金融监管体制下的地方银行——以民国时期安徽地方银行为例

金融监管能维持金融业的正常运行、规避金融风险。民国时期,随着国民政府金融监管制度的逐渐完善,安徽地方银行及其分支机构设置、经营业务在严格管制下得到规范发展,成为战时东南地区的金融枢纽。之后安徽地方银行为谋求更大发展,违规开展信托业务,致使地方与中央的金融关系紧张。中央政府试图通过将地方银行收为国营,加强对金融的掌控,但因监管政策的反复无常,给地方银行留有对抗的空间,地方银行在不断的内耗中丧失发展空间。
