抓住机遇 总结经验 全面开创四川水电电气化和地方电力工作新局面

四川是千河之省,水力资源极为丰富,可开发量1.03亿kW.其中,中小水电可开发量2146万kW.党的十一届三中全会以来,特别是在国务院实施农村水电初级电气化县建设的"七五"至"九五"期间,在省委、省政府的领导下,在国家计委、水利部的大力支持和指导下,全省把发展地方电力、建设农村初级电气化作为实施"治水兴蜀"战略的重要内容,坚持按河流统一规划,结合江河治理开发中小水电,结合水利建设兴建水电工程,为地方经济发展、社会进步服务,为建立长江上游绿色屏障作贡献,农村水电初级电气化县建设和地方电力工作取得了辉煌成就,为四川国民经济和社会发展,特别是为广大山区、贫困地区、民族地区和革命老区的经济发展和群众脱贫致富发挥了巨大作用,被人民群众誉为利在当代、惠泽千秋的"德政工程".

A Study on Neutral Point Earthed Method of Power System

This paper mainly is study on power system working state with neutral point different grounded methods, when the power system is normal working and the single-phase grounding. And further analysis of the different operating modes of voltage and current relationships, expounds the different operation occasions and characteristics.
