In 2005, an innovative program was formed between the local government and The University of Toledo to help improve environmental and economic conditions in Lucas County, Ohio, USA by providing no cost energy assessme...In 2005, an innovative program was formed between the local government and The University of Toledo to help improve environmental and economic conditions in Lucas County, Ohio, USA by providing no cost energy assessments to various types of organizations. Unlike the Industrial Assessment Centers, which focus on manufacturing and are funded by the Federal Government, this program demonstrates that successful partnerships can be established at the local government level to aid various types of organizations in energy conservation and cost reduction. Since 2005, the program completed ten energy assessments and identified over 143,000 kwh and 103,000 kg of CO2 for reduction. Additionally, over $12,000 has been identified as annual cost savings for Lucas County businesses. The purpose of this paper is to provide a complete overview and framework of this program so that other institutions may learn from it and adopt similar programs at the local level. A focus of this paper is a discussion of a case study that details the process and results of a typical energy assessment conducted through the project and comparison to similar programs in the US.展开更多

But whether the SACs in China can fully fulfill the purpose, to what extend can learners gain benefits to develop autonomy, and what are the possible ways for improvement are quite necessary to investigate since there starts to emerge various problems during the implementation of SACs. This paper aims to analyze the prevalent establishment of SACs in China in order to find out the reasons for prevalence, the current implementing mode, the degree of effectiveness on developing learner autonomy, especially potential problems and causes, and finally put forward some suggestions pedagogical implications for improving.展开更多
After a systematic review of 38 current intelligent city evaluation systems (ICESs) from around the world, this research analyzes the secondary and tertiary indicators of these 38 ICESs from the perspec- tives of sc...After a systematic review of 38 current intelligent city evaluation systems (ICESs) from around the world, this research analyzes the secondary and tertiary indicators of these 38 ICESs from the perspec- tives of scale structuring, approaches and indicator selection, and determines their common base. From this base, the fundamentals of the City Intelligence Quotient (City IOD Evaluation System are developed and five dimensions are selected after a clustering analysis. The basic version, City IQ Evaluation System 1.0, involves 275 experts from 14 high-end research institutions, which include the Chinese Academy of Engineering, the National Academy of Science and Engineering (Germany), the Royal Swedish Academy of Engineering Sciences, the Planning Management Center of the Ministry of Housing and Urban-Rural Development of China, and the Development Research Center of the State Council of China. City IQ Evaluation System 2.0 is further developed, with improvements in its universality, openness, and dy- namic adjustment capability. After employing deviation evaluation methods in the IQ assessment, City IQ Evaluation System 3.0 was conceived. The research team has conducted a repeated assessment of 41 intelligent cities around the world using City IQ Evaluation System 3.0. The results have proved that the City IQ Evaluation System, developed on the basis of intelligent life, features more rational indicators selected from data sources that can offer better universality, openness, and dynamics, and is more sen- sitive and precise.展开更多
In recent years,long-term continuous sea-ice datasets have been developed,and they cover the periods before and after the satellite era.How these datasets differ from one another before the satellite era,and whether o...In recent years,long-term continuous sea-ice datasets have been developed,and they cover the periods before and after the satellite era.How these datasets differ from one another before the satellite era,and whether one is more reliable than the other,is important but unclear because the sea-ice record before 1979 is sparse and not continuous.In this letter,two sets of sea-ice datasets are evaluated:one is the HadISST1 dataset from the Hadley Centre,and the other is the SIBT1850(Gridded Monthly Sea Ice Extent and Concentration,from 1850 Onward)dataset from the National Snow and Ice Data Center(NSIDC).In view of its substantial importance for climate,the winter sea ice in the Barents and Kara seas(BKS)is of particular focus.A reconstructed BKS sea-ice extent(SIE)is developed using linear regression from the mean of observed surface air temperature at two adjacent islands,Novaya Zemlya and Franz Josef Land(proxy).One validation illustrates that the proxy is substantially coherent with the BKS sea-ice anomaly in the observations and the CMIP5(phase 5 of the Coupled Model Intercomparison Project)historical experiments.This result indicates that the proxy is reasonable.Therefore,the establishment of the reconstructed BKS SIE is also reasonable.The evaluation results based on the proxy suggest that the sea-ice concentration prior to the satellite era in the NSIDC dataset is more realistic and reliable than that in the Hadley Centre dataset,and thus is more appropriate for use.展开更多

October to December 2007, the Chinese health education center of this set of evaluation index in Jinan Shandong province examines the health literacy status of floating population, analysis the influence factors of health literacy of the floating population, for the national macroeconomic regulation and control of the floating population, the rational allocation of health resources, determine priority health work, and provide evidence for health related policies and regulations of the floating population.展开更多
