The encoder combines the best features of Fine Granularity Scalable (FGS) coding, framedropping coding, video redundancy coding, and human visual model. According to packet loss and available bandwidth of the network, the encoder adjust the output bit rate by jointly adapting quantization step-size instructed by human visual model, rate shaping, and periodically inserting key frame. The proposed encoder is implemented based on MPEG-4 encoder and is compared with the case of a conventional FGS algorithm. It is shown that RAVE is a very efficient robust video encoder that provides improved visual quality for the receiver and consumes equal or less network resource. Results are confirmed by subjective tests and simulation tests.展开更多
The precision modeling of dam break floods can lead to formulation of proper emergency action plan to minimize flood impacts within the economic lifetime of the assets.Application of GIS techniques in integration with...The precision modeling of dam break floods can lead to formulation of proper emergency action plan to minimize flood impacts within the economic lifetime of the assets.Application of GIS techniques in integration with hydrological modeling for mapping of the flood inundated areas can play a momentous role in further minimizing the risk and likely damages.In the present study,dam break analysis using DAMBRK model was performed under various likely scenarios.Probable Maximum Flood (PMF)calculated for a return period of 1000 years using deterministic approach was adopted for dam break analysis of the proposed dam under various combinations of breach dimensions.The available downstream river cross-sections data sets were used as input in the model to generate the downstream flood profile.Dam break flow depths generated by the DAMBRK model under various combinations of structural failure are subsequently plotted on Digital Elevation Model(DEM)of the downstream of dam site to map the likely affected area.The simulation results reveals that in one particular case the flood without dam may be more intense if a rainfall of significant intensity takes place.展开更多

Organizations started to use electronic com...Electronic Commerce or E-Commerce is the concept of making trade in electronic environment which has emerged by the use of the internet in commerce and increased after 1995. Organizations started to use electronic commerce by internet facilities nearby their traditional marketing methods to increase their sales and profits. E-Commerce has many advantages when compared to traditional trade. This paper aims to take out these advantages for the companies which want to make use of electronic commerce and includes important advices for these companies. The paper also includes the basic version of an e-commerce business, by analysing one of the most successful firms in Turkey, yemeksepeti.com in terms of an Entity-Relationship Diagram (ERD) and Event Driven Process (EDP) to explain the organizations how an e-commerce business model should be constructed systematically. An ERD is a data modeling technique which graphically illustrates an information system's entities and the relationships between those entities. On the other hand, EDP is a chain for the modeling language which is used for describing business processes and workflows of an organization. This study examines yemeksepeti.com for providing an example of these two diagrams, which should be a milestone for the newcomers of an e-commerce. Organizing an e-commerce should start with the software designs and these examples of ERD and EDP which are the base for the software of an e-commerce business.
