This region has lost its leading place since the reform and opening up, and became a ba...Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement.展开更多

We present the policy, or lack thereof, in the countries in the Pacific Rim for its mining and commerce, and the current and future weight that rare earth minerals will have in international trade. The technological revolution experienced over the last 25 years, has brought the REEs to the public's attention for being instrumental in obtaining catalysts, lasers and optical fiber, luminescent substances and LEDs, superconductors, permanent magnets, batteries and ultra-capacitors. China's leading position as the supplier of these minerals worldwide, and its recent export restriction policy for domestic industrial activities have driven up international prices. Price increase for REEs is leading to the need for both recycling and its replacement. It has also led other countries in the Asia Pacific Rim to prospect new potential sites on their own territories, or even to restart operations in deposits that had been previously abandoned. Those strategies will likely gain greater importance as environmental pollution problems associated with the exploitation, processing, and recovery of REEs increase.展开更多

Among various factors that affect FDI inflow into specific regions of China, it is believed that geographic location might be one of the most essential factors in shaping the overall trend of diversification in regional economic development in China. The seismic waveform of the Yutian Ms7. 3 earthquake, Xinjiang on February 12, 2014 was recorded clearly and completely by the Digital Seismic Networks of Xinjiang, Qinghai, Tibet, and Xinjiang Hotan array, so the met...The seismic waveform of the Yutian Ms7. 3 earthquake, Xinjiang on February 12, 2014 was recorded clearly and completely by the Digital Seismic Networks of Xinjiang, Qinghai, Tibet, and Xinjiang Hotan array, so the method of joint location by regional seismic network and seismic array can be used to accurately determine the earthquake source location. The following technologies were used in the process of location: ( 1 ) We selected seismic stations equally located around the epicenter of the Ms 7. 3 earthquake with an average interval of about 15 degrees in the initial location. (2) The recording waveforms of Yutian seismic station were rotated to the radial and tangential directions to precisely obtain the arrival time of S-waves to determine the epicentral distance. ( 3) The velocity model was used in the determination of location of the epicenter, based on the historical records of earthquakes in the area within a radius of 1.0 ° from the source as the center, and the velocity model is obtained after re-fitting and calibration. (4) Based on the waveform records of the Hotan seismic array, the method of waveform beaming was used to determine the azimuths and perform the correction of the epicenter location with these azimuths. (5) The deterministic method was used to measure the source depth. Finally, it is concluded that the Yutian Ms 7. 3 main shock hypocenter location is 36. 197°N, 82. 467°E, focal depth 12km and original time 17:19:48. 2 μm. February 12, 2014.展开更多
The liquefaction is a very significant phenomenon in clayey silty soils, silty sands and also sands. The high potential of liquefaction is generally recognized when these types of soils are laid under the hydrostatic ...The liquefaction is a very significant phenomenon in clayey silty soils, silty sands and also sands. The high potential of liquefaction is generally recognized when these types of soils are laid under the hydrostatic water table. Low plasticity silts, silty sands and sands are found as recent alluvial deposits in the western coastal part of Albania, especially in the sandy beaches of Adriatic Sea near Durres City. The aim of this study is to evaluate the soil liquefaction potential in the area of Golem. Ten CPTUs (cone penetration test with pore pressure measurements) are carried out for the site investigation of soils. In this paper, results of the CPTU based liquefaction analysis are presented. The data of two CPTUs (10 in total) are analyzed and factor of safety was found by considering different levels of hazard and ground water. The results of liquefaction potential analysis show that the soils in the area of Golem have a high risk of liquefaction.展开更多
