Assessing environmental flows (e-flows) for urban rivers is important for water resources planning and river protection, Many e-flow assessment methods have been established based on species' habitat pro- vision re...Assessing environmental flows (e-flows) for urban rivers is important for water resources planning and river protection, Many e-flow assessment methods have been established based on species' habitat pro- vision requirements and pollutant dilution requirements, To avoid flood risk, however, many urban rivers have been transformed into straight, trapezoidal-profiled concrete channels, leading to the disappearance of valuable species, With the construction of water pollution-control projects, pollutant inputs into rivers have been effectively controlled in some urban rivers, For these rivers, the e-flows determined by tradi- tional methods will be very small, and will consequently lead to a low priority being given to river pro- tection in future water resources allocation and management, To more effectively assess the e-flows of channelized urban rivers, we propose three e-flow degrees, according to longitudinal hydrological con- nectivity (high, medium, and low), in addition to the pollutant dilution water requirement determined by the mass-balance equation, In the high connectivity scenario, the intent is for the e-flows to maintain flow velocity, which can ensure the self-purification of rivers and reduce algal blooms; in the medium connectivity scenario, the intent is for the e-flows to permanently maintain the longitudinal hydrological connectivity of rivers that are isolated into several ponds by means of weirs, in order to ensure the exchange of material, energy, and information in rivers; and in the low connectivity scenario, the intent is for the e-flows to intermittently connect isolated ponds every few days (which is designed to further reduce e-flows), The proposed methods have been used in Shiwuli River, China, to demonstrate their effectiveness, The new methods can offer more precise and realistic e-flow results and can effectively direct the construction and management of e-flow supply projects,展开更多

The eight springs erupt mineral water with temperatures in the range of 23-30℃ and yields in the range of 8 up to more than 40 L/s. The geothermal fluid, even though with relatively low temperatures, represent a competitive energy resource. The geothermal water flows directly to the river of Langarica, similarly with the other geothermal resources of Albania can be "translated" as "throwing in the creek" of considerable monetary values, delay in the economic development, infrastructure and also negative social impacts in the region. This paper aims to show that these waters are a competitive energy resource by the implementation of a combined and cascade system, and also they can by efficiently used for greenhouses, aquaculture and salts extraction.展开更多

Three kinds of indicators, both specific and general, are applied in both methods. Thorough consideration is given to short-term international capital inflow from trade, other current account items, capital account, and errors and omissions, as well as other channels through which short term capital might accrue to a nation's balance. Based on a comprehensive comparison of year-on-year data, this paper also estimates monthly data using a simplified, indirect calculation approach. Estimates show that, despite a degree of difference in results between methods, most estimates are highly consistent for a given period. Based on monthly estimates, we conclude that turbulence in international financial markets (i.e., the United States subprime mortgage crisis and the European sovereign debt crisis) has had a major impact on China 's short-term capital flow.展开更多
On the basis of the 1992-2003 flow of funds accounts for China released by the National Statistics Bureau, this article conducts a comparative analysis of the saving rates of the household, corporate and government se...On the basis of the 1992-2003 flow of funds accounts for China released by the National Statistics Bureau, this article conducts a comparative analysis of the saving rates of the household, corporate and government sectors from the perspective of income distribution and saving propensity. We found that although the household sector had the highest saving rate, it had actually trended downwards since 1992, as a result of falling labor compensation, property income and income from redistribution. Over this period, the corporate saving rate rose slowly, mainly because of a prolonged period of relatively low wage and interest costs rather than increased profitability. The government saving rate, which remained low in the last century, rose dramatically after 2000. The main reasons for this were the ever- increasing share of government disposable revenue in national income distribution via primary distribution and redistribution and the sector's increased saving propensity. Our policy recommendations suggest that in order to implement an economic development strategy centered on boosting domestic consumption, China should shift its economic focus to improving the income distribution structure and increasing household income. For this purpose, fiscal policies should be oriented toward increased public financing, public expenditure and social security expenditure and toward higher labor compensation based on increased productivity in the corporate sector. These aims should be taken as the objectives of national c regulation.展开更多
