This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement.展开更多

However, in the last decade or so India's approach towards ...During the 1990s India did not show much of an interest in Central Asia and its response to join multilateral organisations in the region had been lukewarm. However, in the last decade or so India's approach towards the region has changed substantially and some important landmarks signify this shift. As a scholar interested in the region, the author looks at the reasons for India's changing approach to the Central Asian region. With this objective, this paper seeks to highlight the significance of Central Asia for India and defines the strategic interests of India in this region. It also discusses the changing geopolitics of Central Asia from India's perspective, various phases in India's engagement with the region, including the key dynamics and changing approaches. A proactive Central Asia policy also represents another instance of India's shift from being an idealist to a realist power. This paper enables us to understand the extent to which India as an emerging power is prepared to pursue its strategic objectives in the region. At the same time, India's willingness in recent years to participate in a multilateral regional organization such as the Shanghai Cooperation Organization (SCO) demonstrates that it is willing to work in a cooperative framework with other key players in the region--Russia and China.展开更多

However, since Modi took office in 2014, changes have taken place in the external environment that India faces, in maritime safety strategy, as well as in India's policies toward the US and China. India is becoming increasingly active in the issue of the South China Sea, voicing criticism and taking precautions against China. While India's policy on the South China Sea will not be completely the same as that of the United States and Japan, due to concerns for its own interests in the future, it is quite possible that India will take advantage of the issue of the South China Sea and will adopt more comprehensive ways to get involved in the issue.展开更多

This research examined how Taiwan Residents K-pop consumers are identified as the K-pop enthusiast legitimizing and what they represent the "prosumer" of Korean popular music. Moreover, the practice of K-pop is getting turn consumer in Korean song karaoke (KTV) in Taipei city. What sort of cultural form emerges the political representation in the cultural space, K-pop KTV in Taipei. Problematising the genesis of the Korean Wave in Taiwan, the paper proposes to see i...Studies of the Korean Wave in Taiwan have construed the genesis of the Wave as either accidental, evitable, or taken it for granted. Problematising the genesis of the Korean Wave in Taiwan, the paper proposes to see it as the product of social and political forces pertaining to a specific moment of history of Taiwan. Other than deeming the genesis categorically as a cultural instance, it argues that the Wave is in effect the production manufactured at the convergence of social political changes at a historical moment unprecedented in Taiwan history. To respond to the new social and political conditions, the Korean Wave is deliberately appropriated as the extension of social institution and political control for the purpose of prolonging class interests of the traditional rulers. By means of mammoth circulation and transmission of print media and television broadcast, the Wave is immediately called into being and captivates a throng of Taiwan Residents audience. In return, the overwhelming popularity of Korean TV dramas is capitalized on politically besides socially and culturally in order to meet new needs. Resiting the Korean Wave in Taiwan in the social and political processes at the specific moment of Taiwan history, its genesis is thereby complicated and overdetermined on top of the advanced and promised drama qualities and productions. It has also enhanced agricultural policies and strengthened its promotion of rural socioeconomic development. In more-developed regions of the country, the Di Bao program-in combination with integrated urban and rural social insurance and public services-has significantly reduced rates of poverty and financial vulnerability, and additional employment-promotion policies have created opportunities for Di Bao recipients to achieve incomes above the poverty-line. However, because of the high number of extremely poor households in disproportionately poor areas and the paucity of locally-available financial resources there, the intensity of intervention is still insufficient. Inadequate coordination of policies and shortcomings in the targeting of subsidies have resulted in both under-coverage and welfare-leakage as well. Consequently, in China's efforts to eradicate extreme poverty, increasing the effectiveness of poverty-reduction strategies in poor areas remains a key prioritY.展开更多

As Igbos can easily distinguish an Anambra man from an Imo man, it is also necessary that within Arlambra, one should be able to locate a particular town in the area through the spoken Igbo Language variety. Quality of life(QOL) is a hotspot issue that has attracted increasing attention from the Chinese Government and scholars, it is also a vital issue that should be addressed during the cause of ′establishing overall we...Quality of life(QOL) is a hotspot issue that has attracted increasing attention from the Chinese Government and scholars, it is also a vital issue that should be addressed during the cause of ′establishing overall well-off society′. Northeast China is one of the most import old industrial bases in China, however, the industrial structure of heavy chemical industry and the development mode of ′production first, living last′ have leaded to series of social problems, which have also become a serious bottleneck to social stability and economic sustainable development. Through applying the methods of BP neural network, exploratory spatial data analysis(ESDA) and spatial regression model, this paper examines the space-time dynamics of QOL of the residents in Northeast China. We first investigate the indexes of QOL of the residents and then use ESDA methods to visualize its space-time relationship. We have found a spatial agglomeration of QOL of the residents in middle-southern Liaoning Province, central Jilin Province and Harbin-Qiqihar-Daqing area of Heilongjiang Province. Two third of the counties are low-low spatial correlation, and the correlative type of about 60% of the prefecture level areas keeps stable, indicating QOL of the residents in Northeast China shows a certain character of path dependence or spatial locked. We have also found that economic strength and development levels of service industry have positive and obvious effect on QOL of the residents, while the effect of such indexes as the social service level and the proportion of the tertiary industries are less.展开更多
