The data from the China Oceanic Information Network and the Zhejiang Provincial Hydr...The Yangtze River Delta characterized by a dense population and a rapidly developing economy is highly vulnerable to sea-level rise. The data from the China Oceanic Information Network and the Zhejiang Provincial Hydrology Bureau are used to analyze sea-level rise. The rate of sea-level rise in the delta was 2.4 mm per year in 1981-2015. The annual sea-level at Daishan, Dinghai, and Dongtou stations in the south wing of the delta were 4.3, 3.1, and 5 mm per year respectively over the same period. The 10-year averaged results at each station also indicate a perceptible trend of sea-level rise. Sea-level rise is contributed to a larger proportion of intensified erosion, ranging from 3% to 14% in the delta. Meanwhile, the 100-year return period of tidal level has decreased to the 50-year rank at Dongtou and Dinghai stations. Moreover, the arrival time of tidal bores at Yanguan is 4 min earlier under sea-level rise of 0.145 m than that of 0 m. The height of tidal bores and the velocities at the surface and bottom layers have an increase under sea-level rise. The maximum increases of high and low tide levels are 0.122 m and 0.016 m while the maximum increases of the velocities at the surface and bottom layers are 0.07 m s^- 1 and 0.05 m s ^-1, respectively. Sea-level rise will bring about the damage of seawall, thus the design standard of constructing seawalls should adopt a higher level to minimize the associated risks in the Yangtze River Delta and its south wing.展开更多

The purpose of this article is to present and interpret the case study of the secure electronic transaction (SET) scheme of Internet security, as an illustration of the necessary construction of interoperability sol...The purpose of this article is to present and interpret the case study of the secure electronic transaction (SET) scheme of Internet security, as an illustration of the necessary construction of interoperability solutions for financial services. The interpretation of case data with actor network theory (ANT) provides an illustration of power coalitions among banks to create a de facto standard for transnational electronic payment security on the Internet. After a step of protecting its political interests and well-known technological solutions, the coalition understands that its mission becomes a matter of life and death for its members: Brand-new currency has been invented on the Web and one could develop business and monetary transactions without the banks. This interpretative stage tells us much about the transnational mechanisms of regulation and standardization as well as the "translation" steps regarding these transnational organizations. However, an additional step has to be added to this interpretative step, a step of framework construction. The aim is to help managers of the transnational firms involved in regulations and standardization to anticipate the evolutions and make relevant decisions. The framework has three distinctive characteristics: the ability to help conception, the ability to help conceive problems "ex ante", and the ability to facilitate collective conception of strategic maneuvers.展开更多

IDE-OTALEX is the first crossborder spatial data infrastructure between contiguous Portuguese (Alentejo and Centro) and Spanish (Extremadura) regions. It was implemented to share official geographic information fr...IDE-OTALEX is the first crossborder spatial data infrastructure between contiguous Portuguese (Alentejo and Centro) and Spanish (Extremadura) regions. It was implemented to share official geographic information from Alentejo and Extremadura, and now Centro region, with everyone. This is the most effective way to have a distributed and flexible system to be used as a territorial observatory for sustainable development and environment protection in these rural and low populated regions. It also contributes to territorial cohesion, one of the tree main pillars of European Cohesion Policy. It's characterized for being a distributed, decentralized, modular and collaborative system, based on standards OGC (Open Geospatial Consortium), W3C (World Wide Web Consortium), ISO (International Organization for Standardization) and open source technology, developed to guarantee interoperability between the different GIS (Geographic Information System) provided by each project partner. The geoportal is multilingual (Portuguese, Spanish and English) and integrates a Map viewer, Metadata Catalogue and Gazetteer. It consists in central and local nodes which communicate through WMS (Web Map Services), CSW (Catalogue Service Web) and WFS (Web Feature Services). It is now implementing SOS (Sensor Observation Services) and WPS (Web Map Processing). The geographic information available results of an extensive work of data harmonisation adapted to INSPIRE Directive (D 2007/2/EC, the European Parliament and Council, March 14, 2007). It integrates basic cartography, socio-economic, territorial and environmental indicators.展开更多

This article has analyzed the necessity for the establishment of inlbrmatization standards system in the first place with the brief introduction to the current research achievements of the standards system and the loop-locked Identification-Execution-Check (REC) application strategy.展开更多
