This paper presents an overview of the current status of the development of the smart grid in Great Britain(GB).The definition,policy and technical drivers,incentive mechanisms,technological focus,and the industry'...This paper presents an overview of the current status of the development of the smart grid in Great Britain(GB).The definition,policy and technical drivers,incentive mechanisms,technological focus,and the industry's progress in developing the smart grid are described.In particular,the Low Carbon Networks Fund and Electricity Network Innovation Competition projects,together with the rollout of smart metering,are detailed.A more observable,controllable,automated,and integrated electricity network will be supported by these investments in conjunction with smart meter installation.It is found that the focus has mainly been on distribution networks as well as on real-time flows of information and interaction between suppliers and consumers facilitated by improved information and communications technology,active power flow management,demand management,and energy storage.The learning from the GB smart grid initiatives will provide valuable guidelines for future smart grid development in GB and other countries.展开更多

To pave the road for future satellite/terrestrial integrated communication networks, ITU-R invited proposals for candidate Radio Interface Technology(RIT) for the satellite component of International Mobile Telecommunications(IMT)-Advanced. China proposed the RIT of Long Term Evolution(LTE)-satellite as a candidate to be considered as IMT-Advanced satellite technology. The submitted LTE-satellite candidate RIT is specified based on terrestrial LTEAdvanced FDD standards that are developed in 3GPP. Considering satellite requirements, a number of modifications to LTE-Advanced are made to adapt to satellite radio transmission environments. This paper takes a deep look at the Tosakan Project, a community project in Saraburi province, Thailand. This project combines concepts of folk media, digital storytelling, and the participatory model of Web 2.0 in order to solve community problems. Herein, it is shown how diverse groups in this community project work together using social network channels such as Facebook and Line to digitally tell folk stories through videos and disseminate the content to a wider audience via Facebook and other digital sharing outlets such as YouTube.展开更多

In 2006, China issued its National Plans for Medium...China's cormaaunications industry is an important part of the electronic information industry, and plays a significant role in the national informatization process. In 2006, China issued its National Plans for Medium and Long-term Development of Science and Technology (2006-2020) (NPMLDST). Since 2006, there has been a rapid increase in the number of citations of China's interna- tional papers in the field of communications. In accordance with the goals listed in the NPMLDST, China needs to over- take several competitors by 2020 to be among the top five countries in the field of natural science field. By comparing two Essential Science Indicators (ESI) (i.e., the total number of citations and the number of citations per paper) for China and other countries, China's annual growth rate is found to exceed that of other influential countries in the field of sci- ence and technology, and exhibits evident growth-type characteristics. Besides, our study also shows that the short- age of high-quality academic papers in China is the main obstacle to improving the impact of China's academic publications.展开更多
