaing basinreveals that there have been at least three paleoearthquake events during the Holocene (8 ka BP). The vertical displacement and sinistral strike-slip distance of a single paleoearthquake are ~20 cm and -1.2 m, respectively. The estimated paleoearthquake magnitudes with Ms7.o, and the recurrence interval at 2-5 ka, as well as the latest activity time during 800- 290 ca1 yr BP, are of great significance for preventing and mitigating regional earthquake disasters.

文摘Data assimilation is a powerful tool to improve ocean forecasting by reducing uncertainties in forecast initial conditions.Recently,an ocean data assimilation system based on the ensemble optimal interpolation(EnOI) scheme and HYbrid Coordinate Ocean Model(HYCOM) for marginal seas around China was developed.This system can assimilate both satellite observations of sea surface temperature(SST) and along-track sea level anomaly(SLA) data.The purpose of this study was to evaluate the performance of the system.Two experiments were performed,which spanned a 3-year period from January 1,2004 to December 30,2006,with and without data assimilation.The data assimilation results were promising,with a positive impact on the modeled fields.The SST and SLA were clearly improved in terms of bias and root mean square error over the whole domain.In addition,the assimilations provided improvements in some regions to the surface field where mesoscale processes are not well simulated by the model.Comparisons with surface drifter trajectories showed that assimilated SST and SLA also better represent surface currents,with drifter trajectories fitting better to the contours of SLA field than that without assimilation.The forecasting capacity of this assimilation system was also evaluated through a case study of a birth-and-death process of an anticyclone eddy in the Northern South China Sea(NSCS),in which the anticyclone eddy was successfully hindcasted by the assimilation system.This study suggests the data assimilation system gives reasonable descriptions of the near-surface ocean state and can be applied to forecast mesoscale ocean processes in the marginal seas around China.

文摘Long term variability in the surface winds over the marginal seas of China is examined with a dominant-mode singular value decomposition method. Both interannual and interdecadal patterns are found to be seasonally and spatially dependent, with reanalyses and satellite remote sensing data yielding highly consistent results. The study reveals that summer monsoon winds over the East China Sea experienced an interdecadal weakening in the late 1960s and began a persistent recovery in 2005. The study also shows gradual weakening of the winter monsoon in the southern South China Sea by more than 2m/s since the 1960s, with corroboration from coastal climate stations in Borneo. This phenomenon has not been reported in previous monsoon studies.

文摘Garra imberba is widely distributed in China. At the moment, both Garra yiliangensis and G. hainanensis are treated as valid species, but they were initially named as a subspecies of G. pingi, a junior synonym of G. imberba. Garra alticorpora and G. nujiangensis also have similar morphological characters to G. imberba, but the taxonomic statuses and phylogenetic relationships of these species with G. imberba remains uncertain. In this study, 128 samples from the Jinshajiang, Red, Nanpanjiang, Lancangjiang, Nujiang Rivers as well as Hainan Island were measured while 1 mitochondrial gene and 1 nuclear intron of 24 samples were sequenced to explore the phylogenetic relationship of these five species. The results showed that G. hainanensis, G. yiliangensis, G. alticorpora and G. imberba are the same species with G. imberba being the valid species name, while G. nujiangensis is a valid species in and of itself.

文摘Heavy summer rainfall induces significant soil erosion and shallow landslide activity on the loess hillslopes of the Xining Basin at the northeast margin of the Qinghai-Tibet Plateau. This study examines the mechanical effects of five native shrubs that can be used to reduce shallow landslide activity. We measured single root tensile resistance and shear resistance, root anatomical structure and direct shear and triaxial shear for soil without roots and five root- soil composite systems. Results show that Atriplex canescens (Pursh) Nutt. possessed the strongest roots, followed by Caragana korshinskii Kom., Zygophyllum xanthoxylon (Bunge) Maxim., Nitraria tangutorum Bobr. and Lycium chinense Mill. Single root strength and shear resistance relationships with root diameter are characterized by power or exponential relations, consistent with the Mohr- Coulomb law. Root mechanical strength reflects their anatomical structure, especially the percentage of phloem and xylem cells, and the degree and speed of periderm lignifications. The cohesion force of root- soil composite systems is notably higher than that of soil without roots, with increasing amplitudes of cohesion force for A. canescens, C. korshinskii, Z. xanthoxylon, N. tangutorurn and L. chinense of 75.9%, 75.1%, 36.2%, 24.6% and 17.0 % respectively. When subjected to shear forces, the soil without root samples show much greater lateral deformation thanthe root-soil composite systems, reflecting the restraining effects of roots. Findings from this paper indicate that efforts to reduce shallow landslides in this region by enhancing root reinforcement will be achieved most effectively using A. canescens and C. korshinskii.
文摘Since the second half of the 20th century and especially during the 21st century, world industrialization has experienced a series of historic changes. Although geopolitical changes triggered by political incidents such as the USSR's disintegration have played a significant role, the geographical shift of world industrialization has first and foremost been caused by the tipping of the balance of international economic and industrial development. China's rise has become a massive engine driving this Eastward transition. Due to its impressive rapidity, China's industrialization is often referred to as "compressed industrialization ": completion of a long journey in a very short period of time. Chinese industrialization also features many distinctive characteristics that contrast with those of many other countries. Currently, China is in a critical stage of industrial development, moving towards world-class advanced manufacturing. Industrialization is a historic period of economic and social restructuring that is often accompanied by various structural imbalances. It is essentially a process of civilization's progress. China's industrialization is in many ways consistent with Western industrial and technological development, but remains subject to the profound influence of Chinese civilization. China's industrialization features unique differences that are deeply rooted in its institutional systems. After 30years of brilliant achievements, reform of China's economic andpolitical systems has once again come into the spotlight of public attention.
文摘The corrosion under insulation dominates metal loss in the case of API (American Petroleum Institute) 5L Grade B geothermal pipeline, whereas, the other possible corrosion causes, such as stress corrosion and thermal cracking, did not serve a role as critical factors regarding to pipeline degradation during 26-years working operation. Actually, the header pipe diameter 32 inches and 40 inches require priority for inspection due to higher corrosion rate compared to smaller pipe diameters. By simulation method on similar heavy duty service condition in which the working pressure of 15 bars and temperature of 183 ℃, it was proved that corrosion rate will severely occur at corrosion rate more than 10 mpy in the pipe diameters of 20 inches, 32 inches and 40 inches. Further,condensation factor may contribute more significant in the case of corrosion under insulation. Practically, the metal loss at a half initial thickness requires priority for inspection, intensive maintenance or possible partial replacement.

文摘In a study of surface monsoon winds over the China marginal seas, Sun et al. (2012) use singular value decomposition method to identify regional dominant modes and analyze their interdecadal variability. This paper continues to evaluate the interannual variability of each dominant mode and its relation to various atmospheric, oceanic and land factors. The findings include: 1) The intensity of the winter monsoon over the East China Sea is highly correlated with the Siberian High intensity and anti-correlated with the latitudinal position of the Aleutian Low as well as the rainfall in eastern China, Korean Peninsula and Japan; 2) The western Pacific subtropical high is significantly correlated with the summer monsoon intensity over the East China Sea and anti-correlated with the summer monsoon over the South China Sea; 3) The winter monsoon in a broad zonal belt through the Luzon Strait is dominated by the ENSO signal, strengthening in the La Nifia phase and weakening in the E1 Nifio phase. This inverse relation exhibits interdecadal shift with a period of weak correlation in the 1980s; 4) Analysis of tidal records validates the interdecadal weakening of the East Asian summer monsoon and reveals an atmospheric bridge that conveys the ENSO signal into the South China Sea via the winter monsoon.

文摘The typically sparse or lacking distribution of meteorological stations in mountainous areas inadequately resolves temperature elevation variability. This study presented the diurnal and seasonal variations of the elevation gradient of air temperature in the northern flank of the western Qinling Mountain range,which has not been thoroughly evaluated. The measurements were conducted at 9 different elevations between 1710 and 2500 m from August 2014 to August 2015 with HOBO Data loggers. The results showed that the annual temperature lapse rates(TLRs) for Tmean,Tmin and Tmax were 0.45?C/100 m,0.44?C/100 m and 0.40?C/100 m,respectively,which are substantially smaller than the often used value of 0.60°C/100 m to 0.65°C/100 m. The TLRs showed no obvious seasonal variations,except for the maximum temperature lapse rate,which was steeper in winter and shallower in spring. Additionally,the TLRs showed significant diurnal variations,with the steepest TLR in forenoon and the shallowest in early morning or late-afternoon,and the TLRs changed more severely during the daytime than night time. The accumulated temperature above 0°C,5°C and 10°C(AT0,AT5 and AT10) decreased at a lapse rate of 112.8?C days/100 m,104.5?C days/100 m and 137.0?C days/100 m,respectively. The monthly and annual mean diurnal range of temperatures(MDRT and ADRT) demonstrated unimodal curves along the elevation gradients,while the annual range of temperature(ART) showed no significant elevation differences. Our results strongly suggest that the extrapolated regional TLR may not be a good representative for an individual mountainside,in particular,where there are only sparse meteorological stations at high elevations.
文摘In the EU (European Union), Cyprus's problems aren't new. Ten years later, the same debate is being held all over again, just from a different point of view. It is emblematic of this current financial crisis because the banking system is much bigger than GDP (Gross Domestic Product). Setting aside the sluggish economic performance, as well as the usual gap between northern and southern regions, people are uncomfortable with the EU. Getting the EU to finance a deficit is very tempting because it seems to be a politically and socially painless option, but can we count on the EU to devise such a smoothly running system? Cyprus is interesting on many levels, from the debate concerning the limits of cohesion policy to the need of finding new solutions for the European periphery. It raises the question of whether a real fiscal and political union is possible, in light of the actual geoeconomic and geopolitical dynamics among the EU, Turkey, and Russia. The aim of this paper is to explore the possible mechanisms for an integration of Cyprus in order to go beyond fiscal burden sharing. It is an important starting point to paving the way to new policies and strategies for changing the objectives of economic convergence.
文摘Seeking to alleviate and eradicate Bao (the minimum livelihood guarantee system) extreme povertY, the Chinese government has extended Di to the entire rural sector. It has also enhanced agricultural policies and strengthened its promotion of rural socioeconomic development. In more-developed regions of the country, the Di Bao program-in combination with integrated urban and rural social insurance and public services-has significantly reduced rates of poverty and financial vulnerability, and additional employment-promotion policies have created opportunities for Di Bao recipients to achieve incomes above the poverty-line. However, because of the high number of extremely poor households in disproportionately poor areas and the paucity of locally-available financial resources there, the intensity of intervention is still insufficient. Inadequate coordination of policies and shortcomings in the targeting of subsidies have resulted in both under-coverage and welfare-leakage as well. Consequently, in China's efforts to eradicate extreme poverty, increasing the effectiveness of poverty-reduction strategies in poor areas remains a key prioritY.

文摘Six new chrysophycean stomatocysts ornamented with reticulum were illustrated based on SEM observation. They were described following the guidelines of the International Statospore Working Group (ISWG). All samples were collected from the Great Xing'an Mountains, China. Their taxonomic characteristics and habitats were described to provide new information on the biodiversity of chrysophycean stomatocysts. As is common with many morphotypes, their biological affinities remain unknown.

文摘Taking America's implementing the Asia-Pacific rebalancing strategy and China's building the Silk Road Belt as a backdrop, this research generalizes the basic concepts of geopolitics, geo-economy and geo-strategy, and then reviews the basic theories of geopolitics and its progress. Furthermore, based on the results of analyzing the features of changes of East Asia geopolitical environment, the paper summarizes the development trends of geopolitical environment of Sino-Mongolia and Sino-Russia, and considers that the geopolitical pattern and order of the South China Sea has been changed deeply with the strong involvement of USA. One of the most important changes is that China's interests are suffering stern challenge from Japan, Vietnam, Philippines and other countries. Afterwards, taking the energy market as an example, this research analyzes the impact of geopolitical changes of East Asia on the regional resources market. For China, the strategic conception of building the Silk Road Economic Belt is a countermeasure to counterbalance the adverse changing. At the same time, Russia was sanctioned by western countries and turned their eyes to Asia. So the stern geopolitical environment of both countries provides a good opportunity for China-Russia economic and trade cooperation. Because of the similar geopolitical situation and economic complementary, the energy cooperation between China and Russia is expected to be further enhanced in the future. Although Mongolia's economy relies heavily on China, its geopolitical strategic demand and strategic target have changed profoundly since the United States returns to Asia. The diplomatic priority of Mongolia is to strengthen exchanges with "the third neighbor" and to counterbalance its two neighbors' influences. Though the Sino-Mongolia geopolitical relations are mainly positive, America's involvement increased the uncertainty of Sino-Mongolia resources cooperation. For Japan and Korea being America's allies, the harsh regional geopolitical environment will decrease their share of resources market in northeast Asia in the future.
